Question RESPONSE

53 Volume 3 – Bldg.

3CD730 –

3CD741

Building 49. Provided photos show several pieces of office type furniture, equipment, materials. What is the Governments intent with these items? Are they to be moved and stored by the Contractor and discarded or protected? Or will these items be moved by the Government prior to construction?

Demolish with the building

54 Site Visit – General Bldg.

At the NAVFAC Site Walk held on April 12, 2019, attendees entered the southern gate to view the west elevation of Bldg.

#121, there appeared to be a considerable amount of material, debris and several trailers adjacent to the building.

Who will be responsible for removal / relocating the referenced items? If the awarded contractor is responsible, can a list of items be provided, designating which items are to be relocated and which items will need to be removed from the site? If the Government is responsible for removal of these items please confirm these items will be removed prior to construction.

The Government will be responsible for removal of the items. As noted on the site demolition drawings, all NFPC items within designated P‐106 work zones that are not to be disposed of by the Contractor and need to be removed from the site must be coordinated with the Contracting Officer a minimum of ten (10) working days in advance.

55 Volume 3 3C102 There is an existing guard shack located at gate 1. What is the extent of work at this location to accommodate new barriers?

Extent of work at existing guard house is as indicated on the Contract Documents.

56 Volume 1 1CD101 Note 9 states to remove railroad tracks, ties, and stone ballast. Is the Governments intent to only remove these items within the greyed area shown? Example, this would leave a 6’ piece of track at building 592.

Assuming removal of the remaining tracks will not affect existing conditions at 592, and if it is cost advantageous to the Navy to remove the remaining section of Track, ties and ballast vs.

cutting the rails, then remove the remaining portion of track.

57 Price proposal form/ Volume 1

CLIN 0001AF This item asks to price 28,720 LF of piles. Note 7 under foundations states to estimate pile length at 80’. Based on the given length of 28,720 LF on the price proposal form, this would equal 359 piles at 80’. Can you verify that count is correct compared to piles shown on 2S101?

361 piles are depicted on the drawings. Change quantity on Price Proposal Form to 28,880

LF.

2S001

2S101

58 Volume 1 Structural Drawings

The Structural Drawings indicate a compliance with UFC 4‐010‐01, date 9 February 2012, with change 1 dated 1 October 2013. The new UFC 4‐010‐01, dated 12 December 2018, supersedes UFC 4‐010‐01 Change 1, dated October 2013.

Is the contractor allowed, or is it even required to follow the new 12 December 2018 UFC code?

This would eliminate the need for reinforced building exterior walls and blast windows.

Contractor is required to follow and comply with the ATFP requirements included in the Contract Documents and in Appendix B of UFC 4‐ 010‐01 Change 1, dated October 2013. Minimum requirements, as described by the revised UFC (2018), are NOT applicable to this project or site.
