AMEND 0005
The purpose of this amendment is to provide the following information:
1. The date and time for receipt of bids is hereby changed to 1300 on 13 May 2021.
2. An amended Section 02 82 16 Removal and Disposal of Asbestos Materials has been incorporated into the specifications.
3. RFI responses are provided as follows.
4. All other terms and conditions remain unchanged.
RFIs Amendment 0005
1. It appears there are below grade crawl spaces and/or basements associated with several of the buildings.
Please provide drawings showing the square footage of the below grade crawl spaces and/or basements? If there are no drawings, please provide an estimated square footage for each building that might have one.
Answer: Assume that there are no basements for the buildings included.
2. There is no item in bid schedule for “BA152”, which are shown in drawing C‐101 & D‐126 – Package D.
Answer: The building included on the demo list is SBA152. Bid sheet will be updated to reflect this.
3. There is no item in bid schedule for “BLDG 402”, which are shown in drawing C‐105 – Package E.
Answer: Building 402 is not included in this project.
4. For removing underground utility especially underground communication service extends beyond disturbance limit with no nearby termination. Does it intend to cut, cap and remove within disturbance limit? Refer note 5 on C‐106 and similar for any other drawings.
Answer: Utility shall be demolished up to the nearest source junction.
5. Under specification 02 41 00, section 1.3.2 it states, "Prior to start of work, utilities serving each area of alteration or removal will be shut off by the Government and disconnected and sealed by the Contractor."
Can we assume that the Government will shut off all electrical, mechanical, and water utilities? If not, can you please clarify which utilities the Government will shut off?
Answer: Yes the government will shut-off all utilities services for contractor removal.
6. Can you Confirm that the above / below m storage tanks will be pumped empty by the Government final rinse and disposal by us.
Answer: This will be the responsibility of the contractor.
7. Can you Confirm that the Government will recover / recycle all freon type coolants and liquids associated with HVAC equipment including but not limited to AC Units window type, pad mounted units, chiller equipment, water fountains, refrigerators etc.
Answer: This will be the responsibility of the contractor.
8. Can You Confirm all items identified in Spec section 02 41 00 demolition 3.1.3 , 3.1.6, 3.1.8 – 3.1.11.4 are to be salvaged and or recycled to the DRMO? If items are to be salvaged, how or where are they to stored?
Answer: All items left on site and inside the building are to be the property of the contractor.
Disposal/Salvage will be at the digression of the contractor.
9. Can You Confirm in Spec section 01 35 29 paragraph 1.7.1 Work Performed Under This Contract Shall Be Level 2?
Answer: Work shall meet Level 2 as specified.
10. Can you Confirm section 02 82 17 paragraph 1, that there is no asbestos permit required and that the work does not involve friable asbestos or non‐friable asbestos that may become friable asbestos and is non‐ regulated asbestos containing material (non‐RACM) as defined in 40 CFR 61 Part 61?
Answer: Amended specification Section 02 82 17 shall be used in place of Section 02 82 17 included in original bid documents.
11. Can you Confirm in Spec section 02 82 17 paragraph 3.1 that the Base Disposal Site is allowed for all of our asbestos work if required?
Answer: The base landfill will accept all asbestos containing materials and tightly adhered lead-based paint materials. All other generated construction and demolition debris needs to go to an off base landfill/site.
12. Can you Confirm section 01 11 00 paragraph 1.1.1 which states that sites will be backfilled leveled and seeded or do we follow N4008521B2508 Amendment 2 RFI’s Amendment 2, question #’s 17,18 & 19?
Answer: All sites will be sodded upon completion of backfill and leveling.
13. On Amendment 2‐ RFI responses #28 & 29 state SSHO has meet all 6 levels. The original specifications
1.7.1 Personnel Qualifications state that Work Performed under this contract shall meet Level 2. Do you really want to have and pay for a level 6 (CSP or CIH) on all four demo projects?
