7 HM102 On Drawing HM102: In Room 218, is the raised flooring to be removed and if so, is it known if asbestos containing flooring is present beneath the raised flooring that needs to be removed

The raised flooring in Room 218 is to be removed, see Keynote 18 on AD103, and the flooring below contains asbestos containing floor tile below multiple layers of non-asbestos flooring that is to be abated as seen on Keynote 2 on HM102. Also reference Specification section 02 82 00 for Hazardous Materials Assessment attachment.

8 HM102

On Drawing HM102: In Room 217, the drawing indicates that asbestos containing tile exists beneath multiple layers of non-asbestos containing tile needs to be removed. These materials have been installed on a raised plywood subfloor. Has there been any testing of materials beneath the plywood to ensure that vinyl flooring does not exist

See Specification section 02 82 00 for Hazardous Materials Assessment attachment.

9 Building 13 is a wood frame building, can press fittings be used to replace solder & welding fittings?

Press system is being used by the base maintenance at this time, and was used in the renovation of buildings M-1, M-2, M-3 due to old wood frame construction.

This is also very cost effective solution (no open flame) and much faster.

As directed by the Government, per NAVFAC Midlant and the UFC press fittings cannot be used in lieu of solder and welding fittings.

CLIN 0002 Is there a specific scope of work envisioned for the clock repairs? Have specific deficiencies been identified? Does the repair work include aesthetic improvements as well as functional repairs?

Clock Tower Clock Repair SOW is attached.

Is there a roofing contractor and/or manufacturer currently holding the warranty for the roofs on Building 13? Please provide if available.

There is no known warranty on the roof.

CLIN 0002 - CLOCK TOWER CLOCK REPAIRS

1.0 PROJECT BACKGROUND AND INTENT:

The clock and ship’s bells in the tower of Building 13 require restoration to return to full operational service. The clock was built and installed by the E. Howard Company in 1857.

The ship’s bell mechanism was subsequently build and installed by Shipyard personnel in 1872. With of tens of decades of service, the components within the clock and ship’s bells mechanisms show substantial wear and require refurbishment (possibly replacement).

Individual clock faces are not functioning and the exterior of the clock is weathered and requires restoration.

Furthermore, personnel maintaining the clock have limited knowledge of the best practices required to keep the clock in optimal working condition. The knowledge present in the institution is retained by the individuals performing the maintenance and is not formally documented. There is a real possibility that this knowledge will be lost through worker attrition.

2.0 SCOPE OF WORK:

This will involve restoration, remanufacturing, and/or replacement of existing components within the clock and ship bells. Worn parts shall be restored to their originally commissioned dimensions. The clock’s internal and external aesthetics will also be completely restored to their original condition. The work shall be broken down and bid as follows:

2.1 MAIN MOVEMENT:

2.1.1 Disassemble and clean the Main Movement of the clock.

2.1.2 Inspect the condition each component of the Main Movement for wear, compromised integrity, or damage.

2.1.3 Repair, recondition, machine/remanufacture (as necessary), and/or replace (as necessary) all components of the Main Movement exhibiting wear, compromised integrity, or damage detrimental to the clock’s operation. As this clock is historically significant, the contractor shall restore all existing components in lieu of replacing the component(s) unless restoration of the component is impractical (e.g. part is worn or damaged with insufficient material remaining to make an effective permanent repair). The contractor in his or her proposal, shall note all original components they intend to replace. If during restoration of the Main Movement, the contractor identifies additional components that require replacement, he or she shall inform the construction manager of the intent to replace the components with non-original components and provide the construction manager with an explanation as to why. All original components permanently removed from the clock (for replacement), shall be returned to the government. All restored/replaced components, shall be polished, lacquered, and/or painted (paint only where necessary and where the existing paint application is failing or was removed during reconditioning) to replicate the components original aesthetic / functional condition.

2.1.4 Lubricate and reassemble the Main Movement.

2.1.5 Adjust the Main Movement to keep proper time and set the clock.

2.2 MOTION WORKS:

2.2.1 Disassemble and clean the Motion Works of the clock.

2.2.2 Inspect the condition each component of the Motion Works for wear, compromised integrity, or damage.

2.2.3 Repair, recondition, machine/remanufacture (as necessary), and/or replace (as necessary) all components in the Motion Works exhibiting wear, compromised integrity, or damage detrimental to operation. As this clock is historically significant, the contractor shall restore all existing components in lieu of replacing the component(s) unless restoration of the component is impractical (e.g. part is worn or damaged with insufficient material remaining [compromised integrity] to make an effective permanent repair). The contractor in his or her proposal shall note all original components they intend to replace. If during restoration of the Motion Works, the contractor identifies additional components that require replacement, he or she shall inform the Government of the intent to replace the components with non-original components and provide the Government with an explanation as to why. All original components permanently removed from the Motion Works (for replacement), shall be returned to the government. All restored/replaced components, shall be polished, lacquered, and/or painted (paint only where necessary and where the existing paint application is failing or was removed during reconditioning) to replicate the components original aesthetic / functional condition.

