About this file

This is Amendment 0014 to Solicitation N4008024R2401, issued by COMNAVFACSYSCOM Washington on May 18, 2026, for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Multiple Award Construction Contract (MACC) with a small business set-aside for roofing services in the Naval Facilities Washington area of responsibility.

The amendment extends the proposal due date from 2:00 P.M. EST on May 26, 2026, to 12:00 P.M. EST on May 29, 2026. Key revisions include modifications to Factor 3 – Management Approach, increasing the narrative submittal requirement from five (5) pages to eight (8) pages, with the critical path schedule excluded from page limitations. The demonstration project schedule baseline was changed from March 12, 2025, to October 1, 2026, with the construction duration extended from 180 calendar days to 270 calendar days to accommodate submittals, design reviews, and all three phases of construction work. Offerors proposing a shorter construction duration than 270 days must provide justification and this duration becomes contractually binding if awarded. The amendment also provides responses to 108 previous questions and inquiries (PPIs), addressing technical specifications for the USU Building 76E roof garden project, including design-build delivery, ECATTS certification requirements, hazardous materials assessments, schedule parameters, site visit restrictions, warranty provisions, and evaluation criteria clarifications. Attachments include a hazmat report and seven roof garden photographs. All other terms and conditions remain unchanged unless modified by this amendment.

• USU Roof Garden Pictures 1-7

All other items remain unchanged.

2. Factor 3 – Management Approach is hereby amended as follows:

(i) Solicitation Submittal Requirements:

FROM:

Offeror shall submit a narrative detailing Project Specific Requirements. The narrative should describe how the offeror intends to successfully complete work awarded under this MACC. The narrative plan shall not exceed five

(5) pages. Information beyond the five (5) pages will not be considered, except for the critical path schedule which is not included in the page limitation. The narrative shall, at a minimum, address the following topics:

• Proposal to include certificates for the ECATTS trained contractor, the contractor, and the roof designer. If certificates are not available, provide explanation. Omission of this information may be considered less favorably.

• Schedule: For the Demonstration Project, provide a Critical Path Schedule illustrating the offeror’s ability to achieve or improve on the construction duration of 180 calendar days. Identify key milestones for sequence of work as required to complete construction. The schedule shall demonstrate an understanding of the work to include the base CLIN and all options, a logical sequence of events to accomplish the work, and be sufficiently detailed to identify all of the major milestones.

o The schedule shall be based on a contract award date of 12 March 2025. This date is provided for proposal purposes only and is not dispositive of an anticipated/planned award date.

o If the offeror is proposing a shorter construction duration than 180 calendar days, their proposal shall include their proposed construction duration number of calendar days and justification for a shorter duration. At the Government’s discretion, the proposed number of days may be binding and used to calculate a construction completion date should the offeror be awarded the Demonstration Project. This calculated construction completion date will be included should the demonstration project be awarded. Proposed durations longer than the issued completion days will not be accepted.

(ii) Basis of Evaluation:

An Offeror that proposes a realistic and feasible schedule that is shorter than 180 calendar days from award must provide a justification. The Offeror may be considered more favorably in the overall evaluation of competitive proposals. Proposed completion dates in excess of 180 calendar days will be Unacceptable.

TO:

3. PPI RESPONSES:

PPI No. Question Government Response

The Submittal Register identifies the Preliminary HPSB Checklist and Sustainability Action Plan as "G"(Govt Approval) submittals. However, foundational HPSB Checklist (Goals) prepared by the DOR is missing from the RFP. To ensure the bid accurately reflects the required performance standards and to avoid delays in the approval of these critical-path "G" submittals post-award, please provide the Preliminary HPSB Checklist (Goals).

HSPB is not required for this project.

The list of drawings is missing the following; M301, A503, A701, FD102, FX101, M301, ED102, FA102. The actual drawings provided is missing the following; A602.

Please provide A602 drawing and update the list of drawings.

Drawing A602 does not exist; Door Threshold Detail should have referred to Detail 4 on Sheet A-501. List of Drawings in specs should be assumed to match Drawing Index on sheet G-001.

24 Can the Competent Person wear two hats and be the Superintendent?

No, they must be separate people.

The demonstration project, building 76E roof garden, is a bid-build fully designed for construction project (ie. no design requirement). Please confirm.

The demonstration project is design-build. The design requirements are relative to the shop drawings.

