2 10/20/20 Attachments
There are several documents in the Attachments that are not formatted properly and therefore not all materials can be read. Most notibly the drawings in Attachment G and Attachment K. Please re-issue the files for use.
Refer to Amendment 0003
3 10/21/20 Solicitation Documents
The RFP response is limited to a 12 page Max Narrative and 4 page Energy Study Max and 3 pages allowed for concept documents. The project program includes (5) buildings or building additions totaling 98,618 SF. Of these 3 of the 5 building are either relatively small or are open structures leaving the Armory Addition and the Vehicle Maintenance Shop as structures that we would propose would require discussion and or presentation in the limited space available. Please confirm which of the buildings require discussion/ presentation within the page limitation.
Alternatively we would recommend allowing additional pages for the technical proposal narrative and drawings.
Page limit per the RFP. Include the concept documents that best represent your proposal within the 3 page limit. More than one concept drawing per page is allowed as long as they are legible.
4 10/23/20 6 Factor 2:
(a)(1)
Please clarify what is intended by the statement:
"Also describe how the solution for each facility will provide baseline ASHRAE 90.1, based on life cycle cost effectiveness."
Bid per RFP.
5 10/23/20 7 Factor 2: (b)
We do not see the documents referenced below included in Part 6:
"The Whole Building Energy Solution requires the use of the following documents included in Part 6 of this RFP:
- Government Baseline Building Performance Rating
- Government Baseline Building Energy Model (input-output) schedules (If the process and receptacle loads are not given in the schedules, assume they are 25% of the total load.)
- Default simulation factors
- Utility Costs (energy rates) for project, based on local unburdened PWD rates
- “Whole Building Energy Simulation” templates
- “Performance Rating Method Compliance Reports”"
Response will be provided in a subsequent amendment.

Key Notes
Key notes indicate CMU accent band above brick veneer. Other buildings show a precast concrete cap at this location. Can precast be used on the Armory also? Precast lengths of 4 ft will reduce the number of joinst and potential for cracking.
Bid per RFP- the CMU band matches the existing Armory Building.
20 10/26/20 1 B201001 Exterior Closure
Section B201001 requires concrete masony unit backup for the exterior walls of the Vehicle Maintenance Facility, Ordnance Operations, and Boat Storage. However, Section B201002 (Exterior Wall Backup Construction) allows for "metal framined wall systems". Is a wall assembly with cold-formed metal studs as backup acceptable for the Vehicle Maintenance Facility, Ordnance Operations, and Boat Storage Building? Note than Section F101001 indiates that the high-bay portion of the Vehicle Maintenance Facilty, the high-bay portion of the Ordnance Operations, and the Boat Storage are all to be pre-engineered metal buildings, and it is not "industry standard" to provide masonry walls in this type of building.
Refer to Amendment 0006 Continuation Sheet Titled “Q997 Amendment 0006 Cont Sht RFIs 1 – 275.xls”
21 10/26/20 1
F101001 Metal Bulding Systems (Pre- Engineered)
A pre-engineered metal building is proposed for the high-bay portion of the Ordnance Operations; is a structural steel system of double-sloped bar joists with metal roof deck acceptable in lieu of a pre-engineered metal building?
Bid per RFP
22 10/26/20 1 B10
Superstructure high-density storage is proposed within the existing Armory, but no Record Drawings are provided within the RFP.
Without Record Drawings, it is impossible to determine if the existing slab is adequate for the proposed high-density storage. Please provide Record Drawings

6 of 29 Part 1
Factor 1 - Technical Solution
Part 1, Factor 1 – Technical Solution requirements states that “Up to three (3) conceptual drawings shall be provided to supplement the narrative (i.e., floor plan, exterior elevation, and site plan).” Presenting all 6 sites and 5 buildings in 3 drawings will challenge legibility in review - and - Offeror selection of which buildings/sites to feature that capture “the extent to which the Offeror demonstrates a clear understanding of the architectural and engineering requirements of the project” creates imbalance across all proposals being evaluated.
Will the Government please consider defining a specific building floor plan, exterior elevation, and facility site plan that they prefer to base their evaluation on? This will ensure all Offerors are evaluated equally on their adherence/enhancement of the technical requirements specific to this conceptual drawing portion of the Factor requirements.
Refer to answer to PPI 3 above.

64 10/28/20 C101001
Fixed Partitions
Partition Type W calls for full height wire mesh partitions. Is the intent that these extend to the deck above? In the case of the armory, there is a second floor, but vehicle maintenance is open to roof structure. Is there actually a height in either case the wire mesh is to extend? If it is to be short of structure above, is there any mesh ceiling required?
Bid per RFP- extend full height to structure above.
