Question RESPONSE
1 C1/S-504 Have the existing roof steel in building 519/520, and any other existing steel locations, been analyzed as adequate to support new loads?
Existing structural elements, except the following, have been verified to be adequate to support new loads.
Existing steel framing used to support piping in the mezzanine level of Area 519/520 has not been analyzed by WRA. The design of pipe supports in this area, including analysis of existing steel elements used to support the new pipes, must be shown to be adequate by the Contractor's engineer. Existing steel dimensions must be field measured by the Contractor.
For analysis purposes assume a steel yield stress of 30 ksi.
2 MD105 Since Bldg 531 is not normally occupied can any outages be performed during normal work hours/days?
Per specification and drawings, all outages must be arranged and scheduled in advance via the contracting officer. Outages shall be performed outside normal working hours.
Please provide 21 days advance notice.
3 Are there any work restrictions based on CTF testing?
Please see SPC Section 01 14 00 for work restrictions.
4 Will any of the bridge cranes in Building 633 be available for contractor use?
Specifically the north bay bridge crane for removal of the existing steel duct 24-28' AFF at
CL F11-19.
Please see G-005 General Sheet Notes #5 for bridge crane usage.
5 Structural Steel note
S-001 This note states "Coat structural steel with high performance coating as specified."
However, there is no specification as to which steel members receive certain high performance coatings. Please provide direction as to which steel members receive the specified coatings.
All structural steel shown must receive a high-performance coating as specified in specification section 09 96 00. This inlcudes all steel shown on structural drawings and mechanical drawings (pipe supports, cooling tower supports, etc.)
6 Should the exterior structural steel be galvanized instead of painted?
Provide a high-performance coating for all structural steel, including exterior steel.
7 M-001, note
In coordinating potentially disruptive work with building occupants will the Government require that this work be completed outside the normal hours of 0700 – 1530, Monday – Friday?
Disruptive work is not exclusively required to be completed outside of normal hours (defined as M to F, 0700 to 1530), however, this depends on the nature of the disruptions. Any work that is considered disruptive shall be scheduled and coordinated via the contracting officer.
8 23 05 93 Para 1.3 Is there any testing, adjusting, balancing (TAB) required for the relocated Air Cooled Condensing Unit (ACCU) at building 531?
No TAB is required for the associated indoor AHUs asssociated with the relocated ACCUs.
9 01 78 00 1.6.1.c Is it accurate to assume that the standard 1-year builders’ warranty would not apply to the relocated ACCU since their age/condition is not known and that maintenance of any existing warranty is the responsibility of the Government?
The stated assumption is correct.
10 C4/M-501 Note 3; S-001 Delegated Design Note 3
As this is a DBB, for bidding purpose contractors must assume that the specified cooling tower will work (weight and dimensions) with the structural steel frame support as designed by WR&A, likewise for structural pipe supports. Please confirm.
Undersood. However, the Delegated Design Note 3 on S-001 applies to the pipe supports in the mezzanine level of Area 519/520, not the cooling tower. The basis-of-design cooling tower dimensions and weights used to design the steel supports are indicated on S-001 Design Loads.
Contact the Contracting Officer if the dimensions and/or weight exceed that indicated. Contractor must coordinate steel shop drawings with approved cooling tower shop drawings.
11 MD-102 Are steel pipe supports that are not called out to remain required to be removed? i.e 20"
RWR
Correct, pipe supports that are not called out to remain must be removed when associated piping is being removed.
12 Page 1, RFP
Since AAM 212 has been rescinded and AAM 235 was released by the Trump Administration does this remove the application of the Davis-Bacon act for survey crews for this project?
Propose to RFP.
13 31 62 19 S-102 Regarding the last pipe support before entry into building 633, this is an extremely tight space between B531 and B520 such that any means and methods for doing so may not prove feasible. Is the Government amenable to alternate deep foundation options for this location if needed?
Alternate deep foundation options would be considered for the referenced location in accordance with the specification Section 01 33 00 Submittal Procedures, Paragraph 1.8 Variations which includes provisions for a Value Engineering Change Proposal.
Contractor's engineer must submit stamped and signed calcualtions for approval showing the proposed alternate deep foundations are at least equal to piles indicated on the Drawings.
Submission of proposed alternate foundations does not guarantee approval.
14 Can any additional photos taken by
NAVFAC/NSWC
personnel be made available prior to the bid due date?
Additional photographs taken during 12/17/2020 site visit are provided. Photos are provided with this Amendment.
15 Please confirm whether or not Division 23 09 13, 23 09 33 and 23 09 53, automation technicians are to be paid prevailing wages to match Electricians’ rate.
