About this file

This document appears to be a set of pre-proposal responses related to a solicitation for the repair of cleats and bollards on Pier 14 at Joint Expeditionary Base Little Creek - Fort Story. The key details are:

The solicitation number is N4008524R2609, and the project is titled "PIER 14 - REPAIR CLEATS AND BOLLARDS." The work is limited to Small Business Multiple Award Construction Contract (MACC) Contractors primarily in the Hampton Roads Area of Virginia. The document addresses various questions and requests for clarification, including issues with drawings, embedment depths, pricing, availability of domestic cleats/bollards, and scheduling impacts due to long lead times. The government has provided responses to several of these inquiries, such as clarifying the cleat installation details and noting the requirement for procurement of cleats and bollards that comply with the Buy America Act. The contractor is requesting an extension to the 182-day completion timeline to account for the long lead times on the mooring fixtures.

Having requested multiple prices from domestic suppliers of cleats and bollards, the quotes we have received have very long lead times which will not give the contractor enough time to complete the job by 182 days after award. Please provide a vendor that will satisfy this time frame. If one is not available, we are requesting an extension of Completion of Work by a minimum of 3 months to account for submittals, approval, shop drawings, fabrication, painting and delivery of the mooring fixtures.
