Drawings Drawing SD-104, Note 5 says to remove and relocate the tidal risers and spill boom to the new pier 32 and references drawings S-112, S-113 & S-

114. Looking at those drawings, they call out the Tidal Risers as "typical" and there is no notes about the spill boom.

Further, we cannot find any details on these components regarding what they look like, how they mount, etc. We request more details on these components. Is there enough on the existing Pier 32 to relocate to the new pier without having to furnish more?

Contractor to remove and salvage all existing tidal risers on existing Pier 32 and on the bulkhead adjacent to the existing Pier 32 and reinstall them on the new Pier 32 in a similar manner and layout.

Total number of tidal risers on new Pier 32 is to match current number found on existing Pier

32. Tidal risers consist of an aluminum vertical wide flange guide beam installed on the pier structure (mounted to the fender piles with lag bolts) as well as an aluminum frame with rollers that connects to the spill boom and allows for vertical freedom of movement of the spill boom at its attachment point to the pier. Existing tidal risers are manufactured by Elastec, see attached photo listed below in this amendment– Existing Tidal Riser.

Drawings Please clarify what type of material that the 2"Hx6"LG scupper drains are to be made from.

They are shown on Drawings S-112, S- 113, S-114 and S- 550, but there are no details. Are these an embedded unit or are they simply blockouts in the concrete? We don't see it specified in the specifications nor drawings.

The 2"Hx6"LG scupper drains along the cast-in-place concrete curb shown on Drawings S-112, S-113, S-114 and S-550 are simply blockouts through the curb.

Please provide clarification.

38 05/01/20 9 Solicitatio n

1 The solicitation document states "Experience of proposed subcontractor will not be considered.

Furthermore, the offeror’s experience as a subcontractor will not be considered.”

Proposer requests the Owner allow for the experience of key subcontractors be considered as applicable and allowable under Factors 1 – 4 if there is a demonstration of commitment by the subcontractor to the Proposer as a “dedicated subcontractor”.

This is requested as potential subcontractors can demonstrate a higher level of experience for the elements within their core competency (example: drilled shafts / rock sockets, industrial grade mechanical

No and electrical utility services), but may not be willing to take contractual risk as a joint venture partner.

39 05/06/20 1 of 57 SF1442 Section 13 We respectfully ask that you reconsider a bid date extension. Many of our potential specialty subcontractors are now asking for a time extension as well since there are a lot of details to work through.

See Amendment 0008

40 05/06/20 14 100 4.2.3 Please consider amending the solicitation to allow for electronic submission of Price Proposal and Non- Cost/Price Proposal in lieu of 3-ring binders delivered to Norfolk, VA

See Amendment 0008 regarding Proposal Delivery Instructions

41 05/06/20 2 05 05 23.16

1.3.1 Spec 05 05 23.16 -

Does the AISC shop certification requirement cited in the specification for Structural Welding (para. 1.3.1) also apply for shops providing Miscellaneous Metals (Spec 05 50 13)?

Yes, the ASIC shop certification identified in Specification Section 05 05 23.16 (Paragraph 1.3.1) also applies to the Miscellaneous Metals Specification (05 50 13).

42 05/06/20 S-115 & S-117 Please provide a drawing and/or specification for the Tidal Risers identified on the Pier plan drawings.

Existing tidal risers are manufactured by Elastec ( Tidal Compensators in their product literature). See attached photo listed below in this amendment– Elastec Tidal Compensator.

43 05/06/20 S-515 The 12x12 reinforced lumber chocks (shown in C1, eg.) are shown cut to fit radius of pile. Typically these would be square cut. Is it the intent to have these custom cut to fit pile radius or can they be square cut to fit tight between pile?

The 12x12 fiberglass reinforced plastic lumber chocks are to be square cut.

44 05/06/20 Will vessels entering and existing the submarine gates be subject to inspection by Navy personnel and/or dogs? If so, how much time should the dredge contractor allot for the inspection of a vessel? Are there any costs associated with these inspections?

