Part 6, Volume 2, P378 Stormwat er Pond Design
P378
Please confirm that John Wood Group PLC (formerly AMEC), the DOR for the stormwater pond documents included in the RFP, is precluded from providing design services for the pumping station and stormwater infiltration pond, due to an organizational and consultant conflict of interest as defined by FAR Part 9, Subpart 9.5, Section 9.505.
We argue AMEC’s full work product and experience is not equally available to all proposers – surveys, electronic drawing files, calculations, and other work product done in support of the design that is included in the RFP.
As a result, any proposer that could gain access to the extensive work product developed in support of the RFP has an unfair proposal advantage. This is supported by many of the examples cited in FAR Section 9.508 – any firm that provides the technical basis of design for a system that will be competitively procured, should not be awarded the follow‐on contract. This is very similar to any other design firm who develops bridging documents – they are typically excluded from the competition.

P378F, Part 3, Chapter 1.0 Project Description
There is a paragraph in the project description titled Apron which outlines construction of the aircraft parking apron paving, stormwater feature with pumping station and oil/water separators. The P378F Aircraft Parking Apron has a separate CLIN (001D). The Stormwater Feature (a.k.a. P378F Stormwater Infiltration Pond) has a separate CLIN (001B).
Should the Oil/Water Separator pricing be included with the Aircraft Parking Apron CLIN 0001D or with the Stormwater Infiltration Pond CLIN 0001B?
Provide the cost in CLIN 001DA. 10

Amendm ent 6, PPI 377
Per Amendment 6, PPI #377, the P‐378 hangar is required be entirely open. RFP Section D40 states to provide an AFFF trench nozzle system for protection of the hangar. UFC 4‐211‐01 Section 3‐16.6.1 states to “design the fire flow and concentrate supply to allow for sufficient simultaneous operation of all AFFF trench nozzle systems within the fire area that are wholly or partially within a 100 ft. radius of any point on the hangar bay floor.” UFC 4‐211‐01 Figure 7.3 for Pull‐In Hangars states that the maximum distance between trenches is 50 ft on center. With this criteria, all AFFF trenches in the hangar would be required to discharge in a fire event. The estimated water demand for the hangar would then be 15,000 gpm. UFC 4‐211‐01 Section 3‐6.4.1.2 states that the maximum fire pump rating is 2,500 gpm. A water demand of 15,000 gpm would require a minimum of 5 fire pumps installed in parallel. Please confirm that this is the intent of the answer to PPI #377 of Amendment 6.
The contractor is free to zone the system in what ever configuration they choose which will result in significantly less than 15,000 gpm demand. Or they are also free to design the system for the entire bay. If the fire were in the center of the bay at a minimum 200' of the bay would need to be covered with strategic placement of the trenches and flow control valves.

Amendm ent 0009
Please confirm that the amended due date per AM0009 for Factor 6 and all attachments, and Attachment G‐Small Business Subcontracting Plan, is for the electronic submission of these documents, and that the entire hard copy price proposals containing Factor 6 and Small Business Subcontracting Plan, are due by Noon on 10 June.

3.2.16.1 Criteria
for Bidding
[P707] This builiding is required to be supported by auger cast piles, in the bidding criteria it calls for "Depth and extent of buried demolition debris and/or uncontrolled fill materials: 24 inch" and "Planned subgrades beneath pavements and building slabs will require mechanical manipulation or chemical stabilization to reduce moisture content, or a base bid minimum 12‐inch excavation and layer of select material subbase" as well as other requiremetns that seem to negate the benifits of a pile supported building. Please confim that requiremetns for removal and replacemtne of unsuitable soils of mechanical/chemical manipulaiotn pof soils is only required if you are providing a non‐ structurally supported slab and shallow foundations and that if you are fully supporting the slab and foundations on a deep foundations system you will not be requried to undercut or modify the soils under the building.
Section 3.2.16.1 is only the criteria for bidding, base the bids on these assumptions. For design purposes, consult the Geotechnical Engineer for subgrade below the slab‐on‐grade/structural slab and shallow foundations/deep foundations.

Chapter 4 space tabulation includes a room titled "vault" but there Is not a vault room data sheet. There is a "Secure Room" data sheet, but this room is not on the tabulation so it is inferred that the Vault and Secure room are the same. E101005 states to provide a vault door where indicated in the room requirements.
Since the Secure Room does not indicate a required vault door, please confirm no vault doors are required for the project.

D40 FIRE
PROTECTION
[P378, P728] Throughout the RFP there are references to follow UFC 4‐211‐01 (Change 1); however, D40 FIRE PROTECTION states “Comply with the latest editions of …UFC 4‐211‐01.” This UFC was updated to “Change 2” on May 18, 2020. There are many revisions in this new UFC “Change 2” that affect our technical approach with the most significant one being the elimination of AFFF systems. The Non‐Price Proposal was submitted on May 15, 2020 prior to UFC revision; however, the Price Proposal is currently scheduled to be submitted on June 4, 2020 after UFC revision. Are Contractors required to meet UFC 4‐211‐01 Change 1 or Change 2? If we are required to meet Change 2 then we respectfully ask for an extension to update design and pricing approach accordingly, revise and resubmit our Non‐Price Proposal, and re‐address the cost and schedule changes affecting our Price Proposal. We estimate approximately 3‐4 weeks to complete our review of the new UFC, incorporate changes to the design technical narratives and pricing documents to include but not be limited to new fire suppression systems as required, and revise price and construction schedule.
Design of this project shall use UFC 4‐211‐ 01 (Change 1)