26 Will all task orders on the MACC require technical proposals?

Not all proposals under this MACC will require technical proposals. The requirement of a technical proposal will be dependent upon the type of procurement the solicitation is using.

There is no all inclusive ECATTS certification. Which specific ECATTS module is required for the Design Professional?

List all ECATTS certification achieved for the design professional.

ECATTS Training Certificates alone will consist of multiple pages. Will the ECATTS training certificates count towards the 5 page limitation on the Management Approach?

No. Per PPI 4 issued in amendment 0003, Certificates for ECATTS training do not count towards the page limitation.

29 Will the Demonstration Project Work Plan Narrative count towards the 5 page limitation on the Management

Yes, the work plan narrative will count towards the page limitation. Only the ECATTS and schedule do not count

Approach? towards the page limitation.

Section states, "The schedule shall demonstrate an understanding of the work to include the base CLIN and all options, a logical sequence of events to accomplish thework, and be sufficiently detailed to identify all of the major milestones". Please confirm if this was a typo and should only reference the demonstration project not base CLIN and all options.

This section refers to only the base CLIN as the demonstration project does not contain any options.

31 Please confirm that we are to use March 12, 2025 as the contract award date basis for the schedule.

Use October 1, 2026, as the new contract award date

In addtion to the Attachment C, Price Proposal form with Lump Sum Line Item 0001 for the Demonstration Project, is a price breakdown (material, labor) required?

A price breakdown is not required. Only a lump sum price is required.

In addition to the Attachment C, Price Proposal Form with Lump Sum Line Item 0001 for the Demonstration Project, are we required to also include pages 3 and 4 of the solicitation (section 00 10 00 CLINS 0001-0003) in our proposal? If yes, please confirm that we are to leave these CLINS 0001-0003 blank.

Do not include pages 3 and 4 of the solicitation in your price proposal. Use the attached Price Proposal Form.

34 How many PHASE I proposals were submitted? How many Offerors were selected to particpate in Phase II?

That information cannot be disclosed.

Spec Section 07 1400 specifies an elastomeric waterproofing membrane but the vegetative roofing section includes information for a hot rubberized Henry system, which is reflected in the drawings and details.

Please clarify intent.

The spec under 1.2 refers to a list of product data which Fluid Applied membrane is listed. Under products Fluid applied membrane is listed. Elastomeric sheet is not used.

Tapered insulation is not typically required in an IRMA roof system. Please confirm that tapered insulation is required per detail 7/A-502. Also, most manufacturer's don't want to install a hot rubberized system over insulation as it is best suited to be installed directly to a concrete deck.

Because the concrete deck is not sloped, the insulation must provide the slope for water to drain. The IRMA system is an inverted roof system where the roof membrane is installed on the deck and insulation on top of the roof membrane. Tapered insulation is required.

Per detail 7/A-502, HRA cannot be installed directly to the sloped rigid insulation. Please confirm a substrate board is intended to be added in-between the tapered insulation and HRA membrane.

The note for the HRA includes text for a coverboard. Yes, the coverboard is on top of the insulation then the HRA is applied.

Is the 1" thick vacuum insulation panel truly required? It cannot be cut or penetrated, therefore would need to stop short of all of the new railing penetrations shown on detail 4/A-502 and any other penetrations (i.e. drain bowls, etc.) and therefore cannot be installed continuous as shown.

Yes, it is required, the contractor shall follow detail provided.

In lieu of installing the 1" vacuum insulated panels, can the specified R-value be achieved using layers of 2" XPS instead?

No, see answer to PPI 38.

It says the existing deck is 3.25" lightweight concrete over 3" 20 ga composite steel deck. Is this deck type considered a "structural slab" as mentioned in the details?

Yes.

42 Can a site vist be scheduled for this project?

There will be no Government site visit for the demonstration project.

What is the definition of a demonstration project? Is this project capable of being awarded?

A demonstration project is a project that may or may not be awarded due to funding constraints. The Government reserves the right to award the demonstration project at the time of the basic contract award or before the proposal expiration period should funds become available as stated in the solicitation.

As a prime roofing contractor, we can price the roofing site unseen, but asking us to have other trades price extensive work, site unseen, will result in inflated numbers, thus affecting the pricing when compared to the government estimate. We routinely price design-build roofing projects with ancillary trades involved, but the pricing the government will receive will not be indictative of how we will price normal roofing projects. Please clarify intent of pricing general construction trades site unseen.