Response to be provided in a future Amendment

45 05/06/20 Is the dredge contractor allowed to spud down in the CAD cell during dredge and cap placement activities?

Bid per RFP. Capping material will be placed using a tremie pipe that deposits the material directly on the bottom to reduce sediment suspension and mixing with previously placed material.

46 05/06/20 Is there a maximum distance that the tremie pipe can be raised above the mudline during placement activities?

Bid per RFP. Capping material will be placed using a tremie pipe that deposits the material directly on the bottom to reduce sediment suspension and mixing with previously placed material.

47 05/06/20 In the event that post-placement surveys of the CAD cell indicate that the top 2’ of material has spread out in the CAD cell during placement over an area where there is not sufficient remaining “cap” material within the window to cover the area in the cell with 2’ of material, will the dredge contractor be responsible for dredging additional material from the limits of the CAD cell as the permits indicate? How would the dredge contractor be compensated for such additional dredging (and placement) if this occurs?

Bid per RFP

48 05/06/20 9 31 62 16.19

3.4.5 Per this spec

section, "Do not drive piles within 100 feet of cocnrete less than 7 days old." Does this pertain to pile plug/ drilled shaft concrete or just the pile caps and slab?

The requirement to not drive piles within 100 feet of concrete less than 7 days old applies to all concrete construction including pile plugs and drilled shafts.

49 05/06/20 9 31 62 16.19

3.4.5 Per this spec

section, "Do not drive piles within 100 feet of cocnrete less than 7 days old." Should this pertain to pile plug and drilled shaft cocnrete will the Navy consider reducing the distance to 25 feet from pile plug and drilled shaft

Following up on Item #48 above, it would be considered to reduce the distance restriction for pile driving and new concrete construction associated with pile plugs and drilled shafts to 25-feet so long as the new concrete is at least 3 days old.

concrete less than 7 days old?

50 05/06/20 9 31 62 16.19

3.4.5 Does this

specification pertain to drilling of rock sockets or just pile driving?

Please clarify question. Section

3.4.5 is labelled Pile Driving and pertains specifically to pile driving.

2.3.5 Referencing Spec

Section 35 51 14.00 20 “Brow and Platform” under

2.3.5 Roller Wheels

on page 6, it says the required minimum load capacity for each wheel to be 61,000 lbs. Please confirm this is correct and not a typo.

Required minimum load capacity for each wheel should be 9,000 lb. The minimum load capacity referenced in the specification is an error. Refer to the Drawing and Specification Changes Table.

Regarding Bid Option 6: Drawing M-101 shows the enclosure dimensions for the air compression system to have a height of 10 ft.

According to vendors the standard height of a 660 gal. receiver is just under 11 ft.

Can the height of the enclosure be greater than 10 ft or does the 660 gal.

receiver need to be custom made?

Shortening the height of the tank will increase the diameter.

Given the enclosure height limitation of 10 feet, the air reciever tank is hereby revised to one 400 gallon air tank from one 660 gallon air tank. The approximate maximum height of the 400 gallon air tank is 104 inches. Coordinate and ensure that the single 400 gallon tank will fit, as one unit, through the enclosure entrance door.

Drawings M-101, M-501 and M-601 are hereby revised and shall change any air storage tank references from 660 gallons to one 400 gallon tank. Coordinate this response with the response to PPI No. 53 to read one 400 gallon tank in place of any reference to a 660 gallon tank.

Refer to the Drawing and Specification Changes Table.

61 05/07/20 Drawings SD 304 and SD 105 indicate existing battered piles that remain. Please confirm that they are not in conflict with the new shafts for the Crane Weight Test area. If they are please advise if they can be removed and/or temporary means to support the existing sheet pile wall (e.g. dead man) can be used? If so please provide details for this option.

If a conflict between an existing battered H-Pile and a new drilled shaft is encountered at the Crane Weight Test Area and/or the Pier 32 Utility Vault, the contractor will be allowed to shift the drilled shafts and bent location slightly to avoid the interference.

