Title: P997, Design-Build, Combat Service Support Facilities

Location of the Work: Joint Expeditionary Base Little Creek-Fort Story (JEBLC-FS), Virginia Beach, VA

Description of the Work: P997 constructs combat service support facilities:

Facility descriptions are as follows:

Armory Addition: This facility will provide a 15,952 square foot two-story addition to existing Armory Building 3877 along the west side of Helicopter Road. The addition will provide additional cage space, administrative space, and storage.

Ordnance Operations: This building is located on the North side of Murray Road. This facility will provide a 6,113 square foot Ordnance Operations building consisting of a large high bay work area with a loading dock and associated administrative areas including a training room, open and closed office areas, a break room, and locker facilities. Demolish existing Ordnance Operations Building #772 after construction of the new operations building is complete and operations have been transferred from the existing building.

Boat Canopy: This structure is located along the south side of Cove Road. This facility will provide a 10,200 square foot boat storage canopy to the east of existing Boat Storage building No. 3853. This project requires the addition of an overhead coiling door to the eastern exterior wall of existing Boat Storage building to allow free movement between the existing storage building and the new Boat Canopy.

In addition to the structural modifications needed to add the overhead door, there are also other engineering systems which will need to be re-routed/modified including but not limited to Mechanical, Electrical, and Fire Protection. A steel framed standing seam metal roof covered walkway is required at the existing southern wall to provide a weather protected pedestrian path between the existing boat storage building and existing building 3853. There are no room requirements for the Boat Canopy or Covered Walkway because they are both unenclosed structures.’

Vehicle Maintenance: This facility is located near Amphibious Drive. This 45,350 square foot facility will provide the required space for maintenance and service of tactical and support vehicles and small craft.

The building will also provide the necessary supporting administrative spaces associated with the vehicle maintenance function.

Boat Shop: This building is located on the south side of Murray Road. There is a base bid and an additive bid option for this building. The base bid for this facility will provide a 5 bay (21,000 square foot) Boat Shop building. The additive bid option will provide an additional 3 high bays (11,025 square feet) to the Boat shop building. This building is located on the south side of Murray road.

Estimated Budget Amount for Design and Construction: Approximately $50,443,000.00.

In accordance with DFARS 236.204, Disclosure of the Magnitude of Construction Projects, the estimated price range for this project is between $25,000,000 and $100,000,000.

EVALUATION FACTORS FOR AWARD

The Proposed Task Order will be awarded to the responsible offeror offering the best value to the Government. To make a determination of Best Value, the Government shall evaluate each offeror on the following criteria:

Non-Cost/Price Evaluation Factors

Factor 1 – Technical Solution Factor 2 – Energy Design Reduction Factor 3 – Past Performance

Price

Factor 1 – Technical Solution:

(a) Solicitation Submittal Requirements:

Provide a narrative describing the technical approach to the project that meets the requirements of the RFP. Include the following:

- Interior circulation/adjacencies. Describe how pedestrian access to, and vehicular traffic through, the various areas of the facilities are coordinated. Highlight items that illustrate an understanding of the workflow through the various facilities, as well as individual segments of each facility supporting different functional requirements.

- Exterior façade describing how the proposed construction integrates with the surrounding area and existing base facilities design or architectural theme. Each new building serves its own purpose. Propose a design solution that does not overtly express its true function on the exterior elevation. For the addition, provide a design solution that harmonizes with, but does not mimic the exterior appearance of the existing building to which it is attached.

- Site layout including a description of the building orientation, roadways, parking (include ingress and egress), walkways, emergency vehicle access, ATFP standoff distances, and drainage /low impact development (LID). Describe vehicular circulation around the facilities, in particular equipment trailers that must navigate the exterior, as well as enter and exit from the facility. In addition, highlight the integration of vehicular movement to, through, and out from the washrack.

- Provide a description how lighting in the boat repair shop will provide both general space lighting, as well as focused downlights to illuminate different working areas in the space.

Narrative shall not exceed six (6) double-sided pages (or twelve (12) single-sided pages). Up to three (3) conceptual drawings shall be provided to supplement the narrative (i.e., floor plan, exterior elevation, and site plan).

