The purpose of this amendment is to provide the following:
1. Revision to RFP
1. Revision to RFP:
REVISION TO EVALUATION FACTORS FOR AWARD
Replace the previous Factor 1 with the below revised Factor 1. Revision is shown in bold italic font.
(1) Factor 1, Corporate Experience:
(i) Solicitation Submittal Requirements:
Submit a minimum of three (3) up to a maximum of five (5) relevant construction projects performed by the offeror that best demonstrates experience on relevant projects (similar in size, scope, and complexity to this RFP). For purposes of this evaluation, a relevant project is defined as:
Size: A final construction cost of $25,000,000 or greater.
Scope: Construction of reinforced concrete wharfs or pier structures.
Complexity: Relevant projects chosen by the offeror for evaluation should demonstrate experience with each of the following elements:
Controlled demolition of reinforced concrete waterfront structure;
Installation of drilled piles with rock sockets utilizing equipment mounted on barges operating in open water.
(note: construction of micropiles does not satisfy this Element);
Steel pile supported pier/wharf construction;
Installation of industrial grade mechanical and electrical utility services and controls
Offerors are not required to demonstrate experience with all individual elements of complexity in each submitted project;
experience may be demonstrated collectively through all projects submitted meeting size and scope.
Projects submitted for the offeror shall be completed within the past ten (10) years from the date of issuance of this RFP.
Experience of proposed subcontractors will not be considered. Furthermore, the offeror’s experience as a subcontractor will not be considered.
A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather offerors shall submit the work performed under a task order as a project. Projects which are not complete as of the date of issuance of this RFP shall not be considered by the SSEB.
The attached Construction Experience Project Data Sheet (Attachment C) is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided pages (or two (2) single-sided pages).
N40085-20-R-0037
For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e., unique features, area, construction methods).
If the offeror is a Joint Venture (JV), relevant project experience shall be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture members. If projects are submitted for the Joint Venture members, the projects must demonstrate the meaningful involvement of all parties of the Joint Venture (JV). Offerors who fail to submit experience for all Joint Venture members and who fail to demonstrate the meaningful involvement of all Joint Venture members will be rated lower. Offerors are still limited to a total of five (5) projects combined. For a JV, the offeror shall submit the signed JV agreement. For 8(a) Mentor-Protégé Joint Venture, the offeror shall submit the signed and U.S. Small Business Administration (SBA) approved Mentor-Protégé agreement.
If an offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.
(ii) Basis of Evaluation:
The basis of evaluation will include the offeror’s demonstrated experience and depth of experience in performing relevant construction projects as defined in the solicitation submittal requirements. The assessment of the offeror’s relevant experience will be used as a means of evaluating the capability of the offeror to successfully meet the requirements of the RFP. The Government will only review five (5) projects total. Any projects submitted in excess of the five (5) for Corporate Experience will not be considered. An offeror that does not submit a minimum of three (3) relevant projects as defined above will receive a rating of “Unacceptable” and will not be eligible for award.
Offerors that demonstrate the following additional experience in relevant projects as defined above may be considered for favorably than those that do not:
Experience with large size pile supported, reinforce concrete industrial pier construction with a final construction cost of over $40 million.