62 05/07/20 Under Note 7 “Foundation Notes

– Drilled Concrete Shafts” please confirm “verification of bedrock properties” refers to bottom cleanliness as verified with a mini-sid device. If not please provide further clarification on “bedrock properties” to further inspect/verify.

Confirmed: “verification of bedrock properties” refers to bottom cleanliness as verified with a mini-sid device.

63 05/07/20 We do not see any welding requirements within specification 31 63 29 subsection

3.2.5. Can we

assume that the casing is “non-structural” and therefore casing field splicing can be performed using qualified welders per AWS D1.1 and without NDT weld inspection requirements?

Drilled shaft casing splice NDT weld inspection requirements are to match the weld inspection requirements for the steel pipe piles.

64 05/07/20 The note #6 on structural drawing S-002, under drilled shaft section mention a minimum rock socket length of 5 feet. However, on structural drawing S-501 & S- 502 a minimum 4’- 9” rock socket is required. Please clarify the required minimum rock socket at each drilled shaft location.

Minimum rock socket length on drilled shafts is 5'-0".

Dimension of 4'-9" shown on sheets S-501 & S-502 refers to the reinforcing length.

65 05/07/20 Per Note 1 on drawing SD301, and all other demo drawings, contractor shall remove pile in it entirety. If the contractor attempts and is unable to remove the pile the pile can be cut off 2 feet below mud line. Will the contractor be required to attempt to pull every pile prior to cutting off at mudline, or should the first 5 attempts be unsuccesful to extract the pile per pier the contractor can cut the remaining pile?

The contractor is required to attempt to pull every pile prior to cutting off at the mudline.

66 05/07/20 31 63 29 1.5.4 Please define what equipment is required for shaft inspection or if inspection equipment is the contractors choice to comply with the specifications.

Inspection requirements as indicated in the specification 31 63 29. Inspection equipment is the contractor's choice and must meet the intent of the inspection.

67 05/07/20 31 63 29 2.3.2.1 Confirm drilled shaft rebar is to be galvanized as stated in spec setion 2.3.2.1

Confirmed. Drilled shaft rebar is to be galvanized.

68 05/07/20 31 63 29 3.2.1 Spec calls for equipment to check dimensions and alignment of each shaft. Will shafts require some type of caliper profile or will casing diameter and bubble levels be allowed to verify the alignment due to the shaft being fully cased to rock?

78 05/07/20 The State of Connecticut permit mentions a dewatering barge and utilizing a floating barge dewatering system which infers dewatering The sediment prior to placement. In order to place cap material utilizing The tremie pipe method, it will most likely require adding water to The sediment to create a slurry that can be pumped. Please clarify how The permit restriction will be handled should it be necessary for The dredging contractor to add water to pump The material.

Response to be provided in a future Amendment

79 05/07/20 A response to question 14 in amendment 5 relative to section

1.7.1 of the drilled shaft specification seems to indicate that the rock socket and concreting of the drilled shaft must be completed in one shift.

Typically the rock socket will be completed during a shift and the following shift the socket would be cleaned and inspected for cleanliness then cage and concrete placed. Note 6 of the Foundation Notes on drawing S-002 states that concrete shall be placed in rock sockets and casing a maximum of 48 hours after completing the rock socket. Please clarify the intent of the response. Is the entire socket to be excavated, cleaned, inspected, approved, and then the shaft concreted in one shift?

Concrete placement shall be within 48 hours of excavation completion. Immediately prior to reinforcing bar placement the bottom of the drilled shaft shall checked for sediment in accordance with 31 63 29 Paragraph 3.2.7. Refer to the Drawing and Specification Changes Table.

80 05/07/20 Will it be acceptable to increase the diameter of the drilled shaft casing to 39 inches (with 1/2" wall thickness) to allow a36" dia rock socket to be drilled. The detail for the rock sockets shows a 2'-6" dia.

socket with a separate cage that laps up into the larger dia. shaft above top of rock.

The smaller dia.

rock socket and separate cage present significant constructability issues. With a 36" dia rock socket the cage be a single diameter and continuous throughout the full depth of the shaft.

