Anomaly avoidance will be utilized for geotechnical drilling activities. EOD support will only be requested should material potentially presenting an explosives hazard (MPPEH) or munitions and explosives of concern (MEC} are identified.

Should MPPEH or MEC be found and confirmed to contain an explosive hazard, MARCORSYSCOM will be notified immediately for further guidance.

This Explosives Safety Submission Determination Request (ESSDR) addresses upcoming site surveying and preparation activities at the proposed military construction project site P1495.

The site is proposed for new construction of a vehicle maintenance area aboard MCB Camp Lejeune. It is located within Operable Unit 1 (IR Site 24) and in close proximity to the military construction project P1346, where training-related munitions potentially presenting an explosive hazard (MPPEH) were found (Figure 1). The project area encompasses approximately 8.5 acres of partially wooded, undeveloped land. The P-1346 structures will include three main administrative-type buildings, associated parking lots and storm water retention ponds, and associated infrastructure. (Figure 1 ).

IR Site 24 was reportedly used for disposal of fly ash cinders, solvents, used paint-stripping compounds, sewage and water treatment sludge, and construction debris between the 1940s and 1980s. Sampling and long-term groundwater monitoring was conducted at this site between 1992 and 1998. Site closure for IR Site 24 was documented in a Remedial Action Complete Report signed in 2017. However, it's possible buried metal and other debris may still be present within the proposed footprint of P1495.

Historic records indicate this area may have been used for maneuver training prior to 2004 (DD Maneuver Training Area). Recent munitions response actions associated with nearby project P1346 (military construction project) and UX0-21 (Munitions Response Program Site) also indicate maneuver training with practice items may have been conducted throughout the former DD Maneuver Training Area.

E. MEC and/or MPPEH known or suspected to be present: Identify quantity, type/ nomenclature, and condition

F. Identify any encumbering explosives arcs and how they will be mitigated

G. Provide justification of low likelihood of encountering MEC and/or MPPEH

No MEC or MPPEH reportedly has been found within the proposed project footprint.

However, the following items were found in a nearby construction site:

MEC:

• One M82 7.62MM Blank single round (live)

MDAS:

• One M72 LAW rocket warhead (inert)

• Seven M21 Practice Hand Grenade (expended)

• Two M19A1 Rifle, Smoke, WP (expended)

• One M22 51 MM, Rifle, Smoke, Orange (expended)

• Fifteen M82 7.62MM Blank single md (expended)

• One M27A181, Simulator, Projectile (expended)

• One MK 1 Hand Grenade, Illumination (expended)

• One MK 1A1 Practice Hand Grenade

In addition, the following additional types of items were found within UX0-21:

MEC:

• 1-M22A1 Ground Illumination Signal

• 2-M27A1 B1 Projectile Air Burst Simulator

• 1-Signal, Ground, Cluster, Red Star, M52A1

MPPEH:

• Grenades

• Flares

• Signal Items

• Inert parts such as tail booms

• Small Arms Ammunition (blanks)

It is possible similar type items are present within the P1495 project area.

No explosives safety quantity distance (ESQD) arcs encumber the P-1495 Building Site.

The likelihood of encountering MEC and/or MPPEH within the P-1495 Building Site is judged to be low because items found on other nearby sites are indicative of decades old maneuver training. The only MEC item found as part of the on-going P1346 MILCON, which is closest to the proposed project area, was small arms. In addition, a large portion of the p-1495 building site was reportedly used for disposal activities, so it's unlikely maneuver training occurred in the same location. The following techniques will be utilized under this ESSDR:

• 3R UXO Safety Awareness Training will be provided to site surveyors and other professionals or construction workers who will not be doing heavily intrusive activities.

On-site UXO construction support will not be required, as the only intrusive work proposed by the surveying team is installing pin flags and above ground vegetation removal {as needed).

• Anomaly avoidance or on-site UXO construction support will be provided for geotechnical borings or other more intrusive work. It is possible an ESS to conduct surface and near surface (down to 18 inches) UXO clearance prior to construction may be prepared. In the event an ESS is prepared to do 100% clearance down to 18", on site UXO construction support will not be required for subsequent construction activities, unless additional MEC, or other munitions-related items not listed above, are found and change the risk ranking of the site.

Sounds good to me Charity, assuming PM AMMO concurs.

Hey Carl, Got a follow up quest ion.

We are going to build in doing a surface clearance prior to construction, anomaly avoidance for geotech work. For surveying (will put pin flags down, walk the site, etc), I'd like to propose 3R only, because it's a low likelihood MEC will be found, and they aren't digging, just throwing flags down.

let me know if you guys would be ,ok wit h that and I'll submit and ESSDR for all of it. Let me know if you1d like the ppt with everything we1ve found to date again.

Thanks, Charity R. Delaney, P.E.

Charity., Jim and I discussed this. Option A is acceptable with a new DR request identifying the areas depicted in your slides that expand outside the boundaries of the DR for P1346.

Based on the information you provided, the precautionary requirements the DR will not change, but we need to identify the new boundaries via new DR submission.

Feel free to give me a call if I am misinterpreting your email.

Good morning gentlemen, Before submitting an ESSDR, I wanted to run this by you and get your thoughts. Please let me know if you'd like to have a phone call to discuss.

BLUF: Historic research indicates there is a high probability offinding similar maneuver practice items in the undeveloped areas near P1346.

propose extending the precautionary requirements for P1346 to the rest of the undeveloped area, based on information in the attached ppt. I do not think UXO clearance is warranted at this time. The State and EPA have verbally concurred with this path forward, pending your concurrence.

Please let me know your thoughts, if this is too over the top Oust start with 3R and only require on site if start finding stuff) or too soft, etc.

We already have a MILCON proposed for part of this area, and we've discussed locally that UXO Tech support should be included in the project budget and scope. What I don't want to have happen is us thinking we have a "new" site every time a practice item is found in this area, thus the plan to wrap it all up into one site.

Thanks much, Charity R. Delaney, P.E.
