About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for the N4008025R9500 solicitation, specifically Amendment 0009. The amendment provides multiple updates and clarifications for the Multiple Award Construction Contract (MACC) for large-scale U.S. military projects in Washington D.C., Maryland, and Virginia.
Key updates include revisions to the solicitation's price proposal package requirements, such as mandating a bid bond of 20% of the total project bid price (or $3M, whichever is less), confirming SAM registration, and requiring small business subcontracting plan submissions. The amendment also addresses numerous technical specification clarifications across various sections, including crane specifications, fall protection systems, utility installations, and site preparation requirements. Additionally, the document includes responses to multiple proposer inquiries about technical details, work scope, and contractual expectations, providing further guidance for potential contractors preparing their proposals.

In addition, the Offeror shall provide a letter from its bonding company confirming that it has a single award bonding capacity of at least $250,000,000. Firms are not required to demonstrate a minimum aggregate bonding capacity. However, contractors must be capable of securing bonding for multiple large-scale projects concurrently, as RFPs and task orders may be issued for several projects simultaneously. Offeror proposals that fail to provide evidence of a single bonding capacity of at least $250,000,000 may be considered non-responsive and thus be excluded from further price or technical evaluation as ineligible for award. NOTE: A small business joint venture Offeror or teaming agreement as defined in paragraph (c) of FAR solicitation provision 52.219-1, Small Business Program Representations, in accordance with 52.204-8(d) and 52.212-3(b) shall submit bonding company letters from each of the respective partners as identified on the SF1442, however the sum of the bonding letters shall meet the minimum $250,000,000 per project.

(8) SMALL BUSINESS SUBCONTRACTING PLAN INFORMATION – reference FAR 52.219-9 Alt II and DFARS 252.219-7003). In accordance with FAR 19.7, all other than small businesses shall submit a Small Business Subcontracting Plan (SBSP) based on the proposed MACC NTE Value utilizing the template provided as Attachment E within their price proposal. Acceptability of the SBSP will be considered a responsibility matter. The SBSP will not be evaluated or rated by the SSEB, but reviewed by a Small Business Professional/Authorized Representative and the Contracting Officer for acceptability. The SBSP shall be negotiated and/or accepted within the time specified by the Contracting Officer. Failure to negotiate an acceptable subcontracting plan within the time limit prescribed by the Contracting Officer will render the Offeror ineligible for award of the contract. The SBSP will be incorporated into the resulting contract.
NAVFAC’s command-wide small business subcontracting targets are shown below. These may be higher or lower than percentages that would represent realistic, challenging, small business subcontracting goals for this acquisition consistent with efficient and effective performance of the contract. These targets are based on a percentage of total planned subcontract dollars. The SBSP shall be consistent with the commitments offered in the Small Business Utilization and Participation Factor (Attachment G). In accordance with DFARS 215.304(c)(i), when an evaluation assesses the extent that small businesses are specifically identified in proposals, those small businesses considered in the evaluation shall be listed in the
SBSP.

The participation requirements within the SBPCD are provided as percentages of the total contract value; subcontract plan goals are provided as a percentage of planned subcontracting dollars. While the percentages will differ, the types of products/services identified in the SBSP, should be the same as those products/services identified in the SBPCD. 66 GC102 n/a n/a Per drawing GC102, Building demolition under Phase 1A for buildings 2372, 669, 619, 314, and 315 cannot be demolished until new facilities, which are part of separate contracts, are functional. Please provide guidance as to when the offers shall expect ability to demolish existing buildings per Phase 1A.
The Offerors can expect that buildings 2372, 669, 619, 314 and 315 will be in use until 15 January 2026. This is the earliest date that they may be vacant and available for demolition after removal of furniture and other contents by the demolition Contractor.
68 GC102 Per drawing GC102, Phase 2 preliminary grading, surcharge and utilities can be concurrent with Phase 1.
Please confirm that Phase 2A through 2F can also happen concurrently with phase 1 as long as erosion and sediment control measures have been installed.
Per the General Notes, Phase 1 of the General Notes can occur concurrently with Phase 2 of the General Notes. However, the building demolition and fuel line casing will need to occur prior to the surcharging. The utilities installation is outside the scope of the Contractor’s effort and may occur after all other Phase 1 and Phase 2 General Note activities.