Answer: Yes
14. Being that the Asbestos is listed as NON‐RACM is a CSP, or NIH required while the Ab abatement work is being done? I didn’t see a requirement for one in SECTION 02 82 17
REMOVAL AND DISPOSAL OF NON-REGULATED ASBESTOS CONTAINING MATERIAL
Answer: Please use amended Specification Section 02 82 17 instead of one published in Construction Documents.
15. Question: Please confirm which document takes precedence for this Proposal: The specifications or the design drawings.
Answer: Contract Order of Precedence is defined in FAR 52‐236‐21. In general, treat anything mentioned in the specifications, but not shown on the drawings or shown on the drawings but not included in the specifications, as if shown or mentioned in both. In the case of discrepancies between the drawings and specifications, the specifications take precedence. (As per FC 1‐33‐09N)
16. Question: Specification indicates: That demolition should be conducted in accordance with EM385‐1‐1, and that mechanical demolition is permitted for structures less than 80‐feet in height.
EM385‐1‐1 indicates that a demolition plan is to be developed by a competent person based on the engineering survey with the intent to develop the safest methods of demolition and subsequent material management.
Assuming all ACM and universal wastes are removed from the structure, please confirm it is the Government’s intent for the contractor to utilize conventional demolition (using mechanical means/methods recommended by the Competent Person) for buildings less than 80‐feet; and, that the structural dismantling by mechanized equipment presents the safest and most efficient means to raise the structure to the ground, and methods to sort/segregate metallic debris (for scrap and recyclable materials to DRMO) and construction and demolition (C&D) debris for specified disposal.
Or, are there specific structures where dismantling is required, to be identified by the Government?
Answer: Yes, Buildings must be demolished from top to bottom.
17. Please identify the specific electrical and/or mechanical systems to be salvaged for reuse on the plans or provide a specific list by building.
Please clarify the applicability of the manual dismantlement and recovery of the mechanical, electrical, plumbing, fixtures and the other appurtenances (identified in Section 02 41 00) to mechanical demolition of the structures less than 80‐feet, as manual dismantlement of aforementioned items substantially increases the personal injury risk to workers by:
a. transitioning from safe mechanical removal to hands on labor methods;
b. increases risk of hand and back injuries from manual removal of items
c. additional time workers spend erecting/disassembling elevated work platforms
d. increased risk if fall from work on elevated platforms, manlifts, scaffolding, ladders; and,
e. increased overall duration to demolish buildings (upwards 2‐3x) duration
f. increased utilization of and hazards from crane use to remove joists/girders as whole units.
Answer: All items inside the buildings are considered to be property of the contractor upon award.
Contractor can dispose or retain these items as desired during demolition.
18. The specification includes Sections: 03 30 53 Cast In Place Concrete 31 23 00.00 20 Excavation & Fill 32 10 00 Bituminous Concrete Pavement 32 11 23 Aggregate Base Coarse 33 11 00 Water Distribution 33 30 00 Sanitary Sewers
Please clarify that these sections are included for the contractor to restore areas disturbed by demolition, or damage incurred by the contractor during demolition execution, and that new infrastructure will be placed.
Answer: Yes, correct.
19. Specific Section Questions: 31 23 00.00 20 Excavation & Fill includes a “Criteria for Bidding”
1.5 CRITERIA FOR BIDDING Base bids on the following criteria: a. Surface elevations are as indicated. b. Pipes or other artificial obstructions, except those indicated, will not be encountered. c. Ground water elevations indicated by the boring log were those existing at the time subsurface investigations were made and do not necessarily represent ground water elevation at the time of construction. d. Material character is indicated by the boring logs. e.
Hard materials and rock will not be encountered. f. Borrow material, suitable backfill and bedding material in the quantities required is not available on Government property. g. Blasting will not be permitted. Remove material in an approved manner.
Please confirm this criteria for excavation is intended to access and remove surface to subgrade water supply and sanitary sewer lines to/from the building and cap the connection below the frost line only?
Answer: Yes.
20. Does the government intend for the contractor to remove all potable water mains/sewer lines originating at the source to the building being removed, or that said utilities will be capped a specified distance from the demolished building? If the latter, please specific the distance from the building utilities will be capped and restored to ground surface.
