Liquidated damages can be reduced to $5,000/day.
4 Part 3, Chapter
3.2.1 Paragraph 3.2.1
states that The Camp Lejeune Forest Management Program has first right of refusal for saleable timber for the project site.
The haul and disposal costs from clear and grub will depend on the amount of timber the Contractor is responsible for removing from the site. What quantity should the contractor’s price be based on?
Since the Gov't Forestor evaluates the project on site by site basis and won't identify refusal for saleable timber until final project boundaries are determined, the contractor should base their bid on the total site disturbed area quantity of clearing and grubbing and removing all site timber. The amount of clearing at the compound site is estimated at
4.5 acres, but will be contingent on final design.
5 Part 3, Chapter
Page 12 The RFP requires pre-clearance assessments, clearance of range munitions and other range-related debris, etc..
Clearing 8 acres of land to a depth of 1 foot below construction depth (min 18”) will be very costly due to the unknowns associated with the results of the assessments.
Bidders will be forced to price a substantial amount of risk for this effort. Please provide additional basis of bid information or consider a different approach for the UXO clearance requirements.

6 Part 3, Chapter
B10 Are pre-engineered metal buildings an acceptable solution for the Launcher and Projector Maintenance Shop, Automotive Shop, and Storage of Organic Units building?
Yes, per ESR F10 section F101001 Metal Building Systems - "Provide this type of special structure, pre-engineered metal building, for the Launcher and Projector Maintenance Shop, Automotive shop, and Storage of Organics Units buildings only.
7 Chapter L Reference Drawings
Can AutoCAD files be provided to the bidders for the drawings provided in the RFP?
No. Many of these drawings are not in AutoCAD.
8 Amend 002 Assuming the site visit will be scheduled after the new year, there will be limited time available to develop pricing documents, process PPIs and develop the proposal prior to the current due date of January 23, 2020. Please consider extending the due date by three (3) weeks so that Contractors can plan accordingly.
The proposal due date will be extended by two (2) weeks to February 6, 2020.
9 01 33 10.05 20 1.3 Please confirm that we are to utilize the latest UFC 1-200- 02 High Performance and Sustainable Buildings Requirements with Change 4 issued on October 1, 2019.
Yes. Utilize all of the latest UFCs.
10 SF1442 The original solicitation included a 180 calendar day evaluation period.
Please confirm/clarify the evaluation period and expiration of proposals for Phase II submissions.
The 180 evaluation period covers the Phase II submissions and begins when the Phase II submissions are received.
11 Attach. - H 1.2-f The contract line item notes state that options may be awarded within 365 calendar days of Contract Award Date. Option No’s 1 through 4 (CLIN 0002-0006) include construction materials with volatile escalations that cannot be accurately projected for this period of time. In addition, there is an extraordinary amount of construction work planned for the Camp Lejeune area over the next several years with much of the work planned for procurement in FY20. The requirement to hold pricing for this amount of time will require responsible bidders to include very conservative contingencies.
Considering price is being evaluated for CLIN’s 0001 through 0006, we respectfully ask that the award period for options be reduced to the standard 90 or 120 days from award.
The award period for the options is reduced from 365 days to 180 days after Contract Award Date. Please see updated Attachment H – Price Proposal Form per Amendment 0004.
12 Attachment H – Price Schedule
1.3 Planned Modificati on Notes
Notes state that the estimated amount for A/V has been supplied by the Government, but there does not appear to be an estimated amount for A/V. Please provide.
AV estimated at $100,000. 0004
13 Part 3 Chapter 6 C30 C30 Requires the coating applicator to be SSPC QP1 Certified. This Certification is typically held by bridge, industrial, marine, and tank coating companies.
There are a limited amount of commercial painters that have this certification.
This will limit the pool of subcontractors considerably and result in increased cost. Please advise if the SSPC QP-1 requirement can be waived for this project.
QP 9 Required. QP 1 is NOT required.
14 Part 3 Chapter 4 The programs for the Launcher and Projector Maintenance Shop and the Automotive Shop on pages 1 and 2, chapter 4 of the Part Three – Project Program call for 6 maintenance Bays of 980 SF and 672
SF
respectively. That generates net SF of 5880 and 4032 for the two maintenance bays.
However, in the Room Requirements section both have identical special dimensions of 6 bays @ 42’ x 16’.
Which is correct, and do these spaces need additional circulation space around them (i.e.
The Launcher and Projector maintenance bays are 61.25' x 16' =980SF and 42'x16'= 672 is correct for the automotive shop bay.
do they get grossed up at 1.25x and 1.1x respectively?)
15 Part 3 Chapter 6 F10 This section states minimum eve heights for pre-engineered metal buildings at the compound. Please confirm that these minimum heights are applicable to maintenance bays only and the intent is not for all buildings to have a single tall eve height for both admin and maintenance spaces.
They are applicable for the maintenance bays. The administrative areas eave height will be determined by contractor design.
16 Part 3 Chapter 4 4.6 Space tabulatio n and
If the covered cleaning areas match the existing on the Armory addition and run the full length of the building as shown on Page 10 of the building requirements, their square footage will be double that stated in the program including the 50% SF reduction for outside spaces. Should we provide the full length cleaning area on each side of the building or reduce the length of the cleaning areas by ½ to 400 SF each?
Match the existing covered area with full length of new addition and match the width of the new covered cleaning area to that of the existing building.
17 Amendment #3 Can the bid date and deadline for PPI submission be extended by one week? With the pre-bid site visit scheduled so closely to the deadline, it will be difficult to complete travel and compile any additional questions developed by DB Teams as a result of the site visit observations and discussions. In addition, many subcontractors and vendors will not be reviewing the documents until after the new year leaving little time to compile and submit any questions.
The PPI submission cutoff date will be extended by (2) weeks to January 23, 2020.
The proposal due date will be extended by two (2) weeks to February 6, 2020.
18 Part 3, Chapter

