4. DESIGN/SPECIFICATION CHANGES

On RFP, Part 2 – General Requirements

Delete specification section 01 32 17.05 20 Cost-Loaded Network Analysis Schedule (NAS) for Design-Build from the project.

On RFP, Part 3a/3c/3d (P378F, P728F, P695F), Section 6.0 Engineering System Requirements, ESR B30 Roofing, B301001 Steep Slope Roofing Systems

Revise the paragraph for 30 year roof warranty, as follows:

“Structural Standing Seam Metal Roof System (SSSMRS) Warranty Certificate. At the completion of the project furnish signed copies of the 5-year Warranty for Structural Standing Seam Metal Roof (SSSMR) System, a sample copy of which is attached to the PTS section, and the 30-year Manufacturer's Material Warranties, and the manufacturer's 30-year system weather-tightness warranty.”

On RFP, Part 3b BEQ, Section 6.0 Engineering System Requirements, ESR B30 Roofing, B301001 Steep Slope Roofing Systems

Add the following paragraph:

“Structural Standing Seam Metal Roof System (SSSMRS) Warranty Certificate. At the completion of the project furnish signed copies of the 5-year Warranty for Structural Standing Seam Metal Roof (SSSMR) System, a sample copy of which is attached to the PTS section, and the 30-year Manufacturer's Material Warranties, and the manufacturer's 30-year system weather-tightness warranty.”

On RFP, Part 3a/3b/3c/3d (all projects), Section 6.0 Engineering System Requirements, ESR D30 HVAC, General System Requirements

Revise the following paragraph to read, “Provide corrosion protection for ALL exterior HVAC equipment, including air-handling units (AHUs), heat exchanger coil surfaces, equipment casings, air-cooled water chiller coils, heat pumps, and air conditioning units that are exposed to the weather. Corrosion protection is also required on HVAC equipment within buildings that are subject to the outside weather conditions. Specifically, equipment requiring protection is defined as the first HVAC equipment (unit coils) met by the outside air in the supply air ductwork system. The corrosion protection must meet or exceed the requirements of a 6000 hour salt spray test in accordance with ASTM International (ASTM) B117. The specified capacities on the plans and specifications must be the capacities after the required corrosion protection coatings are applied. Specify manufacturer's standard off-the-shelfanti-corrosion options for "coastal" or "sea coast" installations that meet or exceed the requirements stated above.”

On RFP, Part 3a/3b/3c/3d (all projects), Section 6.0 Engineering System Requirements, ESR D30 HVAC, D309001 General Construction Items

Delete this sentence, “All design and installation of HVAC and piping systems must meet the seismic requirements of Seismic Design for Mechanical Systems dated May 2002, located in Part 6 ATTACHMENTS of this RFP package.”

On RFP, Part 3a/3c (CH53K & C12W Hangar projects), Section 6.0 Engineering System Requirements, ESR D30 HVAC, D304007 Exhaust Systems

Revise the following paragraph to read, “Provide factory painted finishes that are designed for 6000-hour duration test for outside equipment and for equipment bringing in outside air.”

On RFP, Part 3b/3d (BEQ & CNATT Projects), Section 6.0 Engineering System Requirements, ESR D30 HVAC, D304007 Exhaust Systems

Add the following paragraph, “Provide factory painted finishes that are designed for 6000-hour duration test for outside equipment and for equipment bringing in outside air.”

On RFP, Part 3b/3d (BEQ & CNATT Projects), Section 6.0 Engineering System Requirements, ESR B20 Exterior Enclosure

Revise these sections as follows, B2010 EXTERIOR WALLS

It is permissible for exterior walls to be load bearing or non-load bearing. Exterior load bearing walls must consist of any of the following construction types and comply with the architectural and functional requirements that follow this list (also refer to B201001 Exterior Closure section for inclusion of load bearing walls in the overall exterior closure design).

1) Reinforced concrete masonry (CMU)

2) Cast-in-place reinforced concrete

3) Site precast concrete (tilt-up)

4) Plant precast concrete

Exterior walls must incorporate the materials directed in the Camp Lejeune, Base Exterior Architectural Plan

(BEAP).

