AMEND 0008

The purpose of this amendment is to provide the following information:

1. The date and time for receipt of bid is hereby changed to 1000 on 25 May 2021.

2. RFI responses has been provided below.

3. All other terms and conditions remain unchanged.

RFIs Amendment 0008

1. Can bidders obtain access to UST Closure Reports that illustrate the location of the USTs before removal and the lateral and vertical extent of POL contamination that was identified (if any). Additionally, if there is any potentiometric groundwater maps that illustrate flow direction and depth below ground surface, this would enable contractors to establish appropriate controls adjacent to/for foundation and subgrade utility removals to prevent uncontrolled release of contamination beyond the building footprint. If leaking USTs were located adjacent subgrade water/sewer/utilidors, these conduits could provide a preferential migration pathway for contamination from the former tank locations.

Answer: No access to closure reports.

2. During our site visit, we met with the Landfill Manager and discussed the acceptance criteria of the Camp Lejeune landfill and Recyclable Receiving Areas. Per their permit, the onsite landfill is permitted to accept every waste product we anticipate encountering from the specification. Please clarify what conditions (in reference to Specification Section 1.4.1) would permit contractor generated demolition debris waste at the Camp Lejeune landfill for disposal of demolition waste?

Answer: Base landfill will only accept asbestos and tightly adhered lead‐based paint at the landfill. All ACM containing materials must be removed by proper personnel. All other construction and demolition debris generated goes to off base site.

3. Section 01 57 19 Page 8 indicates that all the contractor shall contact the Base High Voltage Shop Supervisor for first right of refusal of electrical equipment prior to disposal. Will the base DRMO take the transformers removed from poles adjacent demolition buildings?

Answer: The base High Voltage Shop will discuss this at the time of termination with the Construction Manager/Engineering Technician. Base DRMO will not take the transformers removed from the poles adjacent to the demolished buildings.

4. Most of the buildings requiring demolition are empty and free from extraneous debris. In particular, Building 738 is being utilized by a Base Approved Fiber Optic and Electrical contractor to store their equipment and wastes. For purpose of the bid, should contractors anticipate that everything NOT STRUCTURE RELATED within the fenced perimeter of the building (to include the white 1000 gallon diesel fuel tank) will be removed by the current base contractors?

Answer: All items left in the buildings/structures to include remaining fuel tanks will be the responsibility of the contractor to remove and dispose of.

5. Motor Pool Buildings 1804/1808 and 1409/1410 are currently inaccessible due to trucks, trailers and miscellaneous equipment parked immediately adjacent around each of the butler buildings. Please clarify the coordination with ROICC and the lead time/notice from intent to conduct demolition until Motor Pool command can clear each of those buildings making them accessible for dismantlement and loadout.

Answer: Upon project award the accepted work area will be provided free and clear of misc. items. The appropriate work space will be provided.

6. Access within the motor pool compound from the post road between admin and garage buildings have limited space for trucks entering. Additionally, the loaded truck will have to back out to the post road given the current materiel staged in the motor pool. Will there be one way access established such that trucks can come in one gate and have unimpeded egress through the gate on the opposite side of the motor pool?

Answer: The appropriate work space entrances and exits will be provided. All issues will be addressed through the Construction Manager/Engineering Tech of the project.

7. There is a substantial subgrade utilidor running under the sidewalk that spans the frontages of all buildings on McHue. The utilidor is approx. 3‐feet below the sidewalk surface with intermittent vaults exposing various numbers of pipes. Please identify:

a. The contents of the subgrade 12‐, 10‐, 8‐ and 6‐inch lines

b. The maximum load/weight bearing capacity of the utilidor (IE. equipment/axel weight to avoid damaging the existing utilities)?

c. Can these lines be shut off for very short periods of time when equipment needs to cross the alignment? Answer: All required outages will be scheduled through the Construction Manager/Engineering Tech of the project.

d. Can steel road plates be used to disperse point weight in lieu of shutting off utilidor conveyances?

Answer: All pre‐existing conditions must be submitted to the contract Construction Manager/Engineering Tech prior to beginning demolition. All damaged occurring during demolition will be the responsibility of the contractor if not noted in the pre‐existing condition submittal.

8. Please provide the Manufacturer information for the three Ammunition/Weapon Armories within the fenced compound of Building 126?

Answer: Information not available.

9. Buildings 3C and 300A are new vintage brick buildings with Natural Gas services and roof vents. Building 231 A also has various stubs in/out. Can you please disclose the purpose of each building and what remains inside these buildings?

Answer: Utility buildings that service other buildings to be demolished. All contents shall be demolished after contract award and become property of the contractor. Base has removed all contents required for retention prior to contract award.