There will be no Government site visit for the demonstration project. Offerors shall utilize the Specifications, Drawings, and photos in the preparation of their proposals.

Our bonding company will not issue a formal bid bond for a demonstration project. Please confirm this job is going to be awarded and a bid bond is required.

A bid bond is required as part of the price proposal.

The RFP says to base our schedule off a 3/12/2025 start date, and we will be held to the duration if the job is awarded. However, if the job is awarded later in the year, we will ecounter winter weather that most likely slows the job down a bit. Please provide clarification on being held to the proposed schedule duration.

The schedule shall be based on a new contract award date of October 1, 2026.

In the Management Approach, it says, "offeror's strategy for demolition of existing system and installation of new roofing that may include flashing, coping, exhaust hood removal and opening closure, and conduit rerouting." Is this related to the demonstration project or should we just provide a generic example of a roofing project? Please provide clarification.

Provide the offeror’s strategy based on a generic roofing project typical of work awarded under this MACC.

Drawing G-002 – Under Hazardous Materials Note states refer to the USU-76 REVIEW ROOF DESIGN

HAZARDOUS MATERIALS ASSESSMENT REPORT

DATED NOVEMBER 1, 2022. These reports are not part of the specifications. Could you please confirm if there are any HAZMAT Materials we should be aware off.

The report will be provided. Please see attached Hazmat report.

The interior renovations/ steel work needs us to look into the existing site conditions as there are certain areas that require us to install the new work and was wondering if the existing conditions might affect the installation of new work with respect to tie it into the existing .Some items like ductwork modification/ sprinkler work we would like to walk the job to ensure that we can submit a competitive price rather than consider unwanted items for securing the new installations.

There will be no Government site visit for the demonstration project. Offerors shall utilize the Specifications, Drawings, and photos in the preparation of their proposals.

Though the Government has stated that no site visit will be necessary all of our sub-contractors feel they need to walk this job for accurate pricing. Could this be addressed and allow us to walk the job to get a better picture of the existing system?

There will be no Government site visit for the demonstration project. Offerors shall utilize the Specifications, Drawings, and photos in the preparation of their proposals.

On roofing assembly detail on drawing A-502 you require a “1 INCH THICK MINIMUM SLOPED RIGID INSULATION” over existing structural slab. When installing rubberized asphalt roof membrane it is typical for the membrane to be installed directly on the structural concrete slab. If we are to follow D 7-A502 we need to know what type of protection board, you require over the

“1 INCH THICK MINIMUM SLOPED RIGID

INSULATION” and under the rubberized asphalt membrane. Will the protection board need to be attached to the “1 INCH THICK MINIMUM SLOPED RIGID INSULATION” ( if so please specify method of attachment) or will it loose laid and ballasted by the weight of the roofing components above it? Will the seams of the protection board need to taped/sealed prior to the installation of the rubberized asphalt membrane? if so please provide method of execution based on the protection board we are to use.

IRMA roofing is typically installed directly to the concrete deck, so no cover board is required there. There is no detail 7 on A-502. Protection board on top of insulation is to be an approved protection board (typically Gyp or densdeck) by the roof manufacturer, can be loose laid and with taped joints.

On roofing assembly detail on drawing A-502 you require “1/4” THICK PROTECTION BOARD” between insulation layers. Is this needed? In our opinion, this may affect drainage of roof assembly acting as a water barrier.

Yes this is required.

Is your intention for the sundial to be operational or for aesthetic purposes only. If it is supposed to be operational, please provide detailed info of angles, direction of pointing and any information available.

A-102 shows the sun dial positioned 40 degrees off of plan south and should be operational.

Please confirm what is to be included in Phase II, Volume I and Volume II.

Page 3 of Amendment 13 states" Volume I shall contain the Offerors entire technical proposal in a single pdf., sectioned appropriately by major evaluation factor with the following characteristics:

1. Include a cover page with Solicitation Number, Solicitation Title, Prime Contractor Name, Address, Phone Number, Unique Entity ID Number, Cage Code, Tax ID Number, Point of Contact, Title, phone number, Volume I shall contain the technical proposal which includes the following:

1. Include a cover page with Solicitation Number, Solicitation Title, Prime Contractor Name, Address, Phone Number, Unique Entity ID Number, Cage Code, Tax ID Number, Point of Contact, Title, phone number, and email address.