(b) Basis of Evaluation:

The Government will evaluate the narrative and conceptual drawings considering the extent to which the Offeror demonstrates a clear understanding of the architectural and engineering requirements of the project. The Government will evaluate the Offeror’s technical solution to determine adherence to or enhancement of the technical requirements of the RFP.

Factor 2 – Energy Design Reduction:

(a) Solicitation Submittal Requirements:

(1) Energy Efficiency Narrative:

Provide a detailed narrative describing how the proposed solution for each facility will meet at least a 30% energy reduction below the ASHRAE 90.1-2013 baseline. Also describe how the solution for each facility will provide baseline ASHRAE 90.1, based on life cycle cost effectiveness. Refer to RFP Part 2 General Requirements, section 01 33 29.05 20 Sustainability Reporting for Design-Build and section 01 91 00.15 Total Building Commissioning for a complete list of requirements for each facility. The facilities must demonstrate energy consumption of at least 30% below performance of a similar ASHRAE 90.1-2013 baseline building. This performance must be calculated on a consumption basis (Btus) rather than a cost basis (dollars), with unregulated and receptacle loads excluded from both the baseline and proposed building totals. Refer to the Part 6 Attachment, “NAVFAC Capital Improvements Gov Energy Baseline & Offerors Model Performance Rating Assumptions (PRA) for additional guidance.

Organize narrative in four parts: 1) Orientation, Configuration, and Shape; 2) Envelope properties (fenestration, solar heat gain coefficients (SHGC), wall and roof insulation values (U-values), window U-values); 3) Mechanical (HVAC, plumbing, and domestic hot water heating systems, including any solar hot water systems); and 4) Electrical Systems (lighting and control systems, including any interior and exterior lighting systems, renewable energy and control systems).

Where 30% reduction is not lifecycle cost effective, provide highest percent energy reduction that is lifecycle cost effective.

Note: Building performance rating and percent energy reduction are calculated in terms of energy rather than energy cost.

Do not exceed two (2) double-sided pages (or four (4) single-sided pages).

(b) Whole Building Energy Simulation:

The Whole Building Energy Solution requires the use of the following documents included in Part 6 of this RFP:

- Government Baseline Building Performance Rating

- Government Baseline Building Energy Model (input-output) schedules (If the process and receptacle loads are not given in the schedules, assume they are 25% of the total load.)

- Default simulation factors

- Utility Costs (energy rates) for project, based on local unburdened PWD rates

- “Whole Building Energy Simulation” templates

- “Performance Rating Method Compliance Reports”

Use the “Whole Building Energy Simulation” templates to demonstrate the percentage improvement over the “Proposed Building Performance Rating”. Receptacle and process loads are included in the “Whole Building Energy Simulation” as part of the building loads. Submit the Whole Building Energy Simulation in PDF electronic file format.

(c) Basis of Government Evaluation:

1) Energy Efficiency Narrative and Solution: The Government will evaluate the Offeror’s proposed energy efficiency narrative and solution.

2) Whole Building Energy Simulation: The Government will evaluate the Whole Building Energy Simulation to determine the validity of the design assumptions, thoroughness and accuracy of the Whole Building Energy Simulation, and the percent improvement of energy consumption reduction below the Government’s “Baseline Building Performance Rating”.

Factor 3 – Past Performance:

(a) Solicitation Submittal Requirements:

Offerors do not need to provide any information under this factor as the Government will base the evaluation on known past performance on task orders awarded under this Multiple Award Contract (MAC). However, Offerors may provide any information on problems encountered and the corrective actions taken on task orders under this MAC. Offerors may also address any adverse past performance issues under this MAC. Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total.

(b) Basis of Evaluation:

This evaluation focuses on how well the Offeror performed on projects under this Multiple Award Contract. More emphasis will be placed on task orders that are more similar to the RFP. The

Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the Offeror.

The Government will consider the currency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the Offeror’s past performance will be used as a means of evaluating the Offeror’s ability to successfully meet the requirements of the RFP.

Offerors lacking past performance information on other task orders under this Multiple Award Contract will not be evaluated favorably or unfavorably in past performance and will receive an Neutral Confidence rating.