10. The gate to access Buildings M151 A, B, C & D were locked with restricted access signs precluding unescorted access at the time of our site walk. Can you disclose if those modular building chassis have tires (behind the skirting) for towing the buildings from that area to the South demo area or offsite?

Answer: Assume all modular buildings do not have any wheels for towing.

11. SM 231B is a concrete pavilion that is not identified for demolition in Package B. Please confirm that all the patio extending from the back of the hotel will be removed up to the pavilion and saw cut, or will it remain for future beneficial reuse?

Answer: All patio will be will be removed to pavilion SM231B and saw cut accordingly for an aesthetically appearance.

12. Please confirm Building M103 was demolished by others and whether of not the remaining Utility post requires removal to the nearest junction.

Answer: Building M103 will not be included in the contract.

13. With the exception of currently functioning Buildings, can contractors assume that AC Units from abandoned buildings have been drained of Freon?

Answer: No, this will be the responsibility of the contractor.

14. Is there a borrow source on Base which the contractor can operate and use for fill?

Answer: No

15. Are any air permits or dust action limits required for the concrete demolition?

Answer: See EMD Decision Memorandum for air requirements. See specifications for dust control requirements.

16. Building 40 is fully occupied/functional. When can we assume this building will be available for engineering survey, abatement and demolition?

Answer: Building will be vacant upon contract award.

17. Building 40 has a large brick chimney which presumably dissipated steam from a boiler in the early days of its functionality. The utility room below the chimney was inaccessible to identify remaining legacy equipment, boilers or other appurtenances requiring disposition. Please disclose what is in the utility room and if it was included in the ACM survey which does not seem to show any equipment.

Answer: All areas with ACM are provided in the base ACM reports for each building.

18. For Package A:

Please confirm that the ACM has already been removed from the following buildings and should be excluded from the list of buildings requiring asbestos abatement prior to the demolition of those buildings:

1. M224

a. 12x12 FT (gray) and Mastic – 3,240 sf

2. M229

a. 12x12 FT (white w/gray) and Mastic – 2,600 sf

b. 12x12 FT (beige) and Mastic – 2,600 sf

3. M233

a. Exterior caulking – 17 lf

Answer: All areas with ACM are provided in the base ACM reports for each building. Any newly discovered ACM not addressed in the base’s ACM Report shall be discussed with the Construction Manager/Engineering Tech.

19. For Package B:

Please confirm that the ACM has already been removed from the following building and should be excluded from the list of buildings requiring asbestos abatement prior to the demolition:

1. Building 1409

a. Concrete expansion joint – 484 lf

b. Exterior window glazing – 1,584 lf

c. Gray roof sealant at box ridge vent – 160 lf

Answer: All areas with ACM are provided in the base ACM reports for each building. Any newly discovered ACM not addressed in the base’s ACM Report shall be discussed with the Construction Manager/Engineering Tech.

20. Will the contractor be responsible for 3rd party air monitoring or will that be conducted on the QA side?

Answer: Yes

21. Please confirm that the contractors at building 738 will remove diesel fuel tank, misc. materials, and transformers.

Answer: All fuel tanks attached to demolish buildings will be the responsibility of the contractor to dispose of.

22. As a follow up to #23, please advise regarding coordination for buildings 1804 and 1808 with respect to the staged equipment.

Answer: Site will be free and clear upon award.

23. What are the tipping fees associated with debris brought to base landfill?

Answer: Base landfill will only accept asbestos and tightly adhered lead‐based paint at the landfill. All other construction and demolition debris generated goes to off base site. No tipping fees for base landfill usage.

24. Please clarify, will the landfill accept intermingled concrete block and concrete with lead based paint?

Answer: No

25. Will the base landfill accept clean concrete and brick?

Answer: No

26. Is there a limitation on the amount of waste the on‐site landfill can accept per day?

Answer: No limitation on the amount the base landfill will accept. Base landfill will only accept asbestos and tightly adhered lead‐based paint at the landfill. All other construction and demolition debris generated goes to off base site.

27. If so, what is the limitation?

Answer: No limitation on the amount the base landfill will accept. Base landfill will only accept asbestos and tightly adhered lead‐based paint at the landfill. All other construction and demolition debris generated goes to off base site.

28. In amendment 5, question 28 refers to “tightly adhered lead based paint materials”. Just to clarify does this include all building components/materials painted with lead based paint?

Answer: Only tightly adhered lead‐based paint that cannot be removed from the said building materials

29. Is NAVFAC amenable to an electronic submittal in lieu of a hard copy transmittal mailed?

Answer: No, transmittals must be provided in paper format.

30. Given the nature of fluctuations in various material costs and the current Colonial Pipeline shutdown, can a clause be added to allow for renegotiation of scope areas impacted by a current crisis/shutdown/etc.?

Answer: No, the Government will be issuing a firm‐fixed price contract. The proposal acceptance period is 60 days.
