The purpose of this amendment is to provide the following information:
1. Marine Corps Base Camp Lejeune Contractor Environmental Guide has been added to the attachments list.
2. See RFI responses provided below.
3. All other terms and conditions remain unchanged.
RFIs – Amendment 0002
1. When is it expected for the work to start?
Within 60 days or as soon as approved submittals are received.
2. Is this project part of a larger project? If so, is that out for bid or a pre‐solicitation issued?
Each package is its own project.
3. Will we be allowed to use the Camp Lejeune landfill for the disposal of the debris associated with this project?
Refer to spec section 01 57 19 paragraph 3.4.2 for debris disposal
4. As the solicitation is written, the small business size standard is $16.5 M with a NAICS of 238910. We are requesting the small business size standard be changed to $39.5M in an effort to bid this project as our company exceeds the $16.5M criteria. We are registered under the NAICS code 238910 & have the capability & past‐performance to self‐perform the bigger portion of work identified within the bid documents.
The NAICS code remains 238910 with a small business size standard of $16.5 M.
5. What is the thickness of asphalt thickness of stone base to be removed?
No thickness specified. This varies by location.
6. Does the Contractor need a license to cap off storm drain piping?
No. Contractor would be responsible for any damage occurring during capping.
7. Will the Contractor need a building permit for each building, or will one permit cover all buildings?
No building permit to be issued.
8. Is there a place to dispose of concrete on site?
No, All demoed materials must be removed from the base.
9. Due to the complexity of this work, a site visit is needed. To allow offerors time to visit the site to inform the bid, will you consider extending the proposal deadline?
No proposal extension is planned at this time.
10. Will you make an exception to work weekends with a proper request?
Yes – to be coordinated with NAVFAC upon award.
11. What permits are already in place?
Erosion Control permits
12. Is there onsite disposal available for debris related to tree removal? If not, can the debris be chipped and spread on site to assist with erosion control?
No, All demoed materials must be removed from the base.
13. The specifications require contact information for the PE who will conduct inspections and certifications associated with the Quality Control Plan. Must the PE be licensed in North Carolina?

14. Can you please provide the referenced (1) "Marine Corps Base (MCB), Camp Lejeune, Contractor Environmental Guide;" and (2) "Camp Lejeune Sanitary Landfill Information Sheet"

15. Will the Contractor be provided a construction entrance for expedited transport of materials on and off the base? If not, what gate will Contractors need to utilize for entry/exit?
No construction entrance provided. Contractors are to use MCAS New River main gate for access to MCAS New River and any of the MCB Camp Lejeune gates for access to MCB Camp Lejeune. All contractor base entry measures shall be followed.
16. Are there grading plans available with existing and proposed contours, rather than just spot elevations?
Provide per project drawings
17. Is there a spec for the permanent grass seeding, to include grass seed type and pounds per acre?
Provide per project drawings. All areas shall receive sod.
18. Will hydro‐seeding be permitted and if so what is the seed/mulch specification?
Provide per project drawings. All areas shall receive sod.
19. If sod is the only permitted form of grass restoration, what are the desired species of centipede grass and is there an authorized equivalent?
Centipede sod is specified. No authorized equivalent.
20. Can you please confirm that topsoil placement is not required for restoration? If it is required, please advise the desired depth.

21. Can you please provide any information/ planting specifications on any required plantings included in restoration?

22. Are there any lawn mowing requirements as part of the restoration?
Provide per project drawings. Required from mobilization until construction fence is removed for BOD of project.
23. Are the removed trees going to become Government property for market timber, or is the contractor obligated to remove them from the site?

24. Will sand be a suitable fill material to backfill the building foundations to meet the grade that is desired?
Provide fill per specifications.
25. Can you please provide the soil borings?
No boring logs available.
26. Will truckers delivering materials be required to obtain badges or can someone with a badge provide escort?
Badging required. All contractors must adhere to base entry requirements.
27. Can one individual fulfill the role of SSHO, Superintendent, and QC Manager?
Each site must have an SSHO. Superintendent & QC may be 1 person.
28. Under Section 01 35 29 of the specifications, it states that the SSHO needs to meet levels 1, 2, 3, 4, 5, and
6. Can you confirm that the SSHO needs to meet the qualifications of each level or would a SSHO level 4 be acceptable?
SSHO must meet levels 1, 2, 3, 4, 5, and 6
29. Under Section 01 35 29 of the specifications, it states that a CSP/CIH and a ASP/STS/CHST needs to be onsite at all times. These requirements seem excessive. Would one SSHO be acceptable that meets level 4 requirements?
CSP/CIH and a ASP/STS/CHST need to be on site at all times.
30. Can multiple buildings be demolished at one time under one contract? Would this require an SSHO, Superintendent, and QC Manager at each building being demolished?
Each site will need its own SSHO. Superintendent and QC Manager may be over multiple sites.
31. Are we to assume that only items specifically mentioned in the specifications are required to be salvaged?
If not, can the government please provide specific designation on any additional items to be salvaged?
All items inside the building are considered to be property of the contractor upon award. Contractor can dispose or retain these items as desired during demolition.
32. Ref. Section 02 41 00, Paragraph 3.3.3, Sub‐paragraph a. Please clarify the statement "salvage items and material to the maximum extent possible".
