About this file
This amendment modifies a solicitation for Package 7 of facilities recovery projects at Marine Corps Air Station New River in North Carolina. The package includes replacement projects for a classroom building, bachelor enlisted quarters, CH-53K maintenance hangar, and C-12W aircraft maintenance hangar.
The amendment provides clarifications to HVAC specifications. For buildings under 60 tons of cooling load, constant primary pumping is required. For loads over 60 tons up to 160 tons, constant primary variable secondary pumping is specified with primary pumps per chiller. Loads over 160 tons also use constant primary variable secondary but with two primary pumps per chiller. Pump arrangements and standby requirements are defined based on building size. Chillers for loads over 160 tons are to be split evenly among multiple units.

Continuation Page
On RFP, Part 3a, P378F CH‐53K Maintenance Hanger Replacement, Section 6 Engineering Systems Requirements, ESR D30 HVAC, Section D303001
Replace the first two paragraphs with:
Provide multiple independent high‐efficiency air‐cooled chillers for each squadron. Where space allows, evaporators are preferred to be Shell and Tube type due to water issues local to MCB Camp Lejeune. Evaporators must be provided with factory‐installed electric freeze protection.
Provide constant primary/variable secondary pumping systems on single chiller systems greater than 60 tons and on multiple chiller systems. Primary pumping may be used only on single chiller systems less than 60 tons. Keep flow through the chiller constant; do not use variable primary flow. A buffer tank must be provided on all systems to provide thermal inertia. Provide multiple chillers for each squadron where loads greater than 160 tons with each chiller sized for 50% of the total squadron cooling load.
On RFP, Part 3a, P378F CH‐53K Maintenance Hanger Replacement, Section 6 Engineering Systems Requirements, ESR D30 HVAC, Section D304006
Replace the first two paragraphs with:
For buildings with less than 60 tons of cooling load, provide a constant primary pumping system to serve the HVAC chilled water equipment throughout the facility. For buildings with more than 60 tons of cooling load, provide a constant primary/variable secondary pumping arrangement with a single primary pump per chiller for each squadron. If only one chiller is utilized for each squadron provide two primary pumps for each chiller. Each pump must be sized for 100% flow. For buildings with more than 160 tons of cooling load, provide a constant primary/variable secondary pumping arrangement with two primary pumps per chiller. In all cases, keep flow through the chiller constant.
For building less than 160 tons, provide a single secondary pump per chiller for each squadron. If only one chiller is utilized for each squadron provide two secondary pumps for each chiller. Each pump must be sized for 100% flow.
For buildings with more than 160 tons, provide three secondary pumps, for each squadron, each sized for 50% of maximum squadron flow. Two pumps must operate as duty pumps and the third must act as standby. Provide a control sequence to rotate pump duty/standby assignments monthly and equalize running hours.”
