PART 1 GENERAL

1.1 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for Contractor Quality Control approval. Submit the following in accordance with Section 01 33 00

SUBMITTAL PROCEDURES:

1.2 SPECIAL SCHEDULING REQUIREMENTS

a. The buildings will remain in operation during the entire construction period. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity.

b. Permission to interrupt any Activity roads, and/or utility service must be requested in writing a minimum of 15 calendar days prior to the desired date of interruption.

e. The work under this contract requires special attention to the scheduling and conduct of the work in connection with existing operations. Identify on the construction schedule each factor which constitutes a potential interruption to operations.

The following conditions apply:

(1) The project replaces an existing river water cooling system with a condenser water cooling including piping, heat exchanger, pumps, and cooling tower. Maintain the operation of the existing river water system while constructing the tower water system. Provide piping, valving, bypasses, spool pieces, etc., both temporary and permanent, to allow for installation of the work up to the point of connection to the existing piping to remain, without the need to remove existing piping or interrupt the operation of the existing river water cooling system.

The tower water system must be filled, hydrostatically pressure tested, chemically cleaned and treated, and exposed to condenser water circulation prior to the cutover. The cutover from the existing river water cooling to condenser water cooling must be completed before proceeding with removal of the existing river cooling water piping and appurtenance as indicated. Remove temporary piping and devices.

(2) Cutover from River Water System to Tower Water System

After the cooling tower system and HX-2 systems, including all equipment, piping, devices and controls have been installed, flushed, tested, balanced, and conditionally accepted by the Government, the

SECTION 01 14 00 Page 1

Contractor shall have a maximum of twenty one (21) calendar days, commencing with the shutdown of the existing river water cooling system, to make final connections of all terminal equipment/devices (CLCW HX, Glycol Chiller, DI Chiller, DI Heat Exchanger, Glycol Chiller, and Generator Set) to the new cooling tower system and restore them to full operating capability.

The 21 day period includes two milestones that must be met without exception:

By no later than day 14, final piping connections to all terminal equipment must be complete, pressure tested, flushed, cleaned, treated, and ready to receive flow from the cooling tower system.

During this time, all cleaning and service work on the CLCW HX and DI HX must be completed. This work will be performed by the Government's maintenance contractor under a separate contract, but must be accounted for in scheduling the execution of final connections to these items. Cleaning and service of the CLCW and DI heat exchangers is anticipated to take 7 calendar days. Upon completing all work, open the terminal equipment to cooling water flow from the tower water system. Flow rates at each terminal device must be confirmed to be no less than the scheduled design values, up to +10%. , with simultaneous flow through all equipment. Refer to Terminal Equipment Balancing Schedule on the drawings for design values. These are to be considered a minimum "full flow" values for the conditions described below. Maximum allowable pressures at terminal equipment must not be exceeded.

After tower water flow is established at terminal equipment, the Contractor will have seven days to verify proper flow and operation at each terminal device, make all final adjustments, and perform final balancing. The Contractor must verify and make adjustments at each terminal device under no less than three different system operating conditions as directed by the Govnerment. System operating conditions may include:

1. All terminal equipment at full flow

2. Full flow at the subject terminal device and two other devices as selected by the Government, with no flow at the remaining devices.

3. Full flow at the device and no flow at other devices.

By no later than day 21, all terminal equipment must be fully operational on the tower water system to the satisfaction of the Government and must be turned over to the Government in a condition that will allow its immediately being placed into service.