58 Part 3 Physical Security:
It is understood that the ECM and Armory will be classified as a Level Two restricted areas based on the items stored in these facilities. Confirm whether the remaining new buildings and additions included as part of this project will require restricted area classifications in accordance with
MCO 5530.14A.
Verify if there are any physical security requirements in excess of those listed in the RFP and within MCO 5530.14A.
The remaining buildings will not require restricted area classifications.
59 Part 3 – Chapter
2.3.6 – Antiterrori sm Criteria
ATFP: As stated in Section 2.3.6 of the RFP, Camp Lejeune does not have a controlled perimeter.
Therefore, for the purposes of the ATFP analysis, please confirm that new/existing fence lines surrounding the buildings may act as a controlled perimeter for the placement of a W1 threat. Where a fence line is not provided, confirm whether the curb line may act as the controlled perimeter or if berms, ditches, bollards, and/or planters shall be introduced to establish a perimeter for placement of a W1 threat. Where the clear zone requirements of
UFC 4-010-01
dated December 2018, Standard 1 cannot be met, confirm that air-blast analysis is required to verify building structure and façade are designed in accordance with a Very Low Level of Protection.
The term "controlled perimeter" no longer serves a decision-making purpose within 2018 UFC 4-010-01 for the chapter 3 standards.
Camp Lejeune has an "installation perimeter" that meets the requirements as-described in chapter 3 of
2018 UFC 4-010-01. P1495
must maintain the 50 foot clear zone requirement from the installation perimeter.
MILCON projects are not exempt from meeting physical security requirements per MCO 5530.14A chapter 1008.13.
In this case, that will include the 50 foot clear zone requirement. There is no specific charge weight threat or level of protection identified for the P1495 facility, and no assumption regarding charge weight or required level of protection may be made. In the event there are intractable site problems, any antiterrorism assumptions will be reviewed with installation planners, security, and leadership in conjunction with a Security Engineering Planning Assessment per UFC 4-020- 01 to validate any special security engineering requirements. To be clear:

2.6.6 – Armory Addition
Is the RFP intent for the Armory addition to follow the same structural design as the existing construction or is it acceptable to use an alternate structural system which meets the requirements while maintaining the interior and exterior architectural features to match existing construction?
Armory addition must be same structural design as existing building. Reinforced concrete exterior walls and roof structure, with reinforced concrete interior columns. As required for room divisions and hallways include reinforced CMU walls for interior partitions.
63 Base Exterior Architectural
Plan
Page 60 Please confirm the allowable roof slope for the Launcher and Projector Maintenance Shop, Automotive Shop and Organic Storage Building.
The RFP appears to allow for a pre-engineered building solution for these buildings.
However, the Architectural Style and Roof form are not conducive for Pre-Engineered Metal Buildings.
To reduce the cost of the facilities, NAVFAC has a special agreement with the base IDD to allow the lower sloped roofs that normally are not allowed in Camp Lejeune projects.
64 RFP page 15 of 54, Factor 6 – Energy Design Reduction

1.) Please confirm whether Shop & Tool room can be combined per battery. 1a.) If so, can each Shop & Tool area share access door to maintenance bay?
2.) Is exterior access required to Maintenance shops since door is described as ‘solid double swing exterior door’?
(1)- the intent is to provide each battery with a shop and an attached caged tool storage area adjacent to each of the battery and HQ shops.
Access to each of the shop areas is via a double door while access to the cage area once inside the shop would be via a lockable cage door.
The storage cage of the shop would have a 4x4 roll up door over a service counter that opens to the Bays to allow tools to be checked out and returned without going into the shop. (2)- The double doors from the Maintenance Bays to the shops should be exterior grade because the maintenance bays are open to the atmosphere many times.
To clarify, the only access to the Shop is from the maintenance bay and not from the building exterior.

ESR G20 Please clarify Bid Option Minimum pavement section as the bid option calls for a 12” thick cement soil stabilized subgrade. Is this supposed to be 12”drainage layer (sand) or must we add another 12” drainage layer beneath the 8” concrete, 10” aggregate and 12” of cement soil stabilized subgrade?
The intent is to stabilize the existing flyash in place. An additional 12" thick sand drainage layer is not required.
70 Part 3 Chapter 6 ESR G20 Minimum concrete pavement sections
– PCASE and UFC’s allow for the elimination of an aggregate base course when a drainage layer is used under rigid pavements. Please confirm if the minimum pavement section can be revised based on PCASE calculations and eliminate the unnecessary aggregate base course.
Rigid pavements drainage layer must be placed directly beneath the concrete slab. In the structural design of the concrete slab the drainage layer along with any granular separation layer must be considered a base layer, and structural benefit may be realized from the layers.
71 Part 3 Chapter 6
ESR G20 Please confirm if aggregate base and/or a drainage layer is required under pedestrian paving (sidewalks).
Provide 4" of dence graded aggregate base course under pedestrian paving.