Per NAVFAC P-73 Volume II Paragraph 6.d.(2)(g): "The construction contract shall contain provisions for reimbursing the Navy forestry account in the amount of the appraised value. The Invitation for Bids on such construction contracts must contain a provision as follows:
a. 'Valuable Standing Timber: Bidders are advised that there is marketable standing timber, having fair market value which the Government appraises to be $(amount), on the tract described as follows: (detail boundaries). The contractor is required to pay the appraised amount to the Government within 30 days after notice to proceed has been given, to be deposited in the Navy's forestry account.'"
Also note that a check or money for the appraised value needs to be made payable to ‘Treasurer of the United States’.”
79 01 50 00 3.1 Please provide information regarding location and capacity of parking area designated by the Contracting Officer. Please advise if additional laydown/construction trailer space is available not shown within the Bid Documents.
Once the site is cleared the contractor can create laydown/ construction trailer space within the project limits.

Drawing s Volume and RFP Part 1
Drawing GC102 indicates that the tree removal may only be performed between 16-Nov and 31-Mar. There is a significant amount of tree removal that must be coordinated with other site development work. If the project is awarded 31-Dec-25, that will not provide adequate time to get the tree removal complete prior to 31-Mar-26.
This means that the tree removal will be pushed off until the next window (16- Nov-26 to 31-Mar-27) to be completed and will delay the project.
Is it possible that the award date be targeted to occur around 1-Aug-25 so that the contractor can provide bonds, early submittals, mobilize, install fence/low barricades and erosion controls and then proceed with the tree removal within the time window designated?
On a related note, page 22 of the RFP states, “Important:
The schedule shall be based on a contract award date of 31 Dec 2025, but this date is provided for evaluation purposes only and not an anticipated/planned award date.” Please note that given
From Aug 1 – May 14 there are no issues with clearing trees. If there is any possibility that tree clearing could extend in to the pupping season (May 15 – July 31) then it is recommend doing a voluntary consultation with U.S. Fish and Wildlife Service to avoid a possible backlog of consultation requests and having to write a biological opinion. The time required is dependent on the backlog.
the restrictive window and the quantity of tree removal required in order to proceed with the new construction, the date of award may significantly impact the overall project duration.
221 S-151 Section 41 22 13.15
Drawing S-151 suggests that the bridge crane is a double-girder crane; specification 41 22 13.15 is unclear. Should this be a double or single girder crane?
A double-girder bridge crane is expected based on the span and required capacity.
However, a single girder crane can be used if all prescribed crane requirements are met.
222 Section 41 22 13.15
2.2.2 Paragraph 2.2.2 of section 41
22 13.15 says that the bridge girders need to be patented track if handling ordnance.
Will this crane be handling ordnance?
No, the crane will not handle ordnance. Refer to amendment 0008: revised specification 41 22 13.15
224 Section 41 22 13.15
2.4.8.1 Paragraph 2.4.8.1 calls for a
four-bar runway conductor system. If the crane is operating in a hazardous environment, this would need to be a stainless steel track festoon with neoprene flat cable. Please clarify what is needed for runway electrification.
The entire crane is required to operate in a hazardous environment.

Section 1.3.1.2 identifies the maximum hoist speed as 60 FPM and the minimum as 40 FPM. These speeds push the hoist into the “custom” category and the standard hoist suppliers cannot meet this criteria. We’ve done military hangar’s in the past and the standard hoist speeds offered from Yale and ACCO at 30 FPM has been acceptable. We are a master distributor for all major hoisting brands and I cannot find a hoist manufacturer that will quote this project with the published speeds. Will you accept a 30 FPM hoist speed?
Yes, a hoist speed of 30 FMP is acceptable. Refer to amendment 0008: revised specification 41 22 13.15

Based upon the attached Site 6A ROD amendment from 2004, which was signed after the 1999 ROD for Sites 6 and 6A, it appears the area that is Site 6A is good for unrestricted land use and should be acceptable for the future P691 MILCON project. The Government does not see anything that would cause for need to containerize and have any special disposal of soils. It is possible the Contractor may also something not found during the Governments survey as it did not canvas 100% of the site and subsurface, but based upon the RI/FS work completed 20+ years ago the site appeared to be below the screening levels at that time.
Please note that the Base Operating Support Contractors have utilized the site throughout for disposal of soils, construction debris, and spare materials.