Increasing the drilled shaft casing diameter to 39 inches with a 1/2" wall thickness would be acceptable. Increasing the diameter of the rock socket to 36" would be acceptable.

Contractor shall make adjustments for the larger pipe as required, including the size of the HDPE jacket, anode design, bent cap size, rebar cage and provide revised details during construction for review and approval.

108 05/13/20 Sheet S-509 Table of precast trench cover detail

N/A The table indicates the "Mark" for the various precat trench covers but does not provide any quantities.

There are also no designations on the trench covers on S- 112 through S-117 to indicate which covers they are.

Dimension of trench cover units perpendicular to trench longitudinal axis (dimension X in table) to match the trench width dimension plus 11" for bearing length. Three different trench widths are found on the pier: 4'-3", 3'-5" and 5'-0", which require trench cover dimensions of 5'-2", 4'-4" and 5'-11", respectively. Note that there is flexibility for contractor to determine suitable length of trench cover units parallel to the trench longitudinal axis based on ease of construction and production costs. Minimum length of units = 6'-0" and maximum length = 10'-0". At utility vault directly landside of the pier, trench cover designations shown on Sheet S- 411 and trench cover dimensions shown in table on Sheet S-509 are correct, except that the correct dimension X for Type I is 7'-11" versus 8'-2" shown. Refer to attached updated table for Detail B1/S- 509 listec below in this amendment. Contractor to submit trench cover shop drawings showing lengths during construction for review and approval by the Contracting Officer. Refer to the Drawing and Specification Changes Table.

109 05/11/20 E-103, E-604 Drawings There seems to be a discrepancy in the quantity of conduit ducts referencing drawing E-103 and E-604. On drawing E-103, the duct bank that runs from Manhole 206T to the utility vault and to manhole P32C-A shows 5-4” Conduits. Drawing E-604 shows that from Manhole 206T, 4-4” conduits run but notes 6 feeder options.

Drawing E-103 is missing feeder F04 from Manhole 206T to manhole P32C- A. Please advise on

PROVIDE 5-4" conduits from Manhole 206T to the Comm Vault and from the Comm Vault to Manhole P32C-A. On Drawing E-104, PROVIDE F04 from Manhole 206T to the Comm Vault and from the Comm Vault to Manhole P32C- A. Refer to the Drawing and the correct amount of conduit ducts.

110 05/11/20 S-509 Drawings Drawing S-509 provides a table of the various size utility trench covers designated by A through K, however the only place where we see this designation is for the Utility Vault covers on drawing S-401. We don't see them designated on the other drawings such as drawing S-112 through S-114.

Please provide the designation on each cover similar to how the Precast Planks are shown so we know how many of each type utility trench cover are required.

At utility vault directly landside of the pier, trench cover designations shown on Sheet S- 411 and trench cover dimensions shown in table on Sheet S-509 are correct, except that the correct dimension X for Type I is 7'-11" versus 8'-2" shown. Refer to attached updated table listed below in this amendment for Detail B1/S- 509 . Contractor to submit trench cover shop drawings showing lengths during construction for review and approval by the Contracting Officer. Refer to the Drawing and Specification Changes Table.

111 05/11/20 S-509 Drawings Referencing Drawing S-509 and Drawing S-112 through S-114, we do not see any details of how the W6x25 beams in the utility trench cover are to be arranged to allow for the 24" Manhole.

For trench covers with manholes in them, contractor to install two

(2) additional W6x25 beams perpendicular to the span direction on each side of the opening.

112 05/11/20 E-301 Drawings It appears, based on the electrical drawings, that there are a number of concrete duct banks that will need to be cast between caps and beams, but they are not detailed on the drawings. We understand that these will be independent of the Caps and Beams, but will pass through them.

Does the Owner intend to provide more details of exactly where these are to be located and how they will be orientated?

No. The Contract Drawings show sizes/quantities of conduits and approximate location. The exact loction of the concrete ductbanks, ductbank configuration/orientation will be determined by the contractor.
