AMENDMENT 0008
On RFP, Part 3a/3b/3c/3d (all projects), Section 6.0 Engineering System Requirements, ESR D30 HVAC, General System Requirements
Revise the following paragraph to read, “Provide corrosion protection for ALL exterior HVAC equipment, including air-handling units (AHUs), heat exchanger coil surfaces, equipment casings, air-cooled water chiller coils, heat pumps, and air conditioning units that are exposed to the weather. Corrosion protection is also required on HVAC equipment within buildings that are subject to the outside weather conditions. Specifically, equipment requiring protection is defined as the first HVAC equipment (unit coils) met by the outside air in the supply air ductwork system. The corrosion protection must meet or exceed the requirements of a 6000 hour salt spray test in accordance with ASTM International (ASTM) B117. The specified capacities on the plans and specifications must be the capacities after the required corrosion protection coatings are applied. Specify manufacturer's standard off-the-shelf anti-corrosion options for "coastal" or "sea coast" installations that meet or exceed the requirements stated above.”
On RFP, Part 3a/3c (CH53K & C12W Hangar projects), Section 6.0 Engineering System Requirements, ESR D30 HVAC, D304007 Exhaust Systems
Revise the following paragraph to read, “Provide factory painted finishes that are designed for 6000-hour duration test for outside equipment and for equipment bringing in outside air.”
On RFP, Part 3b/3d (BEQ & CNATT Projects), Section 6.0 Engineering System Requirements, ESR D30 HVAC, D304007 Exhaust Systems
Add the following paragraph, “Provide factory painted finishes that are designed for 6000-hour duration test for outside equipment and for equipment bringing in outside air.”
On RFP, Part 3c, ESR A10 Superstructure, Section A1010 Standard Foundations
Revise the following sentence to read, “Surcharge material, if required, must remain in place for a duration as directed by the Contractor’s geotechnical engineer.”

Space Tabulation
(P707 BEQ) The Space Tabulation table for Marine Corps 2+0 Room lists Unit SF (Net) as “257.” FC 4‐721‐10N Section 5‐3 Marine Corps 2+0 Room “Net Living/Sleeping Area" indicates "180 ft2 (16.7 m2) is the required MINIMUM size per bedroom", and Section 5‐3.1 “Personal Closets" indicates "22ft2 (2m2) Net area required ‐ Provide at least one (1) closet for each resident."
Based on the required net living/sleeping area, the net personal closet area, and the remainder of the required unit spaces in Figure D‐6 Marine Corps 2+0 Room (Interior Access), the net square footage exceeds the Net SF listed in the RFP. Please confirm if the unit spaces can be reduced to reach the RFP net square footage and if so what percentage can they be reduced.
See response to PPI #397 and amendment to the space tabulation form to show the 2+0 unit net SF maximized within the SF max requirements of the 1391. Final building space sizes to be coordinated with users during project design.

(P707 BEQ) Chapter 5 "Room Requirements: Bunk ‐ 2+0 Room, B202001 Exterior Windows" indicates “Provide windows for natural light emission. Window area shall be a minimum 30% of the exterior wall surface.” FC 4‐721‐10N Figure D‐6 indicates a window of approximately 4 feet wide based on the scale given, but there is no indication of the height. Please confirm that “Exterior Wall Surface” refers to the linear dimension (width) of the exterior wall within the unit and not the entire area (room width times the interior ceiling height) of the exterior wall within the unit.
Concur that 30% of the exterior wall does not match Figure 6. Howevever, window SF based on 30% of wall area can be achieved and is required per FC 4‐721‐10N, section 3.19. There is no indication in the FC that the 'exterior wall surface' should refer to the linear width of the ext wall vs the entire area of each unit. Bid per RFP direction.

3.2.10
(P695 CNATT) In accordance with 3.2.10 we are to tie our stormwater system into the existing system along McAvoy Street. Can we assume that the system is sufficiently deep enough for drainage from both sides of McAvoy to flow by gravity? The utility drawing provided on Volume 1 sheet 2502 of 2523 does not indicate existing storm sewer invert elevations.
Are there any limitations on size of pipe we can utilize when tie‐ ing into this system? Are there any limitations on flow rate at the point of tie‐in?"
A utility survey will need to be performed following award to determine the inverts and capacity of the existing storm drain system. For bidding purposes assume system is adequately sized for P695 project and gravity connection can be made.
452 4/29/2020
Can the P707, P728, and P695 projects be constructed concurrently with the P378 Infiltration Pond?
The P378 and P707 construction can be performed concurrently with the infiltration BMP construction. P695 and P728 must follow the approved permit requirements, once determined.

