Section Paragraph

22 04/29/20 s-121 When does the NAVFAC anticipate relocating the security barrier?

Will this be at the start of construction?

Contractor may plan movement of the barrier to fit their construction Schedule.

Contractor will need to submit request to Navy Port Operations 3 weeks prior to planned relocation to allow New London Security Team to set up extra security measures.

24 04/29/20 G-106 Will the area North of the existing pier 32 to the new pier 32 be accessible to the contractor for the duration of the new construction and the demolition of the existing pier 32?

Bid Per Contract Documents

25 04/29/20 G-106 Will the area North of the new pier 32 inside of the security barriers designeated as the dredging area be accessible for contractor barges and equipment though the completion of phase 5?

Yes

44 05/06/20 Will vessels entering and existing the submarine gates be subject to inspection by Navy personnel and/or dogs? If so, how much time should the dredge contractor allot for the inspection of a vessel? Are there any costs associated with these inspections?

Any time vessels come inside the waterfront security barriers it MUST be inspected. Contractor shall notify Security and Port Operations a minimum 48hrs prior to bringing in equipment coming through the barriers with a time and date. More notice time is appreciated. Note: Security will respond if they can make the appointment or will give a time due to demands with work. Contractor may have a wait up to an hour at times due to ongoing security drills. There is no cost associated with the this inspection

54 05/05/20 327 to 363 Volume 1 Specifications

It has come to our attention that portions of the specifications included in the P- 409 solicitation contain a section marked “For Official Use Only”, “Export Controlled”. The portions of the specifications that we are aware of with this language is located in Volume 1 of the Specifications on pages 327 to 363.

In an effort to move forward on our price proposal development efforts, we are beginning communication with potential subcontractors and suppliers. We are requesting direction how to handle these documents, if any special care is to be taken.

For Official Use Only (FOUO) is a document designation, not a classification.

This designation is used by Department of Defense and a number of other federal agencies to identify information or material which, although unclassified, may not be appropriate for public release.

In all cases the designations refer to unclassified, sensitive information that is or may be exempt from public release under the Freedom of Information Act. FOUO information may be disseminated within the DoD components and between officials of the DoD components and DoD contractors as necessary in the conduct of official business. FOUO information may also be released to officials in other departments and agencies of the executive and judicial branches in performance of a valid U.S.

Government function. Documents containing FOUO information shall be marked as follows: Documents will be marked FOR OFFICIAL USE ONLY at the bottom of the front cover, the title page, the first page, and the outside of the back cover (if there is one). Pages of the document that contain FOUO information shall be marked FOR OFFICIAL USE ONLY at the bottom. Each paragraph containing FOUO information shall be marked with the abbreviation FOUO in parentheses at the beginning of the FOUO portion. Material other than paper documents (for example, slides, computer media, films, etc.) shall bear markings which alert the holder or viewer that the material contains FOUO information. FOUO documents and material transmitted outside the Department of Defense must bear an expanded marking on the face of the document so that non-DoD holders understand the status of the information. FOUO documents and material may be transmitted via first class mail.

78 05/07/20 The State of Connecticut permit mentions a dewatering barge and utilizing a floating barge dewatering system which infers dewatering The sediment prior to placement. In order to place cap material utilizing The tremie pipe method, it will most likely require adding water to The sediment to create a slurry that can be pumped. Please clarify how The permit restriction will be handled should it be necessary for The dredging contractor to add water to pump The material.

Contractor will not be required to dewater prior to placing dredge material in the CADD Cell. Contractor will be required to us a tremmie pipe to place dredge material in the CADD Cell
