4 Part 3, Chapter
3.2.1 Paragraph 3.2.1 states
that The Camp Lejeune Forest Management Program has first right of refusal for saleable timber for the project site. The haul and disposal costs from clear and grub will depend on the amount of timber the Contractor is responsible for removing from the site. What quantity should the contractor’s price be based on?
Since the Gov't Forestor evaluates the project on site by site basis and won't identify refusal for saleable timber until final project boundaries are determined, the contractor should base their bid on the total site disturbed area quantity of clearing and grubbing and removing all site timber. The amount of clearing at the compound site is estimated at 4.5 acres, but will be contingent on final design.
5 Part 3, Chapter
Page 12 The RFP requires pre-clearance assessments, clearance of range munitions and other range-related debris, etc.. Clearing 8 acres of land to a depth of 1 foot below construction depth (min 18”) will be very costly due to the unknowns associated with the results of the assessments. Bidders will be forced to price a substantial amount of risk for this effort.
Please provide additional basis of bid information or consider a different approach for the UXO clearance requirements.

B10 Are pre-engineered metal buildings an acceptable solution for the Launcher and Projector Maintenance Shop, Automotive Shop, and Storage of Organic Units building?
Yes, per ESR F10 section F101001 Metal Building Systems - "Provide this type of special structure, pre-engineered metal building, for the Launcher and Projector Maintenance Shop, Automotive shop, and Storage of Organics Units buildings only.
7 Chapter L Reference Drawings
Can AutoCAD files be provided to the bidders for the drawings provided in the RFP?
No. Many of these drawings are not in AutoCAD.
8 Amend 002 Assuming the site visit will be scheduled after the new year, there will be limited time available to develop pricing documents, process PPIs and develop the proposal prior to the current due date of January 23, 2020. Please consider extending the due date by three
(3) weeks so that Contractors can plan accordingly.
The proposal due date will be extended by two (2) weeks to February 6, 2020.
9 01 33 10.05 20 1.3 Please confirm that we are to utilize the latest UFC 1-200-02 High Performance and Sustainable Buildings Requirements with Change 4 issued on October 1, 2019.
Yes. Utilize all of the latest UFCs.
10 SF1442 The original solicitation included a 180 calendar day evaluation period.
Please confirm/clarify the evaluation period and expiration of proposals for Phase II submissions.
The 180 evaluation period covers the Phase II submissions and begins when the Phase II submissions are received.
11 Attach. - H 1.2-f The contract line item notes state that options may be awarded within 365 calendar days of Contract Award Date.
Option No’s 1 through 4 (CLIN 0002-0006) include construction materials with volatile escalations that cannot be accurately projected for this period of time. In addition, there is an extraordinary amount of construction work planned for the Camp Lejeune area over the next several years with much of the work planned for procurement in FY20.
The requirement to hold pricing for this amount of time will require responsible bidders to include very conservative contingencies.
Considering price is being evaluated for CLIN’s 0001 through 0006, we respectfully ask that the award period for options be reduced to the standard 90 or 120 days from award.
The award period for the options is reduced from 365 days to 180 days after Contract Award Date.

Modification Notes
Notes state that the estimated amount for A/V has been supplied by the Government, but there does not appear to be an estimated amount for A/V.
Please provide.
AV estimated at $100,000.
13 Part 3 Chapter
C30 C30 Requires the coating applicator to be SSPC QP1 Certified. This Certification is typically held by bridge, industrial, marine, and tank coating companies.
There are a limited amount of commercial painters that have this certification. This will limit the pool of subcontractors considerably and result in increased cost. Please advise if the SSPC QP-1 requirement can be waived for this project.
QP 9 Required. QP 1 is NOT required.
14 Part 3 Chapter 4 The programs for the Launcher and Projector Maintenance Shop and the Automotive Shop on pages 1 and 2, chapter 4 of the Part Three – Project Program call for 6 maintenance Bays of 980 SF and 672 SF respectively. That generates net SF of 5880 and 4032 for the two maintenance bays. However, in the Room Requirements section both have identical special dimensions of 6 bays @ 42’ x 16’.
Which is correct, and do these spaces need additional circulation space around them (i.e. do they get grossed up at 1.25x and 1.1x respectively?)
The Launcher and Projector maintenance bays are 61.25' x 16' =980SF and 42'x16'= 672 is correct for the automotive shop bay.
15 Part 3 Chapter 6 F10 This section states minimum eve heights for pre-engineered metal buildings at the compound. Please confirm that these minimum heights are applicable to maintenance bays only and the intent is not for all buildings to have a single tall eve height for both admin and maintenance spaces.
They are applicable for the maintenance bays. The administrative areas eave height will be determined by contractor design.
16 Part 3 Chapter 4 4.6 Space tabulation and page
If the covered cleaning areas match the existing on the Armory addition and run the full length of the building as shown on Page 10 of the building requirements, their square footage will be double that stated in the program including the 50% SF reduction for outside spaces. Should we provide the full length cleaning area on each side of the building or reduce the length of the cleaning areas by ½ to 400 SF each?
Match the existing covered area with full length of new addition and match the width of the new covered cleaning area to that of the existing building.
17 Amendment #3 Can the bid date and deadline for PPI submission be extended by one week? With the pre-bid site visit scheduled so closely to the deadline, it will be difficult to complete travel and compile any additional questions developed by DB Teams as a result of the site visit observations and discussions. In addition, many subcontractors and