Price

(a) Solicitation Submittal Requirements – Offeror shall submit the following:

Cover page that includes:

- Solicitation Number

- Solicitation Title

- Prime Contractor Name

- Prime Contractor Address

- Phone Number

- DUNS

- Cage Code

- Point of Contact Name

- Point of Contact Phone Number

- Point of Contact Email

Price Proposal Form (Attachment D) Amendments Acknowledged (if applicable) Bid Guarantee

(b) Basis of Evaluation – The Government will evaluate price based on the total price proposal including the base price, all options, and all planned modifications. Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:

a. Comparison of proposed prices received in response to the RFP.

b. Comparison of proposed prices with the Independent Government Cost

Estimate (IGCE).

VI. EVALUATION

1. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with offerors in the competitive range; and to award the contract to the offeror submitting the lowest price technically acceptable proposal

2. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.”

3. The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.

4. The relative order of importance of the non-price evaluation factors is that technical factors (Factors 1 and 2) are equal to each other and, when combined, are of equal importance to the performance confidence assessment (Factor 3). All technical factors and the performance confidence assessment (past performance) rating, when combined, are approximately equal to price.

5. Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal.

The evaluation report must document the evaluation board’s assessment of the identified weakness(s) and the associated risk to successful contract performance resulting from the weakness(s). This assessment must provide the rationale for proceeding to award without discussions.

1.2 GENERAL BID NOTES

a. Award will be made on the total sum of Contract Line Items (CLINs)

0001AA, 0001AB, 0001AC, 0001AD, 0001AE, 0001AF,0001AG, 0001AH, 0001A1

and 0001AJ

b. The Government reserves the unilateral right to award CLIN 0002 to the

Contractor at the proposed price at award or within 120 calendar days after the contract award. Firm fixed price is required for CLIN 0001 and CLIN 0002. No provision is made for economic price adjustment. If Option is exercised within 120 calendar days after the contract award, the contract completion date remains unchanged.

c. Evaluation of Options (JUL 1990). Except when it is determined in accordance with FAR 17.206(b) Evaluation, not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for the Option(s)and planned modifications to the total price for CLIN 0001. In accordance with FAR 52.217-5 Evaluation of Options, evaluation of Options will not obligate the Government to exercise the Option(s).

d. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the Base Price, Unit Prices, and Options.

An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.

e. Bonding is required for all CLIN 0001 items. If CLIN 0002 is awarded, adjustment to bonding and consent of surety is required. Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all Items.

f. For CLIN 0001AH: Geotechnically Unsuitable Subgrade Soil Removal, Disposal, and Replacement: Unit price for all work in connection with the removal, disposal, and replacement of geotechnically unsuitable subgrade soil (i.e. soft subgrade soils) with imported structural backfill or imported aggregate as specified. Unsuitable subgrade soil determinations shall be made by the Government Geotechnical Engineer and approved by the Contracting Officer. The price shall include removal of geotechnically unsuitable soils encountered at the planned footing subgrades or identified during proofrolling of planned subgrades, disposal at the specified disposal facility, and backfilling the excavation with compacted imported structural backfill or imported aggregate. Soils disturbed by the contractor’s construction activities, or that are excessively wet and soft due to lack of proper site maintenance and protection measures, and lack of specified drainage or excavation dewatering will not be considered unsuitable. Unit price shall include all handling and transportation. The volume of material removed and imported backfill required shall be neat quantities determined based on field measurements (length x width x depth) of the completed excavation to remove the unsuitable soil as approved by the Contracting Officer. Any work under this CLIN will not proceed without prior written approval of the Contracting Officer and direction of the Government Geotechnical Engineer.

g. For CLIN 0001AI: Unit price for providing demolition and excavation of buried concrete and debris that is encountered within planned excavation limits and not identified in the Contract Documents for demolition, greater than 1 cubic yard in size. Buried concrete and debris meeting the specified criteria will be field verified by the Contracting Officer prior to removal and will be segregated from the surrounding soil during demolition and excavation operations. Pieces of buried concrete and debris encountered within the planned excavation limits smaller than 1 cubic yard in size shall be considered to be incidental to the work. Unit price shall include all work in connection with buried concrete and debris removal and disposal and replacement with clean imported structural backfill or other material specified. Unit price shall include removal and disposal of buried concrete and debris encountered within planned excavations at a permitted licensed disposal facility and backfilling the excavation with compacted clean imported structural backfill or other material specified. Unit price shall include handling and transportation. The volume of buried concrete and debris removed will be based on approved truck scale measurement and the quantity will be approved by the Contracting Officer. Any work under this CLIN will not proceed without prior written approval and field verification from the Contracting Officer.

