About this file
This document summarizes the results of a hazardous materials survey and testing conducted at the Marine Corps Air Station in Beaufort, South Carolina in preparation for a federal construction contract opportunity. The survey addressed potential asbestos, PCBs, mercury, and heavy metal contamination across multiple buildings and sites. Laboratory analysis found low levels of certain metals in paint and soil samples but no detectable PCBs aside from one window glazing sample. The related federal contract opportunity is to design and construct a new cryogenics facility at the base, including demolition of two existing buildings. The project scope involves reinforced concrete and masonry construction, site work, utilities and specialized cryogenics equipment.

Subject: Hazardous Materials Testing - Revised Marine Corps Air Station – Cryogenics Facility Beaufort, South Carolina Asbestos Inspections, LLC Project # 2020-05-145
Asbestos Inspections, LLC appreciates this opportunity to provide the following information regarding the Cryogenics Facility located at the Marine Corps Air Station in Beaufort, South Carolina. At this time, we have been requested to conduct the following hazardous materials testing and/or survey:
Building 898 and Building 702
Inventory of any fluorescent lighting fixtures and ballasts and determination if labeled (“No PCBS”), Inventory of suspect mercury containing bulbs, Visual survey for other potential mercury containing devices or equipment, One (1) composite sample of painted surfaces for 8 Resource and Conservation Act
(RCRA) metals, and Two (2) samples of window glazing or masonry expansion joint sealants finishes for polychlorinated biphenyls (PCBs).
Collection of one composite paint chip sample from each location below to be tested for RCRA 8 Metals:
Building #899, Liquid Oxygen/ Nitrogen Facility, Building #1005, LOX Storage Shed, Building #1196, Hazardous Flame Storage, Facility #2036, Liquid Nitrogen Storage Tank, Facility #2026A, Liquid Nitrogen Filling Station, Facility #2050, Liquid Oxygen Storage Tank, Facility #2050A, Liquid Oxygen Filling Station, Facility #2078A, Industrial Storage A @ Bldg. 898, and Facility #2078B, Industrial Storage B @ Bldg. 898.
Collect three composite surface soil samples from the new cryogenics site, building 898 site, and building 702 site. The samples were analzyed for TPH-GRO, TPH-DRO, and RCRA 8 metals.
Hazardous Materials Testing ‐ Revised
Marine Corps Air Station – Cryogenics Facility
Project Number – 2020‐05‐145
Select asbestos testing was requested and is included in a separate report for buildings 898 and 702 only. Please see the attached figures showing site locations.
Fluorescent Lighting Fixtures and Ballasts
Building 898 There are a total of 15 ballasts throughout the building. The ballasts were inspected and found to be labeled as containing “No PCBs.” A photograph of the labeling can be found in the Attachments.
Building 702 There are a total of 12 ballasts throughout the building. The ballasts were inspected and found to be labeled as containing “No PCBs.” A photograph of the labeling can be found in the Attachments.
Suspect Mercury Containing Bulbs
Building 898 There are a total of 60 fluorescent tubes found in the 15 light ballasts throughout the building.
Fluorescent tubes typically contain a low-pressure mercury vapor gas that uses fluorescence to produce light. These tubes should be handled as a suspect mercury containing bulbs.
There were 4 heaters installed in the 4 corners of the garage space of the building. These heaters appear to be electric and should include an electric thermostat, disassembling the heater to inspect the thermostat is not practical. However, electric heaters are not typically known to have mercury thermostats. There were no other devises or equipment observed that could contain a mercury source.
Building 702 There are a total of 36 fluorescent tubes found in the 15 light ballasts throughout the building.
Fluorescent tubes typically contain a low-pressure mercury vapor gas that uses fluorescence to produce light. These tubes should be handled as a suspect mercury containing bulbs.
There were no other devices or equipment observed that could contain a mercury source.
RCRA 8 Metals
One composite paint chip sample was collected from each of the buildings and/or facilities outlined above. The samples were collected from paint coated surfaces throughout each structure and includes but is not limited to, interior and exterior walls, doors, windows, window sills, baseboards, painted floor surfaces, exterior and interior trim, tanks, tank supports, etc. The samples were analyzed using inductively coupled plasma emission spectroscopy (ICP) in accordance with the NIOSH 7082 Method by a National Lead Laboratory Accreditation Program
(NLLAP).
During our inspection, we observed that there were no painted surfaces associated with buildings/facilities 899, 1005, 1196, 2078A, and 2078B as shown in the attached photographs.
Building 899 consists of a tent type structure with a metal frame and doors. Buildings 1005 and 1196 are galvanized metal liens. Facilities 2078A and 2078B consists of powder coated sheet metal, partially open storage facility. Samples M4 and M5 were collected from the filling stations, which consists of an above ground storage tank with a motorized pump used for filling and dispensing.

PCBs
We were requested to collect two samples of window glazing or masonry sealants finishes for PCBs for Buildings 898 and 702. The samples were analyzed via EPA SW846 Method 8082A.
Building 898 consists of a sheet metal structure that does not contain masonry sealant finishes or window glazing. However, we were able to locate and test window caulk on one window and there was also caulk identified on the exposed concrete floor of the garage area used to seal the control joints. Building 702 contained window glaze and we were not able to locate masonry sealant. The following outlines sample locations and laboratory results:

Composite Soil Samples
One composite soil sample was collected from the locations requested. The samples were collected from just below the ground surface and were compiled from approximately 8-10 locations throughout each site. The sample was collecting using a shovel and placed in a bucket where the material was mixed thoroughly. Then the soil was then transferred into the supplied sample containers, placed on ice, and shipped via overnight delivery to Eurofins/Test America.
The samples were analyzed for TPH-GRO, TPH-DRO, and RCRA 8 Metals.
During collection of the soil samples, there was no visible evidence of a recent petroleum release as the majority of the areas were covered with grass or pavement. There was no soil staining and no patches of dead vegetation. Additionally, there was no odor present during our sample collection, mixing the composite samples, or during bottling.
