B178 High Density Storage System DB BID RFI’s 06/15/2020

RFI SET 1 CCI

1. Is there a preferred/recommended manufacturer for the Narrow Aisle Turret Truck and Narrow Aisle Reach Truck? Was a specific manufacturer's products used to derive Section 11 54 01 paras. 2.2.1 and 2.2.2? RESPONSE: C980 ERIC J Yes; Linde was used.

RFI SET 2 CCI

Demolition – Existing Stacker System:

1.) Please confirm the floor is strong enough to support (2) LULLS and or Crane(s) for the demo of the existing stacker system? RESPONSE: NAVFAC JON R The floor system as described in the record drawings provided in the RFP consists of a 6” concrete slab which lies under a 3 1/2” reinforced concrete topping slab (total concrete thickness is ~9 1/2”). See Drawing Typical Concrete Section (Section 1) on drawing 178-10-323 which has been included as a part of RFP Part 6. This building in general is frequently subjected to industrial operations which include fork lift traffic, heavy palletized loads, etc. and we don’t have any acute concerns about the use of this equipment in the area, however the Government is not in a position to provide any expressed, broadly defined approval for the use of high capacity lifting and handling equipment. The contractor will need to evaluate the capacity of this floor based on its known attributes and the specific requirements of each chosen piece of equipment. Load spreading devices should be employed where concentrated equipment loads might cause damage to concrete floors (i.e. under out-riggers, etc.).

2.) Please confirm the Navy wants the existing stacker system to be dismantled, removed, and disposed of in its entirety? (If the Navy is looking to re-purpose this system, that will require a completely different dismantling/ staging/ demo process). RESPONSE: C980 ERIC J. Yes, the existing stacker is to be removed by the contractor, Government will NOT be taking possession of the dismantled equipment.

3.) NA

4.) Please identify the staging zone as the stacker system is being dismantled. RESPONSE: NAVFAC

ROB W Area for demo is depicted on AD101.

5.) As we are dismantling the stacker system, can we work on the concrete floor on the South side in parallel? RESPONSE: NAVFAC ROB W If the Government schedule and the contractors schedule align then work can commence in parallel. B178 South Side of Bay 178 will not be available until after the completion of the Learning Towers Project. For scheduling purposes access to the South Side area would not be available until the second week of November.

6.) Regarding MEP’s:

a. Where will be the staging and dumpster location for MEP demo materials? RESPONSE:

NAVFAC ROB W Contactors Laydown Areas have been depicted in the drawings provided; AD101, A101, & A102. ACCESS (by the Government) to the office space on A101 (North of the stacker) will be maintained though construction.

b. Are there any security, sensors, alarms, IT, emergency lighting, etc.. in existing stacker system? RESPONSE: NAVFAC ROB W Existing Stacker has fire suppression that needs to be removed as part of the contract. No Special Sensors or alarms are located in the stacker system. Emergency lighting will need to verified as part of the Design Build aspect of the contract.

Demolition – Existing Space:

1.) What are the air quality requirements inside the containment area? RESPONSE: NAVFAC ROB W B178 is an occupied building, air quality is to be upheld to meet the requirements to maintain an occupied facility.

2.) Are there any certifications required on any of the disposed materials? RESPONSE: NAVFAC ROB W None known at this time.

3.) Please confirm existing fire pump system is inadequate to support proposed new system?

RESPONSE: NAVFAC MIKE McC./ PATRICK B. This is the responsibility of the design build contractor. Information on the existing fire pump is provided in the RFP. This RFP requires the contractor to provide protection for the new stacker given the commodity stored in the stacker, the fire pump curve, sprinkler as-built drawings, and recommendations that the existing sprinkler system will require modification.

a. If not, then is existing fire pump room large enough to support new pump requirement?

RESPONSE: NAVFAC MIKE McC./ PATRICK B. This is the responsibility of the design build contractor. Information on the existing fire pump is provided in the RFP. This RFP requires the contractor to provide protection for the new stacker given the commodity stored in the stacker, the fire pump curve, sprinkler as-built drawings, and recommendations that the existing sprinkler system will require modification.

4.) Who is the Base’s fire alarm company/ preferred manufacture of equipment for this area?

RESPONSE: NAVFAC MIKE McC./ PATRICK B. Existing Fire Alarm system in Bldg. 178:

Addressable Fire Panel is Simplex 4100 with Simplex Transponder panels that send alarms to a King-Fisher (KFRTI-8S) Transmitter Panel. The King-Fisher Transmitter then send alarm to the King-Fisher system located in Bldg 29 Dispatch center. Electrical companies Yates Electric and Boulos have installed most of the new fire alarm systems. Navfac personnel maintain the S/Y Fire Alarm System.