2.2.4 Lubricate and reassemble the Motion Works.

2.3 HANDS:

2.3.1 Remove each of the hands from the four faces of the clock.

2.3.2 Inspect each hand for weathering, corrosion, and deformation.

2.3.3 Clean, repair, recondition, reform/machine/remanufacture (as necessary), and/or replace (as necessary) any of the hands exhibiting deficiencies identified during the inspection. As this clock is historically significant, the contractor shall restore the existing hands in lieu of replacing the hand(s) unless restoration of the hand is impractical (e.g. part is severely damaged with insufficient material remaining [compromised integrity] to make an effective permanent repair).

The contractor in his or her proposal shall note all original hands they intend to replace. If during restoration of the hands, the contractor identifies additional hands that require replacement, he or she shall inform the Government of the intent to replace the components with non-original components and provide the Government with an explanation as to why. All original hands permanently removed from the face(s) of the clock (for replacement), shall be returned to the government.

2.3.4 Verify the balance of each hand and rebalance as necessary.

2.3.5 Re-gild each of the hands with gold leaf.

2.3.6 Reinstall the hands.

2.4 HOUR TUBES:

2.4.1 Disassemble (as necessary) and remove the hour tube from the clock (if necessary) to support inspection of the hour tubes.

2.4.2 Clean, recondition, re-lubricate, and seal the hour tubes as necessary. If an hour tube is damaged beyond repair, replace the damaged hour tube with an identical part. As this clock is historically significant, the contractor shall restore the existing hour tube in lieu of replacing it unless restoration of the hour tube is impractical (e.g. part is severely damaged with insufficient material remaining [compromised integrity] to make an effective permanent repair). The contractor in his or her proposal shall note all original hands they intend to replace. If during restoration of the hour tube, the contractor identifies additional hour tubes that require replacement, he or she shall inform the Government of the intent to replace the components with non-original components and provide the Government with an explanation as to why. All original hour tubes permanently removed from the clock (for replacement), shall be returned to the government. Repaint / protect the surfaces of the hour tubes as necessary and as originally performed, to prevent degradation of the hour tubes by the environment.

2.4.3 Reinstall the hour tubes.

2.5 DIALS:

2.5.1 Repair, recondition, repaint, and re-gild (as necessary) each of the dials on the clock. The surfaces of the dials not gilded shall be primed and painted to protect them from corrosion, using a paint system appropriate for the material and the environmental conditions it needs to withstand.

2.5.2 The perimeter of the dials shall be caulked using a suitable outdoor sealant to prevent water penetration behind the dials.

2.6 SHIP’S BELLS SYSTEM:

2.6.1 Disassemble and clean the Ship’s Bells System.

2.2.2 Inspect the condition each component of the Ship’s Bells System for wear, deterioration, compromised integrity, or damage.

2.2.3 Repair, recondition, machine/remanufacture (as necessary), and/or replace (as necessary) all components in the Ship’s Bells System exhibiting wear, deterioration, compromised integrity, or damage detrimental to operation. As the Ship’s Bells System is historically significant, the contractor shall restore all existing components in lieu of replacing the component(s) unless restoration of the component is impractical (e.g. part is worn or damaged with insufficient material remaining [compromised integrity] to make an effective permanent repair). The contractor in his or her proposal shall note all original components they intend to replace. If during restoration of the Ship’s Bells System, the contractor identifies additional components that require replacement, he or she shall inform the Government of the intent to replace the components with nonoriginal components and provide the Government with an explanation as to why. All original components permanently removed from the Ship’s Bells System (for replacement), shall be returned to the government. All restored/replaced components, shall be polished, lacquered, and/or painted (paint only where necessary and where the existing paint application is failing or was removed during reconditioning) to replicate the components original aesthetic / functional condition.

2.2.4 Lubricate and reassemble the Ship’s Bells System and verify it’s correct operation / integration with the clock.

2.7 OPERATIONS AND MAINTENANCE MANUAL:

2.7.1 Develop an operations and maintenance manual for the clock and Ship’s Bells Systems.

The manual should be written for a target audience that is completely unfamiliar with the operation and maintenance of the Clock and Ship’s Bells System. The manual shall incorporate illustrations or photographs that clearly identify all of the components in the Clock and Ship’s Bells System, using consistent nomenclature throughout. In addition to the required maintenance practices, a discussion of the function of each of the listed components shall be included.
