About this file

This document provides instructions for contractor badge and building access requirements at the Naval Surface Warfare Center Philadelphia Division during the COVID-19 pandemic. Contractors must receive vetting and contracting officer approvals in advance to obtain badges. Badges are made at the Pass and ID Office during specified hours by submitting identification and having a photo taken. Renewals require submitting forms and notifying staff when vetting is approved. Short visits require approval requests at least 48 hours in advance and may need escort. Additional restrictions apply for visitors to Building 633, including submitting screening questionnaires and training slides 96 hours ahead of planned visits. If traveling from high-risk states, visitors must have a negative COVID-19 test within 48 hours or upon arrival, and comply with safety measures like minimizing interactions and maintaining social distancing. The instructions are subject to change based on evolving public health guidance.

Building 633 Specific Requirements: ref B, E, G, H and O

1. CTF is requiring further restrictions for folks they deem to be “Visitors”; see ref G for more detail. C/102 and NAVFAC are not considered visitors due to their routine/active presence onsite. All other contractors are Visitors for the purposes of accessing Building 633.

1. Submit TD/CO Visit Approval Request to your supervisor no less than 96 hours in advance. List Enrico Giampaolo Code 60 as the NSWCPD POC as well as yourself. Describe why the visit is Mission Critical in column N of the spreadsheet.

1. Visitor must provide a written / filled-out CTF COVID-19 Screening Questionnaire, ref O.

1. Visitor must review the CTF COVID-19 Training Slides, ref H.

1. An approved TD/CO Visit Approval Request and a completed CTF COVID-19 Screening Questionnaire must be submitted to Enrico Giampaolo and Christine Harrington no less than 2 business days in advance of the planned visit. The visit is not approved until receiving confirmation in writing from Enrico Giampaolo or CAPT Burt Canfield.

1. If the visitor is traveling from a high risk state as list on the PA COVID-19 website (https://www.health.pa.gov/topics/disease/coronavirus/Pages/Travelers.aspx) AND the visit is Mission Critical, the following additional requirements apply:

5. Visitor shall have a negative COVID test result within 48hours of visit date or obtain one upon arrival in Philadelphia and prior to entering the CTF. Visitor’s organization shall email confirmation that the visitor has a negative COVID test result within 48 hours of visit date. Visitor’s organization shall send email confirmation of the negative COVID test result to enrico.giampaolo@navy.mil and also to christine.harrington@navy.mil. NOTE: we are NOT asking for the actual test result document, we are requesting confirmation of a negative test result from the visitor’s organization. Prime contractors may submit confirmation emails for respective sub-contractors/sub-vendors.

5. Visitors shall review the current conditions/trends in the local area via the PA COVID 19 website: https://www.pa.gov/guides/responding-to-covid-19/#Travel . Visitors shall implement off duty protective measures, e.g. avoid eating at restaurants, avoid clubs, etc.

5. Visitors shall minimize interaction with all personnel at CTF. Visitors shall ensure no other employees are in the area to be visited (as much as possible). Visitors shall minimize visiting of the CTF office areas and Control Room as much as possible.

5. Visitors shall wear a cloth face covering at all times during the visit.

5. Visitors shall always maintain minimum 6 ft distance with all personnel. If visit requires close contact (less than 6ft) with personnel within CTF, close contact shall be minimized.

5. Visitors shall maintain accurate daily contact tracing log of all personnel who visitor was in close contact (defined as less than 6ft for cumulative of 15 minutes within a 24 hour period) with during the visit. Contract tracing log shall be emailed to enrico.giampaolo@navy.mil on a daily basis throughout the visit.

5. Do not proceed until approval has been granted in writing by either Enrico Giampaolo (DPM) or CAPT Burt Canfield (PM).

1. NOTE: If visitor is travelling from a high risk area and the visit is deemed NOT Mission Critical, the visit may be denied or the visitor will be required to quarantine for 14 days upon arrival to Philadelphia area, prior to access to NSWCPD buildings.

Enabling CACs for Building Access: ref J, K

1. If a contractor has a CAC, have them complete a NSWCPD Remote CAC Enrollment form and submit to Brian Valenti along with an Info Required to Print Badges spreadsheet and headshots in front of a white or gray wall (JPG files only for headshots). Include last names in the email subject line and file name.

2. If a contractor does not have a CAC, follow Step 1 above but leave badge number lines blank. NOTE: It is not clear what the purpose of this instruction is nor when it would actually be used.

General Notes: ref E, F, L

1. All employees, Contractor and Government, must complete the NSWCPD COVID-19 Screening & Self-Assessment Questionnaire before entering our facilities. Do not enter if the answer to any question is “yes”.

1. All employees, Contractor and Government, must wear face coverings when six feet of social distance cannot be maintained. A request has been submitted to the COVID-19 Task Force for a supply of masks to be used by c/102 staff; I will provide an update when they become available. Supplies of masks of severely limited, so activities that require their use should be kept to a minimum.

1. TD/CO Approval is not needed for Contractor nor Government personnel that already have a badge/access to NSWCPD facilities. Only individuals requesting to visit or access NSWCPD facilities for the first time must go through the TD/CO Approval process.

1. Instructions are subject to change given the dynamic climate and frequently updated guidance on COVID-19 from Federal, State and City health experts.