2. 8 ½ x 11 paper, Times New Roman, 10-point font.

3. Requirements of Technical Factors and email address.

2. 8 ½ x 11 paper, Times New Roman, 10-point font.

3. Requirements of the Technical Factors

Are we to insert the previous Phase I proposal that has already been submitted/evaluated (in its entirety)?

The required technical factor for this phase includes Factor 3 - Management Approach.

Volume II shall contain the price proposal and shall adhere to the requirements listed in the solicitation.

You do not need to submit the Phase I proposal.

For the demonstration project schedule, page 4 of Amendment 13 states "The schedule shall be based on a contract award date of 12 March 2025." Please confirm if we are to use an updated date.

The schedule shall now be based on a contract award day of 1 October 2026.

Under Amendment 13 Instructions to Offerors it states there will be no Government site visit for the demonstration project. However, Amendment 3 (from bid phase 1) stated a site walk would be coordinated (under answers to questions 11, 13, and 17). In addition, General Note 2 of G-002 of the Drawings states "All Contractors must be responsible for visiting the site and examining existing conditions prior to submitting a bid for the work." Please advise if a site visit will be coordinated for bidders to assess existing conditions

There will be no Government site visit for the demonstration project. Offerors are to use the Specifications and Drawings attached to the solicitation to make their price determination

Spec Section 01 11 00 paragraph 1.2.1 (Summary of Work) is a little misleading in that it says the work includes the design for the roof garden /patio and then it provides detail of what is included in the design requirements. This paragraph does not specifically state if construction work is to be provided (and if so, should it include all 3 phases of construction from the drawings).

Additionally, Attachment C Price Proposal form is labeled "Review Roof Garden Design" and the Line Item 0001 states: BASE PRICE: E-USU -76 Revew Roof Garden Design. Please confirm that we are not just pricing the review of the design and that we are to price the complete SOW noted on sheet G-002 and that we are to include all 3 phases of construction work (as depicted on sheet G-003) of the Contract Drawings.

Confirmed, Offerors are to price the complete SOW and all construction phases as outlined in USU Roof Garden – Drawings.

Drawing Sheet G-002, Hazardous Materials, Note #2 states "SUSPECT ASBESTOS-CONTAINING

MATERIALS (ACM) ARE PRESENT IN THE

DESIGNATED RENOVATION AREA. REFER TO THE

USU-76 REVIEW ROOF DESIGN HAZARDOUS

MATERIALS ASSESSMENT REPORT DATED

NOVEMBER 1, 2022." This report has not been provided, please provide a copy of the referenced report so that we can determine if ACM will be disturbed during construction

See PPI 48

59 What is the Government's Rough Order of Magnitude for this project?

Disclosure of the Magnitude of Construction Projects: the estimated price range for this project is between $1,000,000 and $5,000,000.

Please verify the extent of design for this project. Will design be limited to verification based on the language of Spec Section 01 11 00, or will full design (new specs, new drawings, etc) be required? What is the Government's anticipated duration for design work of this contract?

Plans and specs were provided as part of the solicitation;

design requirements are relative to shop drawings. There is no separate design duration. Both construction and design must be completed in 270 calendar days.

Amendment 0003, RFI 3 Response increased the Management Approach narrative from 5 pages to 8 pages.

Please confirm 8 pages is the maximum number of pages for the Management Approach narrative and that the work plan narrative for the demonstration project must fit inside of these 8 pages.

Confirmed. Factor 3 - Management Approach page allowance is 8 pages based on PPI response 3.

Can pictures of the inside of the building (specifically the ceiling and surrounding area) be shared for bidders to understand magnitude of demolition work involved?

See attached Roof Garden pictures.

Please confirm if the 180 calendar day schedule is for the physical construction timeframe or if the intention is to issue this task order with a POP of 180 days to include design, submittals, meetings, and all three phases of work?

The demonstration project’s duration has been changed to 270 days to include submittals. All work shall be completed no later than 270 calendar days after the date of award.

Please provide information of the building user schedule so we can develop a plan to coordinate the work. Will the area of work (directly under the garden roof area) be vacated or will we be required to move/work around desks, file cabinets, tables, cubicles, chairs, etc. per information shared on sheets GI-101 and GI-102. Please describe existing conditions and parameters of the operation in this area so that we can understand our requirements per paragraph 1.3.4 of 01 14 00.