5.) Please provide paint requirements and spec documents. RESPONSE: C980 ERIC J Commercial standards acceptable; no lead, no chromate. NO YELLOW, except for fork truck.

Electrical:

1.) Is there adequate supply service in the area? RESPONSE: NAVFAC EMILY C: Yes

2.) Is the building light layout part of this scope of work? RESPONSE: NAVFAC EMILY C: yes if the new design effects the lighting levels below UFC requirements.

a. Are there any modifications to the existing lights currently above stacker system to be removed/ modified/ replaced? RESPONSE: NAVFAC EMILY C: No

b. Are there any modifications to the existing lights currently above new proposed system to be removed/ modified/ replaced? RESPONSE: NAVFAC EMILY C: No but lights levels around the new storage system shall meet UFC standards

3.) Are there any convenience outlets required as part of the new building layout? RESPONSE:

NAVFAC EMILY C: Yes

Fencing:

1.) Please provide fence specifications/ requirements. RESPONSE: NAVFAC ROB W SEE Attached Specification Section 10 22 14 Interior Chain Link Fences and Gates from the installation of the fence in 2019. All fasteners are to be secured by tac welds and top bar is to be replaced by a wire.

2.) We believe that (2) gates need to be relocated as part of this project: RESPONSE: NAVFAC ROB W: One Gate/Door Access to be relocated. Relocation of the existing or installation of new and removal of existing is also acceptable.

a. What is the gate access specification? RESPONSE: NAVFAC ROB W: SEE Attached ASI 002 Dated 14 JAN 2019 from installation of the original contract for reference. DOOR:

Provide HM frame and badged entry door relocated or match to the existing. The door will open out and be provided with a badge reader (routing, hardware, and programing to be provided as the existing) Door hardware to be relocated or match existing. Provide tamper proof hinges or security hinge pins. Provide metal vision frame with security grille (Anemostat SL-IS or Approved Equal) at door glazing. Paint frame and grill to match door finish and adjacent door. Provide translucent window film (3M FASARA or Approved Equal) on door glazing on secured side of the door.

IT/ Security:

1.) Are there any IT requirements we should be aware of? RESPONSE: C980 ERIC J NO.

a. WI-FI ? NO

b. Teledata ? NO

c. WMS Systems ? NO

d. Security protocols ? Fenced in Secured area is to be maintain through the project.

Security Protocols are to reestablish the badge reader access controls for the one relocated access door.

Fork Trucks: WILL ASK….

1.) Will 3,000-pound loads be lifted to the top beam height? RESPONSE: C980 ERIC J No. It is expected/understood that forklift capacity will decrease as height increases.

2.) Can we find out exact load dimensions? RESPONSE: C980 ERIC J Load dimensions vary widely;

this is a general purpose stacker. Vast majority of loads are 40x48”. Endcap loads are larger, as reflected in the design drawing.

Pallet Racking:

1.) What type of pallet is being stored? RESPONSE: C980 ERIC J 40x48” max footprint wood pallet;

40x48” plastic tub pallet, 24x36” mini plastic tub pallets.

2.) What is pallet made of? RESPONSE: C980 ERIC J Wood and plastic; some steel skids custom made.

3.) Can we get a MSDS sheet for the pallet, contents in/ on the pallet and any packaging that is used with the pallet? This has impact on sprinkler system sourced… RESPONSE: C980 ERIC J Contents and packaging vary widely; no hazmat is stored; plastic wrapping is polyethylene; but not frequently used. Most pallets and storage tubs are plastic or wood.

4.) What are the dimensions of the pallet? RESPONSE: C980 ERIC J 40x48”

5.) What are the dimensions of the items to be stored, height, depth, and width? RESPONSE: C980

ERIC J Load dimensions vary widely; this is a general purpose stacker. Vast majority of loads are 40x48”. Endcap loads are larger, as reflected in the design drawing.

6.) Is there a max allowable pallet rack overall height? RESPONSE: C980 ERIC J North stacker may run clear up to ceiling. South stacker may not exceed 55’ above floor level due to crane clearances. This will include fire suppression.

7.) Please clarify Area’s identified as 9,10, & 12 – Are these area’s to be (4) Levels, 10’ clear between all levels and 6,000 lbs. capacity per level? RESPONSE: C980 ERIC J Yes for Areas 9 and

10. Area 12 is identical to Area 11.

8.) Can we receive CAD Drawings of existing? RESPONSE: C980 ERIC J Yes after award.

