About this file
This document contains an amendment to a federal solicitation for construction services. The amendment provides responses to contractor questions on Hurricane Florence recovery projects at Marine Corps Air Station New River in North Carolina. The recovery work includes replacement of a CNATT classroom building, bachelor enlisted quarters, a CH-53K maintenance hangar, and a C-12W aircraft maintenance hangar. The amendment requires acknowledgment of receipt prior to the proposal due date, which remains unchanged. It provides updates to specifications including requirements for stormwater management and disposal of surplus soils. The stormwater infiltration pond and pumping station must be designed, permitted and constructed first to support future construction projects.

On RFP, Part 3 – Overall Package 7 Project Program Description
Replace the fourth paragraph with the following:
“There are four separate Hurricane Florence MILCON projects at MCAS New River and included in this RFP. The projects are shown below and in the order of prioritization from highest to lowest priority.
1. P378F CH‐53K Maintenance Hangar Replacement The stormwater infiltration pond BMP must be the first scope element to be constructed; this BMP will support the stormwater requirements for all four of the projects in this RFP. A stormwater infiltration pond and pumping station design package is included in Part 6. The contractor will be responsible for the final stamped design and for updating the ‘Existing Permitted Areas’ section of the MCAS New River Stormwater Management BMP & Design (located in Attachment D.4) and obtaining the final permit from the State. Contractor will need to coordinate with NAVFAC and the environmental authority to determine what projects may be able to be constructed prior to or simultaneous to the stormwater infiltration pond BMP being constructed.”
On RFP, Part 3a P378F CH‐53K Maintenance Hangar Replacement, Paragraph 3.2.1.4 Stormwater Infiltration Pond
Replace the paragraph as follows:
“Existing trees will require removal to clear the site for pond construction. Perimeter Road and Canal Street will require pavement removal for utility installation from the pond to the pump house, unless a trenchless technique is utilized. Design guidance for the demolition associated with the pumping station and stormwater infiltration pond is included in Part 6 of this RFP.”
On RFP, Part 3a P378F CH‐53K Maintenance Hangar Replacement, Paragraph 3.2.2 Project Phasing The Stormwater Infiltration Pond will serve the western half of the Air Station. As a result, the Stormwater Infiltration Pond shall be designed, permitted and constructed as soon as practical, in preparation for future construction of P378, as well as other area projects. The Stormwater Infiltration Pond construction shall be complete, prior to construction of other area projects utilizing stormwater credits associated with the pond. MCAS New River, I&E has coordinated with NCDENR to allow concurrent construction of other portions of P378 while the Master Storm Water Featured is under construction.
On RFP, Part 3a P378F CH‐53K Maintenance Hangar Replacement, Paragraph 3.2.3.4 Stormwater Infiltration Pond
Replace this section with the following:
“The site development limits for the stormwater infiltration pond and associated pumping station project are identified in Figure 6 above. The design for the pumping station and stormwater infiltration pond was found to “meet the intent of the agreement between Camp Lejeune and DEMLR for the design and overall state stormwater permitting approach for MCAS New River” in 2014 and is included in Part 6, Attachment D.4 through D.4C of this RFP. Contractor to provided final stamped construction documents, obtain required permits and complete construction for the infiltration pond and associated pumping station. Contractor to construct the bottom of the pond per the Part 6 design drawings to ensure the pond infiltrates into the ground and does not become a wet basin at final build out.
The Contractor is responsible for filing and obtaining the Stormwater Management Permit (see permit forms in Part 6 of this RFP). The Base has worked with the State and received a letter of understanding for this stormwater design. The design intent of the infiltration pond is to capture stormwater for the western half of the air station and treat it in the infiltration pond. This pond will be associated with stormwater credits that can be applied to construction projects within the Base. The Base has worked with the State in determining a basis for identifying available stormwater credits associated with the construction of the infiltration pond and how credits will be deducted with the various construction projects on Base. The Contractor is responsible for reporting increase in impervious area of the projects in this contract to the Base for storm water credit deduction. Part 6, Attachment D identifies existing permitted areas within the proposed treatment area. Contractor will need to update the ‘Existing Permitted Areas’ document in Attachment D of Part 6, to include all new and updated permits since 2012 memorandum of agreement. Add approximately 50 additional storm water permit actions since this 2012 memorandum of agreement. Contractor will need to coordinate with the Public Works for these additional permit actions and consolidate them into the Master Permit.”
On RFP, Part 3a P378F CH‐53K Maintenance Hangar Replacement, Paragraph 3.2.9 Site Grading Replace the third paragraph with the following, “The Stormwater Infiltration Pond shall be graded per the stormwater design package in Part 6.”

UFC referenced says all primary and secondary steel is to be coated per UFGS 09 97 13.27. UFGS 09 97 13.27 is written for field painting, not shop coatings which is what is specified in
UFC. For instance under 1.4.6.8 (Qualifications of Coating
Contractors), it says all Contractors and Subcontractors that perform surface preparation or coating application shall be certified to either ISO 9001 or SSPC QP 1 and SSPC QS 1 prior to contract award. Steel Contractors do not possess the ISO 90001, SSPC, QP 1 and SSPC QS 1 certifications. Please note that SSPC
QP 1 is a field paint certification, not a shop certification such as
SSPC QP 3. Please verify that the SSPC QP 3 (shop certification) is what is desired. For touch up in the field, we can can obtain a
SSPC QP 1 Subcontractor.
Confirmed that a SSPC QP3 (shop certification) is required. SSPC QP 1

Is the CNATT building calssified as "Administration, Support, and

(Marine Corps

There appears to be a discrepancy between the total gross area allotted in the RFP (75,487 SF) and the gross area required to comply with the space requirements listed in the Facilities
Criteria 4‐721‐10N for the 165 (2+0) Rooms. This discrepancy in area does not permit complying with both the RFP requirements for the total room number and the Facilities Criteria 4‐721‐10N.
The RFP Provides 257SF Net Area per room and a net to gross factor of 1.35. When the net to gross factor is applied to 257SF net, the allotted Gross Area per room is 346.95 SF. The Facilities
Criteria 4‐721‐10N requirements for 2+0 rooms result in a Gross
Area requirement of 387.5 SF. The area discrepancy is 40.55 SF per room. When 40.55 SF is applied over 165 rooms the discrepancy between the total gross area allotted and the total program required in the RFP is 6,690.75 SF. Additionally, there is not an allotted area for corridors. The area factor of 1.35 for the rooms is not sufficient for the rooms and therefore there is no area that could be used for circulation. 60” wide corridors for
165 Facilities Criteria 4‐721‐10N compliant 2+0 rooms equals a gross area of 7,168 SF. 7,168 SF is the area solely required for circulation of the corridor to the rooms.
A tabulation of 63,397 SF for the Bunk Rooms, 7,168 SF for corridors, 9,825 SF other program spaces and 4,046 SF for MEP area totals 84,976.15 SF which exceeds the 1391 allowable area by 9,489 SF