Area under the roof garden will be unoccupied during construction.

For Scheduling - There are alot of not work related items that need to fit into the 180 days schedule. Per the submittal register in the Spec, there are over 200 submittal items requiring Government review. Most submittals are due within the intial 30-45 days of contract (and then Govt has 14 day review period); precon meeting within 35 calendar days; final schedule due 15 days after approval of intial schedule; contractor to mobilize within 60 calendar days; and any submittals requiring Government fire protection engineer take 30 days for review. Outside of these administrative requirements, the work of this contract in itself will need approx 180 days. Will the Government consider giving the Contractor 90 days for design/submittals and 180 days for construction (for a total POP of 270 days)?

Design components are relative to shop drawings. The duration of the project has been changed to 270 days for submittals.

66 Is the existing ceiling a fixed ceiling or is it a drop ceiling? Drop ceiling.

What is the existing roof system assembly? Can pictures be provided? How thick is the roof? What is the composition?

Existing roof is BUR. Thickness is unknown.

68 Are as-built drawings available for us to review existing conditions?

Yes

How much time should we incorporate into our schedule for the NMCI Contractor to perform its work once we meet at the end of the project? We understand the requirements of 01 11 00 but we cannot control the response time and/or time needed for NMCI work. Please confirm that NMCI work does not need to be completed inside of our 180 POP window as we do not have control of their operation.

There is no NMCI involvement for this project.

Please advise if the Contractor is required to provide an Administrative Field Office per Spec Section 01 50 11 Paragraph 3.4.1. If so, please confirm location

An admin field office for the contractor is up to the contractor. If they feel they do not need one it is not required.

Will O&M manuals and Prefinal submittals be required to be submitted inside of the 180 POP window? Paragraph

3.2 of Spec Section 01 78 00 (and 1.4.2 of 01 78 24) states both items are to be submitted 90 days after the Occupancy date. Please confirm these closeout docs can be submitted outside of the POP.

All work must be done during the POP.

Due to there being no on-site visit, can the government provide any interior photos of beneath the deck to verify fire suppression lines, lights, conduit, etc?

Yes, photos will be provided. See attached Roof Garden pictures.

Keynote 1 states that a hazardous materials survey assesssment has been conducted for ACM and LBP and to refer to "USU-76 Review Roof Design Hazardous Materials Assessment Report". Can the government provide the report?

Yes, the report will be provided. See attached Hazmat Report.

Can the government provide interior phots where contractors are to demolish existing door and wall assemblies?

Yes.

Warranty requirements call out a NDL warranty, after reaching out to specified manufacturer per section 075563/2.2 we were notified that this type of warranty does not exist in waterproofing. Manufacturer can provide a 20 year system warranty offering all products. A 30 year warranty can be provided by specified manufacturer if modifications are made to the specified waterproofing system. Please advise.

If a No Dollar Limit (NDL) warranty cannot be provided, provide the highest warranty achievable within the contract limits.

Design calls for single source on the green roof. Specified manufacturer per section per section 075563/2.2 can provide all components but stone ballast and soil depths

Contractor does not need to use the specified manufacturer.

If single source is not provided by the specified manufacturer, the contractor should reach out to others.

over 24” will not be covered. Perennial plantings outside of sedum mats are also not covered in the single source.

Please advise.

77 Drawings call for water retention layer but spec calls for standard drainage layer. Which one is needed?

Standard drainage layer.

Based on specified BOD manufacturer comments, Hot Rubberized Asphalt assembly is incorrect on typical details. Detail 7/A502 calls for 1” tapered rigid insulation over concrete structural deck and protection board over the tapered rigid insulation. What protection board is supposed to be utilized (cement board, densdeck, ect?) .

Manufacturer commented that, system can be installed on dead level deck and no slope is needed for warranty. They do not recommend this assembly and want to see the Hot Rubberized Asphalt installed directly on concrete structural slab. A common practice if a slope to the drains needs to be achieved is to install a PVC single ply membrane in lieu of a Hot Rubberized Asphalt membrane prior to installing the green roof assembly. Please advise.

