About this file
This document contains questions and responses related to a solicitation for maintenance dredging projects at U.S. Fleet Activities in Sasebo, Japan. The solicitation involves dredging Juliet Basin to a depth of 11 meters from the chart datum line, repairing pile guides and decks on Piers 1004, 1005, and 1006, and removing and disposing of sunken sections of Pier 1006. Bidders had questions about requirements for key personnel, dredging methods, disposal locations, construction schedules, and coordination with government activities. The responses provide clarification on acceptable qualifications for quality control managers, flexibility in dredging and disposal methods subject to regulations, potential delays due to government operations, and availability of reference drawings and site visits.

ep#1559823 Drawing C- 507, C-103
Regarding Pile Guide Roller P-62 and P-66, it is specified in the DWG C-507, "HOIST AND INSTALL EXIST SUNKEN PILE GUIDE" and
"REPLACE PILE GUIDE ROLLER FLAME W/
NEW ONE (EAST SIDE)". Although P-65, P-67, P-68, P-109~112 are indicated in list of scope of works (PIER 1006) on the DWG C-103, there are no each number on the drawing.
However, they are specified in the drawing for Scope Of Work of the project "Removal and Disposal of Sunken Sections of Pier 1006 Sasebo, Japan." Which is correct?
Government drawing C-103 (NAVFAC DWG NO.
17216052) and C-507 (NAVFAC DWG NO.
17216059) have been revised with deleting the P-numbers on the drawing.
ep#1559823

For example, although existing pile guide anchor is broken, there is no work instruction.
Should we estimate a proposal based on the drawing?
The Contractor’s proposal shall be based on the drawings.
ep#1559823 Is the hoisted place of pontoon confirmed?
If so, please specify
Pontoons can be hoisted in various locations throughout the pontoon. See file named:
“Reference dwg_ #1004 #1005 #1006.pdf” ep#1559823 Is it possible for Government to provide us design drawing for damaged pontoons?
Also, if the detailed survey information is available, is it possible for the Government to provide us?
The following reference drawings will be provided.
(1) Reference dwg_Pier-2.pdf
(2) Reference dwg_ #1004 #1005 #1006.pdf ep#1559823 In case that there is no detailed drawing for existing damaged pontoon available, is it possible for us to enter the pontoon area to conduct a survey by a dive in advance?
See #22 response.
ep#1559823 To consider the hoisting method of damaged pontoon with a specialized contractor, is it allowed for us to visit the site to verify the condition?
Possibly if it is still necessary once the reference drawings provided by a future amendment are reviewed.
Should the worker engaged in ship work acquire the base access pass?
Also, is it possible for us to enter from outside of Juliet Basin to worksite area by work barge or passage?
Yes, a base access pass is required for all personnel entering the installation.
Yes, it is possible to enter from outside of Juliet Basin to worksite area by work barge or passage.
ep#1623066 ep#1559823
When the work is suspended due to the Government reasons, is it possible for Government to reimburse the cost of restricted vessels?
A line item will be added to the CLIN structure to account for possible down time due to Government operations so costs will already be a part of the contract once awarded.
ep#1559823
On the site visit of this project, the Government said that the estimated quantity and the actual quantity of the unit-priced item varies of increase and decrease in 15% estimated quantity, an adjustment in the contract price shall be made.
What is the maximum percent in case the contract price will be increased?
The Government has not identified a maximum amount at this time.
ep#1559823

The location for the disposal/demolish of the pontoons will be off base as determined by the Contractor.
Is it possible for us to visit the site? The 2nd Site Visit will be conducted. See Amendment 0003.
If the construction method considered at the time of proposal has been changed, shall an adjustment for the contract price be made?
The construction method is determined by the Contractor. The appropriate method should be selected based on the contract plans, specifications, & site visit(s) prior to contract award.
A contract price adjustment will not be made based on the Contractor selecting a different construction method after the contract is awarded.

Yes, follow the JCG direction and report to the Contracting officer.
Gov. answer No.16 In Amend 02
After the Turbidity Protection Floating Frame is provided, vessel will not be able to berth. Is it allowed?
Yes, the vessel of Government will not berth at work area during dredging construction.
However contractor must follow the Contracting Officer’s decision if work is suspended for Government ship operation.
Gov. answer No.27 In Amend 02
Although it is indicated as "There is no maximum percentage increase or decrease specified in FAR 52.211-18" on the Gov.
answer, is there no maximum amount to increase the contract price?
There is no maximum percentage increase or decrease specified in FAR 52.211-18. As such, there is no maximum JPY increase or decrease in contract price.
The contractor shall promptly notify the Government if they expect the quantity to vary more than 15 percent above or below the estimated quantity.
According to the drawing, dredged soil shall be included YOBORI (30cm). Should we maintain the maintenance depth indicated on the drawing? It seems to become deeper if YOBORI is included.
Yes, the maintenance depth indicated on the drawing must be maintained.
Dredged soil volume on the drawing is included YOBORI (30cm).
For dredging work, is there any possibility that dredging work will be interrupted by other than related Gov. regulation.
There is a possibility that dredging work can be interrupted by Non-Government related actions….i.e. weather/natural disasters.
Currently, there is no accurate sounding measurement data existed.
Also, the size and quantity of construction area are not clear, and also it is not clear in those of transporting distance to a sediment disposal facility; treatment capacity per day; accepting agency's requirement.
After pre-survey is completed and sediment disposal facility is determined, the specification of workship and the number of ships will be considered.
Is it possible for the Gov. to modify the design including the extension of construction period?
Dredging area is clearly shown in drawing C-101.
Dredging volume is shown in drawing and spec for biding purposes, so offeror should bid based on the provided information.
If dredging volume is much different from the assumption, a modification will be done to include additional contract time.
The disposal facility shall be determined by the Offeror and the Offeror shall provide their bid based on the disposal facility selected.
Although it is specified that YOHORI is 0.3m, in case that the depth of water is more than - 0.9m, the depth of YOHORI at the bottom is 0.6m and the width of YOHORI is 4.0m according to the estimate standard by the Japanese Government (Kokudo Kotsu Shou).
And it looks difficult to meet 0.3m, is it possible to change it?
Government requires the dredging depth shown in drawing and consider the YOBORI volume 0.3m.
Offeror can dredge only depth to keep the required dredging depth. But government will count the dredging volume with required depth plus YOBORI 0.3m.
According to the drawing, required dredging depth is 11.0m from C.D.L.
However, it is assumed that the survey error might affect the accuracy of dredging when managing the production.
Is it possible for Gov to modify the dredging depth from -11.0m to -11.2m?
Government requirement for dredging depth is 11.0m from C.D.L.
Contractor shall provide accurate survey.
Regarding hoisting work for pontoon, is it possible for workers to perform drainage work on the pontoon while it is hoisted at sea level by a floating crane?
The decision to perform drainage work of the pontoon is the Contractor’s responsibility. The Government requires the sunken pontoons removed and disposed of.