23 Section B301001
STEEP SLOPE
ROOFING
SYSTEMS
Indicates that architectural standing seam metal systems shall be used for steep-sloped roofs.
However, this same section references structural standing seam metal roofing systems. Please clarify which system will be required.
B10 ESR states the requirements for the structural roof deck attached to the structural roof purlins. B30 ESR section provides the requirements for insulation and a roofing known as standing seam metal roofing for the exterior surface exposed to weather. (Reason for warranty required.) This type of roofing systems does have structural properties contributing to the resistance of design loads and is often referred to as "structural".
However the main resisting component connected to the main frame structural system is the structural roof deck acting as the structural diaphragm member. Both components of the roof system will have the same slope.
24 Sheet A9/ Section B301005 Gutters and Downspoiuts
The existing Electronics / Communications Maintenance Shop utilizes internal roof drains with overflow scuppers, per Sheet A9 included in the RFP Drawings.
However, Section
B301005 GUTTERS
AND
DOWNSPOUTS,
indicates that “concealed (interior) gutters and downspouts are prohibited.” Will interior roof drains and rain leaders to match the existing be permitted at the Communications Addition?
Due to the existence of internal drainsand existing scuppers on the communications maintenance shop, some allowance is possible for that facility once a design is formulated. Refrain from Interior gutters and downspouts on the new standalone facilities.
25 4.4 Space Tabulation
Storage of Organic Units the Communications Room is listed with a square footage of 80 SF but with of total of 90 SF. Which number is correct?
Use 80 SF as a minimum for the communications room for this facility per Camp Lejeune guidance.
26 Part 3 Chapter 4 – Page 4-5 & 3.2.1
The RFP describes UXO survey and clearance to be performed by the contractor. Please confirm it is the intent to require the contractor to hire a certified UXO Contractor to survey, clear, and remain on site for observation throughout excavation activities.
In the past, the Government has contracted directly with an approved UXO contractor and the clearance is completed with a formal survey and report provided to the Contractor prior to mobilization.
Yes, it is the intent for UXO survey and clearance to be performed by the contractor.
27 Part 3 Chapter 6 – B201002
Language is confusing as to what the desired back up wall construction is to
be. Is the intent to provide CMU back up walls behind masonry veneer and metal stud infill above the water table? If this is correct, in the bid option to extend the masonry veneer to full height, would CMU back up walls extend full height as well?
Yes, if brick veneer is extended above water table then assume the CMU back up wall continues.
28 Part 3, Chapter 5, Room Requirements
Automotive Organizational Shop Building, Maintenance Shops x 4
Under “number of occupants” the note states “three total shops”. However, the header states 4 shops.
Please clarify number of maintenance shops.
There will be a total of four (4) shops.
29 Part 3, Chapter 5, Room Requirements
Automotive Organizational Shop Building, Maintenance Bays
Room data sheet lists Solid Exterior Doors.
However, space relationship diagram only shows a vehicular door.
Please confirm if both personnel and vehicular doors are required.
Correct, Vehicular doors are required to allow access for the assigned vehicles and Personnel doors will be required by life safety once a design is formulated.
30 Part 3, Chapter 5, Room Requirements
Automotive Organizational Shop Building, Maintenance Shops x 4
Room Data Sheet lists Solid Double Swing Exterior Doors.
However, the space relationship diagram does not indicate that an exterior personnel door is required.
Please clarify.
The intent of the double is to allow for wider deliveries when necessary.
One of the double doors can serve as a personnel door with the proper hardware.
31 Chapter 5, Room Requirements
Launcher Projector Maintenance Shop, Pull- Through Maintenance Bays
The Room Data Sheet for the Pull Through Maintenance Bays call for “Swing Exterior Doors”.
However, the Space Relationships diagram does not indicate exterior personnel doors in the Launcher Maintenance Bays.
Please clarify.
Staff will enter the facility via the admin and office areas of the design. The need for personnel doors for exiting in the bays will be determined by life safety in the design phase.
32 Chapter 5, Room Requirements
Launcher Projector Maintenance Shop, Lead Acid Storage Room Data Sheet
The Lead Acid Storage does not call for exterior doors.
The Space Relationship Diagram, however, indicates an exterior personnel door.
Please clarify.
An exterior door for battery deliveries is necessary.
33 Chapter 5, Room Requirements
Launcher Projector Maintenance Shop, Storage Room x 3
Please clarify whether each storage room (R, S T) should have an insulated electric coiling door for pallet access. This door is listed on the Room Data Sheet but it is not clear if this is for each storage room.
Provide an electric coiling door for each storage room since each unit is responsible for their own deliveries.
34 Chapter 5, Room Requirements
Organic Storage Warehouse, Vehicle Storage Room Data Sheet
The Vehicle Storage Room Data Sheet calls for Solid Exterior Doors.
However, the Space relationship diagram does not indicate any exterior doors, only vehicular exterior doors. Please clarify.
The need for additional exterior doors for exiting will be determined in the design phase according to life safety requirements.
