About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for the N4008025R9500 solicitation, specifically Amendment 0010 issued on 29-Apr-2025. The amendment contains three primary purposes:

  1. Extend the proposal due date from 6 May 2025 to 15 May 2025 no later than 1400 local time. 2. Provide revisions to multiple design documents, including specification sections and drawings related to various technical components like curtain walls, glazing, overhead doors, and audio-visual systems. 3. Include responses to potential proposal inquiries (PPIs) addressing technical clarifications, such as warranty periods, manufacturing specifications, utility work coordination, and controlled unclassified information (CUI) handling requirements. The amendment applies to a Design-Build/Design-Bid-Build Indefinite-Delivery/Indefinite-Quantity Multiple Award Construction Contract for large-scale U.S. military projects in Washington D.C., Maryland, and Virginia, with the government seeking to ensure contractors have clear guidance on technical and procedural expectations for the project.

We are trying to understand the government’s expectations on handling and dissemination of CUI documents for this project. In the RFP issued on March 13th it references DFARS

Confirmed - Prime contractor has the primary responsibility to ensure that CUI is handled appropriately

252.204-7019 & 7020 which requires completion of an assessment for compliance with NIST 800-171. In amendment #2 handling requirements were issued, which reference DFARS 252.204-7012 and by reference include NIST 800-171 requirements for the handling of CUI documents. It is our understanding that both the prime contractor as well as subcontractors are required to meet DFARS 252.204-7012 as well as 252.204- 7019/7020 to be in compliance with the handling and dissemination of CUI. Please clarify what are the requirements to be followed and if they apply to both the primev contractor as well as subcontractors.

imperative that general contractors are able to verify each respective subcontractor provides proof of understanding of how to properly handle CUI documentation. On a program of this magnitude, we anticipate 100s of subcontractors interested in bidding this work.

Because of this, would it be possible for the Government to grant an extension of both the RFI due date (of 4.11.25) to allow the subcontractor ample time to review the documents and request clarifications, as well as the final proposal due date (currently 04.29.25)? Would the Government consider RFIs due on 04.25.2025 and the final proposal submittal due on 05.13.2025?

399 Please clarify the logistics of cycling construction trucks into the campus as there is approximately 150,000 cubic yards of spoils to be brought onto site and 75,000 cubic yards of removal of surcharge materials. This volume of material will require a significant amount of trucks to cycle on and off the campus. At peak it is anticipated that multiple trucks an hour will be required, please confirm that NAVFAC has the capability to support the security required for this and that it has been taken into account with the 801 day period of performance.

413 RFP Are there any other areas on base, outside the project LOD, that would be available for construction laydown, staging, and contractor parking?

There is a portion of abandoned taxiway between the site and the west basin marina that the Contractor may use for laydown, staging and parking. It is currently in use by another Contractor, but it MAY be available again by the time of award. This space is only a potential location and should not be depended on

Sheets S-101A, S-101B, & S-101C have spread footings with a call-out of F8x12. The footing schedule on sheet S-302 and the footing details on sheets S-302 and S-303 do not list footing type F8x12, please provide sizing, reinforcement, etc. for footing type F8x12.

See revision to sheet S-302 to be re-ssued that provides the design of footing F8x12.

441 33000 There is seemingly no explicitly stated information in the drawings or specifications regarding if earth-forming of foundations is allowed/forbidden. Please confirm if earth-forming foundations is allowed, and if so, how

Earth-forming is acceptable for areas that are not exposed in the final condition. The insulation around the perimeter of the foundations needs to be tight against the much additional concrete coverage is required for the reinforcing steel.

concrete, so the concrete either needs to be poured against the insulation or the concrete needs to be formed to create a flat surface for the insulation.

442 S-302 On sheet S-302 the detail for footing type F14x14 has a note stating “ONLY AT

COLUMNS D/5, D/7, R/5, & D/7, NOT AT

COLUMNS W/9.5 & W/10”. Please confirm the following:

The D/7 location is listed twice in the note, and the reference to column W/9.5 is shown as W/9.6 on sheet S-101C. Please confirm the note should read “ONLY AT COLUMNS

D/5, D/7, R/5, & R/7, NOT AT COLUMNS

W9.6 & W/10.

Please confirm that the intention of the note is just for the designated thickness of the F14x14 footings.

See revision to sheet S-302 to be re-issued. The purpose of this note is to indicate that columns W/9.5 and W/10 only needs to be 2'-6"" thick and do not require tension rods."

Please confirm that any schedule delays and/or incurred costs to the Seed Project arising from delays in these projects will be the responsibility of the Government?

Bid per RFP.

485 N/A 01 50 00 3.2.1 Specifications state that the contractor will be responsible for all temporary & construction utilities. Can Government provide hook up fees and average monthly utilization rates each bidder should base their price on to ensure an equivalent pricing basis?

The Contractor's cost for electrical power will vary depending on the loads required (ie, office trailers, temporary shops, batch plant) to complete the project. SMECO does not have a flat fee unit price for hookups. The Government is generally not aware of the the Contractor's cost with the electric utility. Average monthly utilization rates will depend based on the Contractor's needs, and their chosen means and methods of construction.