(P378, P728) Para C3020 Floor Finishes indicates the 3‐coat fuel resistive epoxy coating system to have a "decorative flake broadcast system appropriate for use as indicated." The 3‐coat system is specified for all corridors and for various 2nd floor spaces in the P378 CH‐53K Hangar. In our experience the flakes cause difficulty in identifying small parts on the floor. Can the Government please confirm they desire use of flake in the 3‐coat epoxy flooring system?
Yes, use flake in 3‐coat epoxy flooring system.
454 4/29/2020 (P378, P695, P7070, P728) The original RFP documents and Amendment 05 contain conflicts regarding which projects are required to implement site specific BMP measures and which projects can instead deduct stormwater credits from the P378 Stormwater Infiltration Pond. Will the Government please clarify?
P728 project would require its own storm water BMPs. P695 and P707 will utilzed credites associated with the new stormwater pond.

A1010
(P378, P695, P707, P728) Paragraph A1010 "Standard Foundations" indicates "Cast in place concrete slabs on grade post construction total settlement due to permanent loads shall be limited to 1/2 inch." It is the professional opinion of our structural and geotechnical design team that this criteria is unusual in the industry and will lead to excessive cost in construction of the foundation system for these facilities. Given the geotechnical data provided in the RFP, limiting total settlement to a maximum 1/2 inch would impact both cost and schedule by either requiring construction of a structurally supported slab at grade or by placement and monitoring of surcharge that would add a minimum 90 days to each project's construction duration. USACE EM 1110‐1‐1904 Settlement Analysis para 2‐2 states that total settlement should not exceed 2 inches for most facilities, and that a typical specification for total settlement for commercial buildings is 1 inch. Para 2‐3 goes on to state that differential settlement should not usually exceed ½ inch. Will the Government accept a maximum total settlement value of 1 inch in lieu of ½ inch?

A1010
(P378, P695, P707, P728) Paragraph A1010 "Standard Foundations" states "The Contractor's Geotechnical Engineer is responsible for evaluating potential global settlement due to designed grade increases and final structural loads and must develop any settlement mitigation procedures needed to maintain global settlements within tolerable limits. Surcharge material, if required, must remain in place for a minimum of 90 days." The paragraph goes on to indicate "Cast in place concrete slabs on grade post construction total settlement due to permanent loads shall be limited to 1/2 inch." Without site specific soil dissipation testing results, it is not possible for the design team to determine the amount of surcharge needed nor the duration of surcharge loading to meet the stringent 1/2 inch maximum settlement criteria. This uncertainty and lack of technical data represent significant cost and schedule risks for both the Government and the contractor and will potentially result in large differences in bids amounts as some offerors may chance a more risky but economical approach to foundation design in order to drive their price down. In order to effect a level playing field among offerors, we recommend that the Government provide a separate CLIN for site surcharge at a specified depth and duration for each project, as well as a separate CLIN for providing a structured slab‐at‐grade vice unstructured slab‐on‐grade for each project. In this way, once full geotechnical investigations have been completed post‐ award, the Government could elect to award or decline these options with costs and benefits fully understood.

The geotechnical investigation reports provided in Volume 15 do not include this information.
In order for contractor's to make a consistent evaluation of the required surcharge amount and duration for each site will the Government provide soil dissipation values to assume for the subgrade soils at each site for bidding purposes?

[P728 C12W Hangar) Based on USGS topographical maps, the elevation of the existing taxiway immediately to the west of the hangar site is approximately 3+ feet above existing grade at the new hangar footprint. In order to accommodate the elevation of the adjacent apron, the finish floor elevation of the C12W Hangar will then need to be approximately 3+ feet above existing grade. Para 3.2.15.1 "Criteria for Bidding" states "surcharging with monitoring will be provided to address global consolidation settlement associated with site grading impacts in areas where finished site grade increases are more than 2 feet above existing grades." Para A1010 "Standard Foundations" states "surcharge material, if required, must remain in place for a minimum of 90 days." If deemed acceptable by the Contractor's geotechnical engineer based on field testing, will the Government allow the Contractor to proceed with construction of a 1st floor Structurally Supported Slab in accordance with A1040 without having to wait the 90+ days of monitoring the settlement of the fill required to meet finish floor elevation?

and beyond the limits of any undercut excavations, provided the material meets the project requirements. All soil material must exhibit the characteristics required to compact the soil to the density and performance specified for the intended locations.
Excavated on‐site soils will be reworked and amended (i.e. mixed with lime, cement, or blended with imported structural materials, etc.) as necessary to facilitate reuse as fill material." If deemed acceptable by the Geotechnical Engineer, will it be acceptable to use soils excavated from the Infiltration Pond project, modified if necessary, for deeper levels of fill placement required at the Airfield Apron up to a specified distance (e.g., 6 feet) below the bottom of new pavement base?
Bid per RFP; If there are suitable materials that meet the requirements of the RFP for reuse from required excavations to construct the infiltration basin, they may be reused
