According to the drawing, dredged soil shall be included YOBORI (30cm). Should we maintain the maintenance depth indicated on the drawing? It seems to become deeper if YOBORI is included.
Yes, the maintenance depth indicated on the drawing must be maintained.
Dredged soil volume on the drawing is included YOBORI (30cm).
For dredging work, is there any possibility that dredging work will be interrupted by other than related Gov. regulation.
There is a possibility that dredging work can be interrupted by Non-Government related actions….i.e. weather/natural disasters.
Currently, there is no accurate sounding measurement data existed.
Also, the size and quantity of construction area are not clear, and also it is not clear in those of transporting distance to a sediment disposal facility; treatment capacity per day; accepting agency's requirement.
After pre-survey is completed and sediment disposal facility is determined, the specification of workship and the number of ships will be considered.
Is it possible for the Gov. to modify the design including the extension of construction period?
Dredging area is clearly shown in drawing C-101.
Dredging volume is shown in drawing and spec for biding purposes, so offeror should bid based on the provided information.

The disposal facility shall be determined by the Offeror and the Offeror shall provide their bid based on the disposal facility selected.
Although it is specified that YOHORI is 0.3m, in case that the depth of water is more than - 0.9m, the depth of YOHORI at the bottom is 0.6m and the width of YOHORI is 4.0m according to the estimate standard by the Japanese Government (Kokudo Kotsu Shou).
And it looks difficult to meet 0.3m, is it possible to change it?
Government requires the dredging depth shown in drawing and consider the YOBORI volume 0.3m.
Offeror can dredge only depth to keep the required dredging depth. But government will count the dredging volume with required depth plus YOBORI 0.3m.
According to the drawing, required dredging depth is 11.0m from C.D.L.
However, it is assumed that the survey error might affect the accuracy of dredging when managing the production.
Is it possible for Gov to modify the dredging depth from -11.0m to -11.2m?
Government requirement for dredging depth is 11.0m from C.D.L.
Contractor shall provide accurate survey.
Regarding hoisting work for pontoon, is it possible for workers to perform drainage work on the pontoon while it is hoisted at sea level by a floating crane?
The decision to perform drainage work of the pontoon is the Contractor’s responsibility. The Government requires the sunken pontoons removed and disposed of.
When can dredging start? Dredging can commence once all of the required technical and preconstruction submittals have been approved.
How many days of standby time should be included in our bid?
The Contractor shall include 25 days (200hrs / 8hrs / day) of standby time in their bid. (SUBCLIN 0001AF)
The dredging volume calculated using the contract drawings is greater than dredging volume shown in the bid schedule. Which volume should be used?
The dredging material volume of 9,900 cubic meters shall be used for bidding purposes. (SUBCLIN
0001AB)
Please provide survey data. As-built hydrographic survey date for Juliet Basin is provided in specifications pages 184-190 (pdf pages).
Where is the location of the contaminated soil and what is the quantity of the contaminated soil?
Potential contaminated soil has been identified at EBW-2 and EBW-3 (refer to page 206 of the specifications). The current estimated amount of contaminated soil is 1,000 cubic meters. Also additional information can be found in regards to possible soil contamination in the “Seabed Sediment Environmental Report” pages 191-234 of the specifications.
Has the U.S. Government coordinated with the key stakeholders (i.e. Fisheries Cooperative Association of Sasebo & Sasebo City) in regards to this upcoming Dredging project?
Yes the U.S. Government has coordinated with the appropriate stakeholders in regards to this dredging project. Notification has been provided to the Ministry of Defense.
What coordination efforts are required to be performed by the Contractor with the Fisheries Cooperative Association of Sasebo?
The Contractor will need to receive endorsement from the Fisheries Cooperative Association of Sasebo prior to getting permission for construction (transporting dredging material) from the Japanese Coast Guard and Sasebo City Port Department.
It is likely that dredging work will not be allowed by the Fisheries association between April-Oct, if this is the case will additional time be given upon request, since the current period of performance seems likely not to cover this?
Yes if dredging work is not possible during times identified in the permission for construction indicated by the Japanese Coast Guard and Sasebo City Port Department, then a time extension request will be considered upon request by the Government.
Does the Government anticipate additional dredging projects in the future? The project title indicates that this is phase I.
The Government has dredging projects planned for the foreseeable future. Next fiscal year (FY21) there will be a project to Dredge India Basin (Phase II). In FY22, there will be a project to dredge areas in Maebata, Harioshima, and Yokose. In FY23 there will be a project to dredge Akasaki & Iorizaki.
