1.0 PROJECT DESCRIPTION BUILDING 178 BAY 2, North End, And South End – Prepared

Design/Engineering Documents, Procure and Install high-density storage system equipment (Narrow Aisle Rack and Lift Truck Retrieval Systems to optimize storage in these areas). From the existing building systems provide utilities for power, fire suppression, fire alram, and any required building structural modifications for the equipment to meet the UFC, pertaining codes, and equipment manufactures requirements. Existing concrete floor and trenches will need to be repaired and/or modified to meet the flatness requirements of the storage system lift trucks.

Remove the existing stacker and supporting utilities on the north end of Bay 2 to the extent needed to support the installation of the proposed equipment and storage systems.

OPTION 01: Price Design, Procure, Installation, and provide utilities for a fire suppression pump “fire pump” if determined to be required by the designer of record to support the requirements of the rack systems to be procured and installed. Include fire alarm modifications, electrical utilities, concrete floor modifications and other modifications and proposed work to meet the requirements of the system if required.

All control systems (including systems separate from an energy management control system) must be designed, acquired, and executed in accordance with DoD Instruction 8500.01, DoD Instruction 8510.01, and as required by individual Facilities Engineering Command (FEC) or installation implementation policy.

Incorporate ICS Security Controls located in NIST 800-82, Appendix G, Table G-1.

A10 FOUNDATION

Existing soil, rock, and floor conditions are generally described by the included record drawings, SW‐60‐189, and 178‐10‐323 (See Part 6 of the RFP). Note, the actual field conditions could vary from these records. It is the contractor’s responsibility to confirm any conditions that are relevant to the contractor’s design.

A20 BASEMENT CONSTRUCTION - NA

B10 SUPERSTRUCTURE

The structural design of the stacking storage system including the system itself and its connection to the building must meet the provisions of IBC 2018, ASCE 7‐16 as modified by the DoD Building Code, UFC 1‐200‐01. In addition, the stacking storage system must meet the design requirements of

ANSI/RMI MH16.1. Where conflicts occur between these documents, the order of precedence between these documents is a follows: UFC 1‐200‐01 will govern, followed by IBC 2018, followed by

ASCE 7‐16, followed by ANSI/RMI MH16.1.

The Government has no objection to the contractor connecting the stacking storage system into the existing building columns or anchoring the stacking storage system into the existing floor (or a combination thereof) provided that the contractor’s Designer Of Record can show that such a connection will not cause the building to have unsatisfactory performance during wind or seismic events, and provided the connections do not prevent the building or other existing components within the building from functioning as they did prior to the stacker installation.

C3020 FLOOR FINISHES

Existing slab is to be the finished floor. This floor must be leveled as necessary to meet the fork truck manufacturer flatness requirements. Some information regarding existing floor flatness has been provided as an aid in bidding, however it is the contractor’s responsibility to perform any needed survey’s, measurements or remediation to ensure the floor flatness meets the chosen fork truck manufacturer’s flatness requirements. These flatness requirements must be met in all areas of fork truck travel as defined on the contract drawings.

Floor Repair: Based on a review of existing conditions, it is anticipated that some localized

Contractor to anticipate the need to provide 250 sq. ft. of localized floor repair which must be done in a way that meets the flatness requirements discussed above when applicable. For areas outside of the defined area of fork truck travel the repairs must be made such they are flush with the existing floor surface using industry practices for level concrete surfaces. Floor repairs must be made in a way so as to prevent tripping hazards from occurring as a result of the floor repairs.

D4010 FIRE ALARM AND DETECTION SYSTEMS

Existing fire alarm is a Simplex 4100 addressable fire alarm system.

Provide audio/visual Notification Appliances and circuit wiring as required based on ABA consideration for hearing impaired individuals and equipment layout.

Provide initiation circuits from ASRS system as required per equipment manufacturer’s criteria.

Provide auxiliary control circuits as required by manufacturer from the FACP. (Ex., Automatic equipment shutdown or equipment recall.)