Flooring & Trenches:

1.) Engineering design of covers:

a. Please provide cross section drawing of utility trenches. RESPONSE: NAVFAC JON R See included drawing 178-13-420. Please note, this drawing has been included as a good-faith courtesy to the contractor. The Government cannot anticipate all of the needs of the designer, and is not in a position to provide all of the designer’s needs upon request. It is expected that the Contractor’s designer will access the Government’s drawing vault in order to obtain any additional needed information for the purposes of formulating a bid proposal, or completing the design work.

b. The forklift will be traveling over the trench covers as it pertains to weight and the wire guided system. Are we to design the removable utility trench covers? RESPONSE:

NAVFAC JON R If it is determined by the Designer of Record of this contract that the existing trench covers are not suitable, then yes, the expectation would be that the design of a new suitable trench cover (or modifications to the existing trench cover) would be provided in order to obtain complete and useable design

c. Please confirm that any potential modifications to existing trench utilities and the construction of the trench itself is not within the scope of this project. RESPONSE:

NAVFAC JON R It is not the explicit intent of this contract scope of work to include modifications to the existing utilities or trench walls, however it is expected that the contractor will provide a complete and usable product which will likely involve some level of modifications to this area. These modifications might possibly include trench cover redesign, trench infill, trench struts, brackets or other reinforcements. Any such additions/reinforcements (in-fill, struts, brackets,etc.) must be designed to be reversible (i.e. removable) without causing damage to the existing utilities. If trench infill is selected by the designer, the Government requires that 6 (six), 6” diameter empty conduits be placed within the infill in order to allow for future utility placement throught the infill without need for replacing the infill. See supplied drawings 178-13- 420 and 178-13-362 for more information.

2.) What is the new concrete floor sealing/ finish surface expectations/ requirements? RESPONSE:

NAVFAC JON R There are no explicit requirements other than they be finished in order to meet the requirements of the fork-truck/material handling manufacturer’s requirements in order to support proper operation of the material handling equipment.

a. Does this pertain to aisle’s, under rack square footage, trench covers, and/or the entire work zone? RESPONSE: NAVFAC JON R As required by the material handling equipment manufacturer.

3.) Bldg 178 Storage Racks – Structural Record Drawings & Floor Flatness Testing:

a. RFP gives coordinates on sketches where testing was done but no reference on building drawing. Is it where the existing racking in Bay 2 or Bay 3 where new slab was installed?

RESPONSE: NAVFAC JON R These flatness tests are not for the exact areas currently being considered. They have been provided as general information in order to roughly characterize the existing floor flatness conditions. The expectation is that the designer/contractor will conduct additional floor flatness measurements in the necessary areas in and around the stacking storage systems in order to ensure the floor flatness meets the material handling equipment manufacturer’s requirements.

Schedule:

1.) Is and extension to the Bid due date possible? RESPONSE: NAVFAC ROB W: NOT AT THIS TIME

2.) Project duration: Current milestone schedule doesn’t show space clear until 135 days after award, leaving only 45 days for all site work? (Based on the current milestone schedule, this project may be impossible to complete successfully). RESPONSE: NAVFAC ROB W: BAY 3 NORTH AREA will be ready for turn over to the contractor NLT 10 SEP 2020. BAY 3 SOUTH ARAE will be ready for turn over to the contractor (with escorts) NLT 13 NOV 2020.

P&S CONSTRCUTION RFI #01

1. Per the design, the storage height will be maximum of 54 feet. Existing stacker was limited to storage at a maximum of 40 ft based on the lack of criteria for rack storage under ceilings greater than 50 feet. What design criteria should be used for the in-rack sprinklers? Neither NFPA nor FM Global have any criteria for storage on this height under ceilings greater than 55 feet. RESPONSE: NAVFAC MIKE McC./ PATRICK B. NFPA 13 contains requirements for Storage Greater than 25-feet and contains requirements where the clearance between the storage and the ceiling is greater than 10-feet.

2. Is the water supply from the fire pump and the northwest riser adequate for the new higher racks? RESPONSE: NAVFAC MIKE McC./ PATRICK B. The fire pump curve and sprinkler as-built drawings are included in the RFP.

3. Does the design for the sprinkler system for the racks at the south end of Bay 2 anticipate the supply from the fire pump or the street directly? RESPONSE: NAVFAC MIKE McC./ PATRICK B.

