The project site extends northeastward to Murray Road immediately east of Building #123. The Ordnance Operations building is located directly across Murray Road from the northeastern corner of this project site. The existing site is primarily a relatively flat grass field with several recreational facilities located in the center of the site.

3.1.1 Natural Constraints

Topography

The project sites are shown within FEMA Flood Insurance Rate Map panel 5155310016G dated January 16, 2015. All elevations are referenced to the North American Vertical Datum

(NAVD88).

Parking Lot:

This site lies partially within the 100-year flood zone (Zone AE) with a base flood elevation of 7 feet. The remainder of the site is within the 500-year flood zone. The site has elevations between 6’ and 9’ and drains toward the center of the site where it is intercepted by an existing storm drainage system. This storm drainage system outfalls to Desert Cove further west.

This site lies within the 500-year flood zone with the nearest 100-year flood zone elevation of 7 feet occurring immediately north on Helicopter Road. The sites elevations are between 8 and 10 feet and drains from Building #3873 toward Helicopter Road. The existing storm drainage system on the west side of Helicopter Road collects runoff and ultimately discharges into Desert Cove.

This site lies within Zone X, outside of both the 100- and 500-year floodplains. The site is mostly flat with elevations between 12 and 15 feet. The site drains from the northwest to the southeast across the site. A storm drainage system along the north side of Murray Road collects runoff and continues toward the east ultimately into the connection between the Little Creek Reservoir and Little Creek Cove.

This site is located within the 500-year floodplain immediately west of the 100-year flood elevation of 7 feet along Cove Road. The site is relatively flat with elevations between 7 and 9 feet. The service area drains towards the corners of the lot where runoff is intercepted by drainage inlets. The storm drainage system crosses through the site from east to west and passes between Buildings #3809 and #3853 and ultimately to Desert Cove.

Vehicle Maintenance & Boat Shop:

This site is located within Zone X, outside both the 100- and 500-year floodplains. The site is mostly flat with a 10’ high berm to the north of the site. Elevations range from 8 feet near Amphibious Drive in the southeast corner of the site up to between elevations 14 and 15 feet along Knox Road and along the base of the berm. Rainwater runoff for the site splits north of

Radon

The project is located within Zone 3 with a predicted average indoor radon screening level less than 2pCi/L according to the EPA Map of Radon Zones.

3.1.2 Man-Made Constraints

Vehicular Access and Circulation

All sites are located with vehicular access from adjacent roadways which are part of the Installation roadway network.

Vehicular access to the site is from Helicopter Road with the primary entrance located across from the Cove Road intersection and the secondary entrance approximately 250’ south of the intersection. The site can also be accessed from the adjacent parking lot on the north side with access through that parking lot to Helicopter Road. Current parking configuration is geared toward the parking of government vehicles, trucks and trailers with large open areas for maneuvering and container storage.

A service drive extends from Helicopter Road westward past Building #3873 along the northern portion of the site. The existing parking lot has direct access to this service drive and is situated between Building #3873 and Helicopter Road. The parking lot is currently used for the location of three temporary modular units limiting available parking within the site.

Access to the site is from Magazine Road along the eastern boundary. A service drive extends from this roadway to a coiling door on the eastern face of Building #772. The gravel and pavement service and storage area north of Building #772 connects directly to Magazine Road from the service drive northward to the project site limits. The large parking lot north and west of the project site is accessed from Murray Road or Graham Road further west. There is no designated parking within the current site.

Access to this site is provided by entrances from Cove Road on the west side. Building #3809 is a boat storage building with vehicular access from the west. The concrete paved area on the

PART 3 - CHAPTER 3 - Page 5 east side of the site has direct access to Cove Road on the north and to the service drive on the east side. The concrete area is used for storage of containers and other equipment and is not utilized for vehicle parking at this time.