D4020 FIRE SUPPRESSION WATER SUPPLY AND EQUIPMENT

Provide fire protection design and engineering services in accordance with UFC 3-600-01 (Fire

Protection Engineering for Facilities), and UFC 3-601-02 (Operation and Maintenance:

Inspection, Testing, and Maintenance of Fire Protection Systems), as well as all other applicable National Fire Protection Association codes/standards not covered by these references. Provide Sprinkler Protection for the Bldg 178 High Rack Stacker in accordance with NFPA 13 for rack storage for Class IV; unencapsulated commodities stored over 25 feet. Modification of the ceiling level sprinklers will be necessary to comply with the storage requirements of NFPA 13. Locate system risers within weather-protected spaces. Provide hydraulic calculations for the hydraulically most remote area; calculations must account for the flow and pressure demands at each discharge node leading to the system demand at point of connection to available water supply. Fire and life safety requirements must be considered and addressed for facility design.

Confirmation of the fire protection scope must be obtained from the NAVFAC Fire Protection Engineer prior to submitting a fee proposal.

a) Projects that require specifications in Division 21 and/or Division 28 fire alarm/mass notification systems of the UFGS and projects defined by UFC 3-600-01 as a “Major Project” must have a qualified fire protection engineer (QFPE) responsible for the associated design services. The QFPE is responsible for preparing the fire protection design analysis, calculations, specifications, and drawings, including Life Safety Plans, Code Compliance Site Plan, Code Summary Sheet, etc., to complete the fire protection design. A letter of certification must be submitted by the QFPE with the Final Design submission attesting that the fire protection features discussed in the fire protection design analysis have been completely and accurately incorporated into the project’s design for every architect-engineer discipline.

1) For Navy projects, a qualified FPE is defined as a registered professional engineer (P.E.)

who has passed the fire protection engineering written examination administered by the National Council of Examiners for Engineering and Surveys (NCEES).

b) Conduct water flow tests in accordance with NFPA 291 to determine water supply availability and to analyze adequacy of water supply in meeting fire flow and/or fire water demands stipulated in UFC 3-600-01.

d) Fire Detection, Alarm and/or Mass Notification System Plans: Provide performance criteria and depiction of obstructions, elevation changes, ceiling height, ceiling pattern, and type for the construction contractor to layout the detection and initiating devices and notification appliances. Do not layout initiating devices and/or notification appliances on design drawings. Provide sequence of operation and control matrix for system operation

Provide wet pipe automatic sprinkler protection for complete coverage throughout the proposed High Density Storage System Equipment.

D50 ELECTRICAL

The electrical design must comply with the design criteria specified in UFC 3-501-01, Electrical Engineering, and its referenced documents.

D5010 ELECTRICAL SERVICE & DISTRIBUTION

Power source is 480V, 3Ø, 60 Hz, 3-Wire + Gnd. solidly grounded WYE. Please note that 277 volts is not allowed (neutral prohibited). The electrical source shall originate from LP4M2 in the BLDG 178 Electrical Room. In addition, general lighting, outlet and other appliance circuits shall originate in sub-panel board RP2M2.

Provide an insulated equipment grounding conductor in all raceways for systems operating at greater than 50 volts.

D5020 LIGHTING & BRANCH WIRING

Existing lighting in the high bay area shall be utilized except as modified to ensure adequate illumination around the ASRS per UFC 3-530-01.

Provide lighting and general purpose receptacles throughout all spaces as required from manufacturer recommendations.

Provide transient Surge Protective Devices (SPDs) in panel board RP2M2.

Provide additional feeders/branch circuits to serve HVAC loads as required. Source power from

LP4M2/RP2M2.

All specialty equipment will be installed by qualified installers regularly engaged in installing the specialty equipment.

The design and documentation of the equipment will be funded as part of the construction contract. The general contractor must be responsible for coordinating equipment design requirements with the end user, providing equipment specifications, and procurement and installation of equipment. The construction contractor is responsible for the installation of equipment requiring a hard connection (fire protection, hardwire, venting, etc.) to the building and any other modifications to the building to ensure the equipment is installed to specification.
