Do any of the networked systems is RFI (i.e. life safety, access control, power metering) that reach back to other facilities on the base currently have an authority to operate under the RMF?
There is a DDC ALC control systems at the Philly Navy
Yard having an RMF, the contractor should coordinate with Joshua Stephens
(Joshua.stephens@navy.mil) in CIO4 for any possible interface requirements to this system.

Who are the designated
System Owner (SO) and
Authorizing Official (AO) for this project?
These representatives will be assigned by NAVFAC at a later date.
83 25 50 00 Page 2 1.3.1
Cybersecurity Design, notes a 5 step process to facilitate implementation of Cyber
Security, the five step process, dictates that the
System Owner (SO) and
Authorizing Official (AO) determine the
Confidentiality, Integrity and Availability of impact levels. This appears to be an owner driven requirement, not a contractor requirement.
Please provide further detail regarding the contractor’s responsibilities.
Yes. This is the responsibility of NAVFAC to define.
84 25 50 00 Page 2 1.3.2
Authority to Operate – please provide information regarding quantity and duration of RMF meetings.
The quantity and duration of
RMF meetings cannot be defined at this time. The offerors should provide a bid based on one, one-hour meeting for each Facility-related Control System.

At the OA building, is the design intent to provide an exterior wall configuration with a specific level of sound transmission classification (STC) for a secure work environment?
The secure boundary on the
1st floor of the OA building seems to have some inconsistency in relation to the STC rating. Along the boundary the rated walls range from STC 49-58, the glass in the spec calls for a minimum of STC 26, and in the north east and south west corners by the stairwells there is no STC rating. What is the desired sound attenuation level to be achieved by the secure boundary?
Wall types indicated on the drawings are correct.
The vestibule entering the secure area is only STC rated on two sides. Should the entire vestibule carry the same STC rating on all walls?
No.
The doors and glass that are in the STC walls do not carry an STC rating. This will be a point of failure in regard to sound attenuation if installed as designed.
Please advise.
Specified doors and glass indicated on the drawings are correct.
Please confirm the foil backed drywall on the exterior walls is only being used as a vapor barrier and not for Tempest protections.
Correct.

The spec section for
Wallcoverings does not include any information for the Digital Wall Covering.
Please provide a spec or cut sheet that can be referenced.
Information is provided in the contract documents. In addition to 1A408 and 09 72
00 paragraph 2.2, see also

Specification states that Air
Barrier Inspector should review the design and list deficiencies and propose corrective action. With the drawings complete thru
CD’s. Is this still required?
WT intention is to have inspector review submittals for any interface concerns.
Is this acceptable?
Yes, Air Barrier Inspector must review the design and list deficiencies and propose corrective action. Having inspector review submittals for any interface concerns is appropriate.
92 07 27 10.00 10 3.1.1
Spec requires daily reports for ENTIRE installation process. It reads that these reports are to be completed by AB Inspector.
Section 07 27 10.00 10 paragraph 3.1.1 requires the contractor to provide a daily inspector for the entire installation process. Section
01 91 00.15 22 paragraph
3.1.4.2.b. is referring to the
Government-provided third-party Comissioning Authority.
Spec section 01 91 00.15 22 paragraph 3.1.4.2.b. clearly states that Inspector will be on site at least twice for each building envelope to inspect installation prior to testing.
What is the desired intent for Air Barrier Inspections prior to testing?
93 Attachment H
1S101, 2S101
Attachment H indicates 3
CTP Compression Test
Piles and 7 Pile-Driving
Test Piles. Dwgs 1S101 and
2S101 and the spec indicate a total of 4 CTPs and 6 Pile-

Will the Government be removing any material that is being stored in building
121? If not and the contractor is to do so, does any of it contain hazardous material?
Material in Building 121 (as shown in the photos on the drawings) must be removed by the contractor. Refer to hazardous material reports in the specifications.
96 02 41 00
Is mold present in either building 121 or 49? The photos do not clearly show, nor was it able to assess from the site visit. The documents do not state either. If so this is an EHS consideration for PPE, among other possible ramifications. Please advise.
Please see attachment regarding mold presence in building 121.
97 02 41 00
Are there any liquids or powders contained in the piping systems of buildings
121 or 49 that are hazardous or require special handling?

“Fabric Liner System Seal to Structure All sides”.
There is no description of the desired system in the specifications. What system is required? Does this require stick pins adhered to the back side of the metal panels? Is there supplemental framing required?
Refer to spec section 07 21 16 paragraph 2.3.5.

The PE must be provided by the contractor. The PE is not required to be from Contec
Engineered Solutions.
1S002, 2S002
Pile capacities have been provided per each of the three structures. As it is a delegated design, please provide the actual column loads (dead and live loads) at the base plate of the footings for each of the three structures in order to prepare an appropriate proposal based on the capacities achievable per the subcontractor design.
Piles are not a delegated design item.
107 10 22 39 3.2.3
Spec 3.2.3 states (NIC) of
52 plus or minus – Operable
Partitions typically use STC for the acoustic Sound
Rating. For a NIC rating of