Answer: Remove to extent shown on plans.
21. Please confirm the requirement for repaving asphalt is limited to where subgrade infrastructure was removed or disturbed by demolition.
Answer: Provide to extent shown on plans.
22. Section 01 11 00: Specs indicate that underground utilities need to be located, marked and de‐energized “in locations to be traversed by piping, ducts, and other work to be installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made”.
Question 1: Please define “new work” in the context of the demolition scope of work.
Answer: New work only as indicated on plans.
Question 2: All above grade structures are being removed per the drawings. What piping, ducts, or other work does the Navy anticipate the demolition contractor installing, if any?
Answer: Provide new work only as indicated on plans.
Question 3: Is there a requirement to re‐route underground utilities?
Answer: Only as indicated on plans.
23. Please confirm that as built drawings would be for any substructure left in place (at the direction of the Navy) or the remaining portion of a foundation, duct bank or foundation that is partially removed to specified depth, but may present a future hindrance to future construction.
Answer: Yes, as‐builts will depict items as described.
24. Please provide a list of locations for the designated items to be preserved (IE. cornerstones and document boxes).
Answer: No designated items to be preserved.
25. What is the distance from the work area for dismantlement/demolition work to the:
1) “Designated” material staging area (for the items listed in Specification section 02 41 00)
2) Distance to DRMO facility on Post
3) Distance to the Onsite Landfill
Answer:
1.) All staging areas should be on a set site close proximity to the building getting demolished.
2.) DRMO will not be required as no designated items are to be preserved. All item not removed by the government are the contractor’s property.
3.) Base landfill is located off of Piney Green Road on MCB Camp Lejeune. Distance to landfill will very per job site.
26. Drawing C101‐shows building M103 but this building M103 is not on the bid schedule. Please confirm M103 is not to be included in Package A.
Answer: M103 is not included on the demo list on any packages.
27. Drawing c‐116 is showing building M231A to be removed but the bid schedule does not indicate a separate line item for it. Is this building to be included in M231 or are we not to demo this building?
Package A.
Answer: M231A is the mechanical building for M231 and will be demolished as part of M231.
28. In the contractor environmental guide, it states that contractors can dispose of ACM waste at the MCB
Camp Lejeune Landfill. We want to confirm disposal use of the ACM at the aforementioned Landfill for this project. Are there disposal fees? Also can we contact anyone at the Landfill?
Answer: The base landfill will accept all asbestos containing materials and tightly adhered lead-based paint materials. All other generated construction and demolition debris needs to go to an off base landfill/site.
29. Will MCB Camp Lejeune Public Works perform the utility disconnections to the buildings with our coordination? If yes, is there a fee associated with this support?
Answer: See #5 Response
30. Is there a contact person we can speak to at MCB Camp Lejeune Public Works to better understand how utility disconnections are handled and the associated cost.
Answer: The specifications address the utility disconnection requirements. No associated cost will be addressed to the contractor. All coordination shall be addressed through the NAVFAC contract representatives.
31. Are there sprinkler systems associated with properties to be demolished? If yes, due to the demolition activities, are we responsible for the repair of the sprinkler system if damaged during demolition?
Answer: There are no known lawn sprinkler systems at any of the facilities.
32. Are there sprinkler systems in place to water the ground once the pavement, foundations, and sidewalks are removed?
Answer: No, Contractor to provide watering method to ensure survival of the vegetation.
33. Do you have the other testing results/surveys mentioned related to the asbestos, lead, and or PCBs?
Answer: No additional information is available.
34. Were any of the storage buildings used for ammunition and was any energetic material testing conducted?
Answer: No.
35. If materials are stated to contain less than 1% asbestos per the asbestos survey report, can those materials be disposed of along with regular demolition waste?
Answer: See Amended Specification section 02 82 16 for requirements.
RFI Statement:
The base landfill will accept all asbestos containing materials and tightly adhered lead-based paint materials.
All other generated construction and demolition debris needs to go to an off base landfill/site.
