Block 14. DESCRIPTION OF AMENDMENT (cont.)

A. The following provides the Government’s responses to preaward inquiries:

REFERENCE

Page Section Para.

QUESTION GOVERNMENT RESPONSE

Room requirements for Racquetball Courts requires storefront aluminum insulated doors and frames. Please clarify this requirement as it is not a typical system for racquetball courts

Contractor shall replace racquetball court doors to match existing aluminum frame glass door type.

If the intent is to install aluminum framed storefront at the racquetball courts, please clarify whether the entire end wall which is currently glass should be replaced with storefront, or if only the door is to be storefront and the rest of the wall can be a typical wall detail?

Contractor shall replace racquetball court doors to match existing aluminum frame glass door type.

The room finish schedule for the basketball court requires painted walls, whereas the room requirements in Part 3 for the basketball court includes a wall finish of tongue and groove panels with laminate. Please confirm that the intended finish is paint

Confirmed; the intended finish is paint.

The Government response, issued in Amendment 0003, to a contractor’s question directs the bidders that “The Contractor shall provide the system types specified in the RFP and obtain 30% better than ASHRAE 90.1 2016 baseline system”. In order to meet such a requirement, the Contractor will need to provide cost prohibitive system enhancements such as a geothermal field for condenser water heat exchange, as well as add solar element for domestic water heating application.

The updated Part 3 received with Amendment 0004 did not change any of the mechanical equipment requirements and both AS4000 and AS710 still call for the use of air-cooled chillers and VAV AHUs. Please confirm that providing a mechanical system, which is 30% better than ASHRAE 90.1 2016 baseline system is not the intent of this project and therefore not required, as it has not been a requirement for the recent GCC solicitaions at Camp Lejeune.

Contractor shall provide the system as described in the RFP (air-cooled chillers and VAV AHU) and shall obtain 30% better than ASHRAE

90.1 baseline system, just as described in the RFP. Contractor shall NOT provide any “enhancements” such as geothermal field condenser water heat exchange or solar domestic hot water heating – it is not necessary nor is it allowed.

19-0119 DB MCASNR Repairs, Phase 3 Solicitation N40085-20-R-4005 Marine Corps Air Station New River Amendment 0008

If the intent is to provide a mechanical system which is 30% better than ASHRAE 90.1 2016, additional guidance is required, such as parameters for a geothermal well field including number and depth of wells, heat exchange ratio of subsurface strata, etc.

Contractor shall NOT provide any type of geothermal well field in order to meet the energy requirements of the RFP.

B. All other contract terms and conditions remain unchanged.