Vehicular access to this project site is available from Amphibious Drive along the southern boundary, from Murray Road along the northern boundary and from Knox Road in the northwest corner. Knox Road extends into the site and terminates in a circular cul-de-sac in the northwestern portion of the site. A single row of on-street, perpendicular parking is available along the north side of Knox Road within the project boundary.

Site Utilities

Existing utilities in the project areas vary but include underground communication lines, storm drainage piping, natural gas, water, sanitary sewer, electrical lines, and above and below ground steam. The natural gas distribution system is owned and operated by Virginia Natural Gas (VNG).

Overhead electric distribution lines are located along the eastern side of Helicopter Road.

Sanitary sewer lines run from Building #3859 to an 8” sanitary main flowing south along the west side of Helicopter Road. A 42” Hampton Roads Sanitation District (HRSD) sanitary force main runs from north to south nearly bisecting the site. Water lines run from the existing buildings west to join an 8” main on the east side of Helicopter Road. A VNG line runs from Building #3859 to the west then south along Helicopter Road. An underground steam line enters the northern end of Building #3859 from the main distribution line on the west side of Helicopter Road.

Armory Addition:

A gravity sewer main and an above-ground steam line are located along the eastern boundary of the site adjacent to Helicopter Road. The gravity sewer main is a 12” line flowing north to south. There is a sanitary manhole on the southern end of the entrance that connects an 8” line from the east and a 10” line from the northwest to the 12” main. A steam service drop extends from the main across the northern portion of the site to Building #3873. This service drop is located above-ground and is elevated as it crosses the parking lot entrance to accommodate vehicular access.

An overhead electrical distribution line extends along the north side of Murray Road. A 10” gravity sanitary sewer main flows from west to east along the northern edge of Murray Road. A water main extends northward from Murray Road along Magazine Road to the east of the site.

An existing VNG main is located approximately 800 feet west of the site along Murray Road.

A 10” Gravity sanitary sewer flows from west to east along Cove Road. An existing VNG main is located along the southern edge of Cove Road along the northern boundary of the site with service to Building #3809.

Vehicle Maintenance and Boat Shop:

Two water mains are located along the south side of Amphibious Drive along the southern boundary of the site. A water main extends from the southernmost of these lines in the

PART 3 - CHAPTER 3 - Page 6 southwest corner of the site and extends northeast from Amphibious Drive to Knox Road and northward to near the recreation area. This main is 8” between Amphibious Drive and Knox Road. The segment from Knox Road northward is indicated as a 6” main and extends to the northwest across the berm and out of the project limits. A service line extends from the 6-inch water main to a valve and yard hydrant near the recreation facilities. Another 6-inch main extends from the 8-inch main at the bend in Knox Road toward the northwest along Knox Road and out of the project limits. A second 8-inch main extends from the first 8-inch line toward the northwest midway between Amphibious Drive and Knox Road and extends northwestward out of the project limits. A 10-inch water main is located along the south side of Murray Road and extends eastward out of the project site. This 10-inch line extends into the project site from Murray Road toward the southwest through the middle of the northern portion of the site. A 6-inch branch extends from the 10-inch main to a water vault in the center of the site. An 8-inch water main extends from the southern edge of the project site to the water vault. An 8-inch main extends from this first 8-inch main just south of the water vault and extends to Building #123 to the northwest. It has been noted that these last two 8-inch mains are on a separate pressure region within JEB that is lower in pressure than the remaining water mains around the project site. A VNG line runs north and south along the western edge of Building #NAB750.

Electrical lines coming from the east run along the northern edge of Amphibious Drive approximately halfway through the site before crossing to the south of the road. A second electrical line leaves the western edge of Building #NAB750 and cuts through the site to the west. There are several gravity sanitary sewer lines within this site. A sanitary manhole was located near the cul-de-sac on the northern end of Knox Road with an 8-inch connection toward the north and a 6-inch connection to the south. The other ends of these sewers could not be located and they are believed to be abandoned. A 10” sewer main runs along Murray Road, just south of the Ordnance Operations Site, continuing eastward out of the project site. This sewer main extends to an existing sanitary pump station located at the intersection of Murray Road and Amphibious Drive. A sanitary force main is located off-site to the east serving Building #NAB750 and continues eastward away from the project site. A steam line runs north from Amphibious Drive east of Building #NAB750 and splits the northeastern portion of the site from the main site. The steam line begins underground before raising aboveground within the site. The line dives back underground at the project site boundary near Building #123.