The primary exterior cladding material of the building must be modular brick per color and finish conforming to the BEAP, along with a water table as prescribed in the BEAP. If thin brick cladding is used, the color and finish of the brick must match as closely as possible to that indicated in the BEAP.

Brick detailing and design of the exterior wall must provide accent banding and design features at windows as prescribed in the BEAP.

Provide a cast-in-place, split-face masonry (used with veneer exterior wall closure) or precast concrete water table per the proportions shown in diagrams in the BEAP. If the cast in place option is chosen, the finish of the concrete is required to be a high quality, rubbed finish with a pattern mimicking CMU masonry joints.

Multiple options for providing the exterior wall system composed of the Exterior Closure and the Exterior Wall Backup Construction sections shown below.

B201001 EXTERIOR CLOSURE

The following are options for providing the exterior closure. The Contractor has the option to use these systems if energy code requirements and design aesthetics as prescribed in the BEAP are provided:

1) A brick/masonry veneer cavity wall exterior wall closure.

2) A precast concrete panel veneer exterior wall closure with applied thin brick. This system must be a barrier system with sealed joints.

3) A site precast tilt-up concrete exterior wall closure or cast in place concrete exterior wall closure (load bearing) with applied thin brick cladding. This exterior closure is a barrier system with sealed joints.

4) A plant precast and site assembled precast concrete exterior wall closure (load bearing) with applied thin brick cladding. This exterior closure is a barrier system with sealed joints.

All exterior closure wall options where the exterior wall concrete (precast or cast in place) is exposed to moisture (at the exterior face of the wall or the base of the wall) must be designed with a plant added admixture to prevent moisture migration within the concrete to prevent the failure of applied thin brick systems, and prevent water migration into the interior of the building. Thin brick placed on the exterior load bearing walls must be attached with systems that will ensure that the brick will not separate from the wall or form efflorescence. In addition, adequate control/construction joints must be incorporated into the concrete wall system to prevent thin brick cracking and adhesion issues.

B201002 EXTERIOR WALL BACKUP CONSTRUCTION

The backup systems for masonry and precast concrete veneer systems must be of single wythe reinforced concrete masonry. The backup wall system must be integrated with other exterior wall system requirements as indicated in B201003, Insulation and Air Barriers.

Exterior bearing walls consisting of metal studs as the primary floor or roof supporting structural element are not permitted.

For concrete exterior bearing walls (precast or cast in place) the backup wall system is defined in ESR C10, Interior Construction.

Part 2, 01 33 29.05 20, 1.6 DOCUMENTATION REQUIREMENTS does not mention daylighting, though it is typical for NAVFAC RFPs to do so here. Part 3 B2020 indicates: “Provide windows in each area of the building that is regularly occupied, to enhance the working environment, without compromising visual acuity and comfort. Natural daylighting is preferred, except at the second level between the administrative areas and the hangar bay.” Documents in Part 6 mention maximizing opportunities for daylighting, but also give no quantitative requirements. Please confirm any quantitative daylighting requirements for the project.

Projects are required to comply with UFC 1‐200‐02 per the RFP, Part 3, Section 2.3.1, Project Objectives, Project Specific Priorities, Sustianable Design and Construction. Daylighting section 2‐5.2 of UFC references required Guiding Principle requirements for daylighting in Office Spaces and Classrooms. These requirements should be used in the final design of the building and can either be prescriptive or performance based.

ALL PROJECTS

The government response to question 148 in Amendment 5 is unclear. The RFP states that FF&E and A/V Packages will be funded separately from the construction contract. The room requirement sections commonly state to "provide" FF&E. An example is P378 Aviation Ordinance room states "Provide (3) workstations, (3) tiered industrial racks for gun mounts." Please confirm if FF&E is funded from the base construction contract or separately when the room requirement sections states "provide"?

The FF&E and A/V products/items are not funded with base construction contract funds. The FFE & AV funding will be developed and finalized during the project. Equipment or items that are bolted/fastened to a surface are not considered FFE and are to be included in the base contract.

The FFE/interiors and A/V design to produce and complete the FF&E and A/V packages is funded with base construction contract funds.
