(1) Factor 1, Corporate Experience

Size: A final construction cost of $30,000,000 or greater.

Given the construction disciplines required for this project and the relatively few projects of this magnitude and complexity that have been performed over the last 10 years in the U.S., please consider reducing the minimum size of contract required to meet the experience criteria to $25,000,000.

Yes. See Revised Factor 1 listed in Amendment 0004

4 04/21/20 Sheet G006

Drawings Note 6

General note No.6 on sheet G006 says Contractor shall obtain all applicable permits. It appears that NAVFAC has already obtained the regulatory permits. Please clarify what permits are being referred to here.

Refer to Specifications for permit requirements (General Permit for Discharge of Groundwater Remediation Wastewater, Dig Permit, Hot Work Permit, etc.)

5 04/21/20 SF1442

Please clarify how many "copies" of the offer should be submitted. We noticed in section 13 of SF 1442 it says 4 copies, Section 3 on page 6 says 1 copy, and page 8 says 5 copies.

Paragraph 3, Page 6 refers to the 'Price' proposal (original and one copy).

Regarding 'Non- Price' Proposal, follow instructions provided in Section 13, Page 1 of SF 1442.

Provide original and 4 copies of 'Non-Price' Proposal.

6 04/21/20 Sheet S121

Drawings

Is the relocation of the floating security barrier near the crane weight test area to be included in Option 5 or part of the base scope?

Relocation of the floating security barrier near the crane weight test area (Buoy V) as shown on Drawing S-121 shall be included as part of the Base Bid.

7 04/21/20 Sheet S002

Drawings Note 12

Note 12 on sheet S- 002 states that the pile obstruction mitigation items are considered as part of CLIN 0001A. A quantity of (7) is stated in Note 11 of the same page.

Please clarify - Are we supposed to include (7) each in Item CLIN 0001A and Item CLIN 0001I is the unit price for an addition

(7) each, or is note 12 a mistake and all obstruction mitigation is to be included in Item

CLIN 0001I?

Note 12 on Drawing S-002 is in error. The pile obstruction mitigation (7 total) should be included in CLIN 0001I instead of CLIN 0001A as indicated.

10 04/21/20 1 SF1442 Section 13

Due to the complex nature of the scope of work, the variety of documents, and the decrease in productivity with working at home provisions because of the COVID19 pandemic, we respectfully request a four (4) week extension from the current bid due date of May 21, 2020.

This will also allow for the much needed time of soliciting and evaluating potential Small Business Subcontractors and Suppliers.

No

11 04/21/20 7 SF1442 3

Are the Small Businesses that count toward the Small Business Contracting goals required to be certified by specific agencies? For instance, do local DOT certified companies count toward the goals or are only Federally certified companies (i.e. companies listed in the SBA.GOV registry) allowed to count toward goals?

Companies must be registered on sam.gov and have the required Small Business Adminstration (SBA) certification in order to be eligible for federal contracts; Only federally registered companies will count for the NAVFAC-Midlant Small Business goals.

12 04/21/20 Sheet S002

Drawings Note 1

Note 1 under "Foundation Notes - Steel Pipe Piles" on Drawing S-002 states that PDA piles shall be driven with the first 10% of production piles, however Specification 31 62 16.19, Section 3.4.1 states that the PDA piles shall be driven first and a refined WAVE equation be completed before we finalize the pile order length.

Please clarify what the Client's intent is.

Can the PDA's be driven among the other production piles or must they be driven prior to ordering the rest of the production piles?

PDA test piles shall be installed in accordance with Specification Section 31 62 16.19, Paragraph 3.4.1.

13 04/21/20 6 31 63 29 1.7.1

Please confirm that soils excavated from Steel Pipe piles and drilled shafts are to be disposed at the CAD Cell in the Thames River.

Disposal of the soils excavated from pile installation operations into the CAD Cell is not required.

14 04/21/20 6 31 63 29 1.7.1

Regarding the time requirements in Section 1.7.1 of Specification 31 63 29, please confirm that the requirement for open excavations only applies to the rock socket portion below the tip of the steel casing.

Confirmed, the same day restriction only applies to the rock socket portion of the Drilled Shaft.

15 04/21/20 7 31 63 29 2.3.4, 2.3.5

Is CSL Testing and Thermal Integrity Testing required for both the Drilled shafts with rock sockets and the driven piles that are concrete filled, or just the drilled shafts? If required in the driven piles, please confirm that the length of CSL and thermal wires is only the length of the short rebar cage.

CSL and Thermal Integrity Testing is for the Drilled Shaft Construction only.

16 04/21/20 Sheet S002

Drawings Note 14

Please confirm that eight (8) CSL tubes are required in these 36" diameter shafts. The drawings don't show the CSL spacing, but the notes mention a quantity of eight (8) which seems like a lot of tubes for this diameter shaft.

The number of CSL tubes could be reduced to four (4).

17 04/21/20 8 31 63 29 3.2.2

Referencing section 3.2.2, Specification 31 63 29, is the Contractor's Geotechnical Inspector required on site full time during drilled shaft installation to complete the logs?

Full-time monitoring may or may not be required. The stated requirement is . . . "The Contractor's Geotechnical Inspector shall maintain construction method log during shaft excavation.

The log shall contain information such as:the description and approximate top and bottom elevation of each soil or rock material, level of water, and remarks." The Contractor's geotechnical inspector must be able to observe and document the above.

18 04/23/20 Appendix C -

Permit Documents

Referring to Appendix C water quality and USACE permits, it is not clear whether only the "cap" material placed in the CAD cell needs to be placed via tremie tube method, or all disposed material needs to be placed with a tremie tube.

Item 2 on page 3 of 3 of the water quality certificate seems to indicate all sediment needs to be placed in the CAD cell with a tremie tube. Page 2 of 6, Item 5. talks about point-dumping of barges.

Finally, the USACE Corps memorandum only talks about the cap being placed with a tremie tube. Please confirm if all material, or just the cap material needs to be placed with a tremie tube.

Only capping material is required to be placed into the CAD cell via a tremie pipe.

19 04/23/20 S-502 Drawings B1

Regarding the HDPE pipe sleeves, 40” OD pipe with 1” wall is not a standard pipe size in the US. Is there an identified source in the United States that can be provided? If not, is the intent to have custom size sleeves manufactured in the US or to source the

HDPE

internationally?

The Contractor is allowed to utilize a standard size HDPE pipe sleeve (i.e. 42" dia OD) or have the sleeves custom manufacturered to the size indicated on the project drawings. Note that if a standard size HDPE sleeve is utilized, the minimum grout fill at annulus shall be 1" as is currently shown on the drawings.

20 04/23/20 7

Appendix C - Permit

Documents;

Spec. 01 14 00

1.4.5

The language in the permit documents state that unconfined in-water excavation, dredging, filling or removal of debris or other material is prohibited in any year from February 1 to September 30.

Similar language is included in Specification 01 14

00. Since the language does not mention pile installation, please confirm that there are no in-water restrictions for the installation of piles and shafts.

The Time-of-Year- Restrictions do not apply to pile installation.

However, contractor must follow the requirements in the contract documents for turpidity curtains and turbidity monitoring.