Site Drainage & Storm Water Runoff (Hydrology)

The existing drainage systems at each site are separate.

Off-site drainage collects in the wooded area east of the project site. A storm drainage system collects runoff from the ditches within the wooded area and conveys the runoff westward through the center of the project site to Helicopter Road. This drainage system consists of two 21-inch concrete pipes in parallel. As the system passes through the project site it intercepts smaller drainage systems within the project site. The systems in the southern portion of the site collect runoff from off-site areas further south and combine it with surface runoff from the parking lot that is collected in inlets and conveyed by 15” and 18” concrete piping to the dual 21-inch system. The area east of Building #3897 has a small stormwater management measure in concert with inlets and piping that collects runoff from this area and conveys it to the ditch immediately upstream of the dual 21-inch pipe system. There are also pipe systems along Helicopter Road which collect runoff from the roadway and immediate vicinity and direct that runoff to the dual 21-inch pipe system. The dual pipes end at Helicopter Road and the drainage system extends westward as a single 24-inch pipe system. The system eventually outfalls to Desert Cove.

PART 3 - CHAPTER 3 - Page 7

There are three small drainage systems within this project site. A small drainage system collects runoff from Helicopter Road and the immediate vicinity in the southeast corner of the site and conveys the collected runoff southward out of the project area. A second small system collects roof drainage from the northern portion of Building #3877 and conveys it westward out of the project site. The primary drainage collection within the project site is located along the western side of Helicopter Road, north of Building #3877. This system collects runoff from Helicopter Road and the parking area north of Building #3877 and conveys it northward and then westward out of the project site. This system includes a branch which crosses Helicopter Road and collects runoff from an off-site area on the eastern side of the roadway. This system eventually outfalls to Desert Cove.

Surface runoff generally flows overland from the northwest corner to the southeast corner of the site and includes an off-site area within the parking lot north and east of the project site. A 15” culvert crosses under Magazine Road and conveys drainage eastward to continue along the north side of Murray Road. This system eventually outfalls into a channel which connects the Little Creek Reservoir with the Little Creek Cove. An inlet is located in the southwestern corner of the site which collects runoff from a small area and conveys it westward under the parking lot entrance and then southward across Murray Road. This system connects to an open ditch on the south side of Murray Road within the Vehicle Maintenance and Boat Shop project site.

A 36-inch storm drainage line crosses through the center of the project site. This system collects runoff from off-site areas southeast of the project site and conveys the runoff to the 36-inch portion of the system. Inlets are located in three corners of the paved storage area that collect runoff from the paved area and direct it into the 36-inch system. A small branch of the system is located between Building #3809 and Cove Road and collects roof drainage from the building and then connects to the 36-inch system. The 36-inch drainage system continues westward between Buildings #3809 and #3853 and eventually outfalls into Desert Cove, This site is separated into a western drainage basin and an eastern drainage basin with the recreational facilities in the center of the site providing the divide between the two basins.

Surface drainage in the western basin consists almost entirely of overland flow generally directed from the northwestern portion toward the south and southeast where it is collected in ditches along the north side of Amphibious Drive. The eastern basin utilizes overland flow to direct surface runoff generally from the north and northeast toward the southern portion of this area within the project site. The small drainage system that crosses Murray Road from the Ordnance Operations site discharges into an open ditch which flows along the southern side of Murray Road before exiting the project site. A second open ditch is located in the center of the eastern basin and collects runoff from the area south of Murray Road and westward to the recreational facilities in the center of the project site. This ditch flows southward to the boundary of the project site and then eastward out of the project limits.