h. For CLIN 0001AJ: Unit price for providing all work in connection with excavation, handling, storage, sampling, analysis and disposal of petroleum contaminated soil (TPH <500 ppm) at a permitted licensed facility. Sampling shall consist of one composite soil sample (obtained by combining and homogenizing a minimum of three smaller samples from representative sampling points) for each 200 loose cubic yards of material. Soil samples shall be analyzed for Total Petroleum Hydrocarbons (TPH) diesel range and gasoline range organics (DRO & GRO), and Benzene, Toluene, Methylbenzene, and Xylenes (BTEX), plus other analytes required by the treatment/disposal facility. Unit price shall include all work in connection with petroleum contaminated soil removal and disposal and replacement with clean imported structural backfill. Unit price shall include removal, treatment, and disposal of petroleum contaminated soils encountered within planned excavations at a permitted licensed treatment/disposal facility and backfilling the excavation with compacted clean imported structural backfill. Unit price shall include handling and transportation. The volume of petroleum contaminated soil removed will be based on approved truck scale measurement and the quantity will be approved by the Contracting Officer. Any work under this CLIN will not proceed without prior written approval and field verification from the Contracting Officer.

1.2.1 PLANNED MODIFICATION BID NOTES

THESE NOTES APPLY TO PLANNED MODIFICATION CLINS.

a. The estimated amounts for FF&E, A/V, and ESS have been supplied by the Government, to provide offerors with the projected magnitude of effort.

The estimated amount includes the actual cost of the FF&E, A/V, and ESS including freight and installation charges. The Government FF&E, A/V, and ESS estimates are only estimated amounts.

b. If awarded, line items will be funded separately after completion of

FF&E, A/V, and ESS design package review by the Government, and receipt of appropriate funding by the Government. Requirements and details are provided in RFP Sections, E20 FURNISHINGS, E10 EQUIPMENT, and D503005

SECURITY SYSTEMS.

c. Bonding is not required for the design, procurement and installation of

FF&E, A/V, and ESS equipment.

d. Offerors may propose a Handling and Administration Rate (HAR) for the FF&E, A/V, and ESS not to exceed 5 percent. The Contractor will only be evaluated on the HAR rate applied to the Government Estimate. The actual total cost of the awarded planned modification will be the total of the accepted Final design packages for FF&E, A/V, and ESS plus their respective HAR rates included in the CLIN schedule. This fee shall account for administrative costs, overhead, bonding fees, administration of subcontracts, profit, and any other costs associated with and related to the coordination and processing of the procurement and installation of FF&E, A/V, and ESS. The proposed HAR percentage will be incorporated into the contract award and will not be adjusted regardless of fluctuations from the estimate amount for the FF&E, A/V, and ESS. The proposed HAR is a fixed rate.

e. The Government is not obligated to award Planned Modification line items. Should the Government choose to award a Planned Modification, the line item will be awarded as a negotiated modification to the contract. The Contractor's proposed HAR will be applied to all vendor/supplier costs for the FF&E, A/V, and ESS.

f. If awarded, the FF&E, A/V, and ESS modifications will be awarded at least six months prior to the contract completion date. The Contractor's schedule must assume the award of the FF&E, A/V, and ESS as modifications. No schedule extensions will be granted if the modification is awarded at least six months prior to the contract completion date. If the Government decides to negotiate and award a Modification less than six months prior to the contact completion date, the Contractor may be entitled to a contract extension and extended field overhead. A contract extension and extended field overhead will only be granted in those cases where the Contractor demonstrates that accepted Final FF&E, A/V, and ESS packages were submitted within the approved schedule deadlines and sufficient lead time for the FF&E, A/V, and ESS are not available due to cause outside the Contractor's control or the Government's award of the modification is in the period less than the last six months of the contract.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the

Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses

(29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate

(weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or

""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