This is the responsibility of the design build contractor. Information on the existing fire pump is provided in the RFP. This RFP requires the contractor to provide protection for the new stacker given the commodity stored in the stacker, the fire pump curve, sprinkler as-built drawings, and recommendations that the existing sprinkler system will require modification.

4. What is the commodity expected within the rack storage? This is needed to determine the hazard level. RESPONSE: NAVFAC MIKE McC./ PATRICK B. This is included in Part 3 D4020 of the RFP.

5. Does the rack spacing account for emergency lighting and fire alarm attached to the racks?

RESPONSE: NAVFAC ROB W: Final rack spacing and inclusion of requirements will be determined by the DOR as part of the Design Build Process.

6. Have the egress paths been reviewed to confirm that the proposed locations do not adversely affect the paths of travel? RESPONSE: NAVFAC MIKE McC./ PATRICK B. As part of the RFP development, NAVFAC reviewed the preliminary location for means of egress from the exsisting areas of the building. As part of the RFP, the QFPE is responsible for preparing the fire protection design analysis, calculations, specifications, and drawings, including Life Safety Plans, Code Compliance Site Plan, Code Summary Sheet, etc., to complete the fire protection design. The final location of the stacker and associated egress paths review are the responsibility of the QFPE.

7. Note that existing Bay 2 bridge crane has rail stops on the south side of the existing Bay 2 north stacker. That condition remains unchanged by construction; bridge crane must pass above south stacker but not north stacker. RESPONSE: NAVFAC ROB W: Assumption stated is correct.

8. What are required weight capacities of racks? I.e., total of all stored items and individual max load that would be handled at one time. Similarly, what quantity and physical dimensions of pallets must each system accommodate?

a. Is north required to accommodate 1,500 pallets? RESPONSE: C980 ERIC J Approximately, greater capacity is preferred if possible.

b. Is south required to accommodate 540 pallets? RESPONSE: C980 ERIC J Approximately;

total capacity may vary +/- 5%

c. Pallets are 48”x45”? RESPONSE: C980 ERIC J No, 48x40.

d. Each pallet is 6,000lbs? RESPONSE: C980 ERIC J No, 3000 pounds.

9. What clearances need to be maintained during and following construction. E.g., must a 12-ft-wide travel aisle be maintained at the south stacker during construction? RESPONSE: NAVFAC ROB W: 12’ Travel Aisle is to be maintained and coordinated though the CM. This is shown on A102.

10. Scope requires relocating a personnel door on the west side of the fence near the south stacker.

what restrictions affect this work? E.g. must a temporary fence be erected around the work area and ‘certified’ as the new boundary or will the security boundary be disestablished for a period of time? RESPONSE: NAVFAC ROB W: Security boundary must be maintained. Outages and security escorts may be coordinated with the CM but will not be permitted to extend past regular PNS business hours or beyond a maximum of three business days. If SOW is expected to take longer or cannot be secured at the end of the day, temporary boundaries should be established.

11. Please confirm is SHPO approval is required for any part of the project including but not limited to historical railroad. RESPONSE: NAVFAC ROB W: SHOP, Cultural Resource, and EV Concurrence has been received for this SOW.

12. Concurrent projects affecting work, if not addressed in scoping docs RESPONSE: NAVFAC ROB W: Completion of the Learning Towers on the south end of Bay 3 is to be no later than the 01 NOV 2020. Bay 3 Learning Center Project is planned to start on the north end of Bay 3 MARCH 2021. Access though the West Overhead Door will need to be coordinated with the CM of this project and other active projects on the Exterior West Side of B178.

13. Who is responsible for clearing the existing items out of these spaces? RESPONSE: NAVFAC ROB

a. Existing north stacker in Bay 2 north. RESPONSE: NAVFAC ROB W PNS

b. Bay 3 north, which is presumably temp home of Bay 2 north’s current contents

c. Bay 2 south RESPONSE: NAVFAC ROB W PNS Similarly, who moves temp stuff in Bay 3 north back to new stacker in Bay 2 north? RESPONSE: NAVFAC ROB W PNS

15. Material preference for self-level concrete RESPONSE: NAVFAC JON R No preferences provided the resulting product meets the Design Build RFP requirements.

16. What is basic of design for stacker system RESPONSE: C980 ERIC J Ridg-U-Rack and Linde VNA turret truck requirements.

17. If follow up question are required will NAVFAC grant additional 7days after response has been posted. RESPONSE: NAVFAC ROB W Bid due dates will remain unchanged.