Densdeck can be used or any other protection board approved by the roofing manufacturer. The concrete deck is flat and tapered insulation need to be used to slope the roof. Provide Basis of design roof or equal.

System assembly detail 7/A502 calls for protection board between vacuum sealed rigid insulation (R-32) and 2” rigid insulation (R-11 per detail, R-10 per manufacturers comments). Manufacturers concern is that, by installing a protection board at that location per design detail, it will not allow water to flow properly through the system into the rain channels. Please advise.

The detail was developed with the basis of design roofing manufacturer.

Please indicate where Section 071400 (Fluid-Applied Waterproofing) applies on this project? Where is this work located in the design? Waterproofing membrane described on drawings match with section 075563 (Vegetated protected membrane roofing) and we are under the assumption that a Hot Rubberized Asphalt membrane per section 075563 is required. Section 071400 is confusing, Please clarify.

Detail 7 on A-502 says Hot rubberized membrane roofing, which is fluid applied.

Please confirm that all elements of work in the plans and specs are to be included in our Phase II proposal.

Confirmed, all elements of work in the plans and specs should be contained in the price proposal.

Given that no site visit is provided during the solicitation phase, can the Government confirm that the provided drawings and specifications accurately reflect existing conditions? Additionally, how will discrepancies between contract documents and actual field conditions be handled with respect to cost and schedule impacts?

The drawings and specs reflect conditions at the time of design. Documents say that contractors are to field verify all dimensions etc. Any discrepancies in the documents and field conditions that require a change will be handled on a case-by-case basis.

Can the Government identify all systems associated with the existing conduit requiring rerouting (e.g., electrical, communications, life safety)? Are any of these systems considered mission-critical or required to remain operational during construction?

Any system that does not need to be 'out of service' during construction needs to remain in service. Contractor to provide shop drawings of rerouting of all conduits. Nothing is mission critical however outages of systems need to be coordinated with the end user.

Please clarify the outage approval process, including required lead times, allowable outage durations, and any restrictions on timing (e.g., weekends, off-hours). Are temporary systems required to maintain operations during outages?

Contractor is to submit an outage form for all outages.

Typical lead times for outages is 30 days. All outage once submitted will be coordinated with the end user. Temp systems are only required if noted on the outage request form or within drawings/specs.

The drawings indicate work will occur in a fully occupied building. Please confirm allowable working hours for standard construction activities versus disruptive work (e.g., demolition, drilling, tie-ins). Are there any additional restrictions beyond those noted in the specifications?

For all noise generating work, that will need to be off hours.

Typical work hours are from 6am-4pm weekdays. No other restrictions.

Please identify designated staging areas, material laydown locations, and access routes to the roof. Is crane use anticipated or permitted for material handling? If so, are there designated crane locations?

Staging and laydown areas are to the east of the building but must be requested by the contractor per the specification; lead time for approval can be one month minimum. Crane use is permitted given the outage request form is submitted and approved, and crane set up area is on the road east of the building.

Have existing structural capacities been verified through field investigation or as-built documentation to support the proposed roof garden loads? Should the contractor anticipate additional structural analysis and/or design as part of the scope?

Yes, the structural loads have been verified by the designer.

The contractor will need to submit the required structural submittals indicated in the specs.

89 Please clarify responsibility for integration of the new The project is to replace the existing roof and install a new vegetative roofing system with the existing roof assembly. Who will hold the warranty for the completed roofing system, including tie-ins and penetrations?

vegetative roof. All warranties are to be obtained for the new vegetative roof from the new roofing manufacturer.

Are existing roof drainage systems adequate for the proposed roof garden, or are modifications anticipated?

Please confirm design intent for coordination between drainage, irrigation, and waterproofing systems.

Yes, drains are adequate. Coordination of drainage, irrigation and waterproofing systems is the responsibility of the contractor during construction.

The documents indicate the presence of asbestos-containing materials (ACM). Will abatement be performed by the Government or the contractor?

Additionally, how will newly discovered hazardous materials be handled in terms of cost and schedule adjustments?

Any ACMs identified on the drawings will need to be removed by the contractor. Any unforseen ACMs will need to be brought to the attention of the Government and handled on a case-by-case basis.

For task orders issued under this MACC, how will design responsibility be allocated between Design-Build and Design-Bid-Build projects? Specifically, in DBB scenarios, how will design errors, omissions, or conflicts be addressed?

Design-Build (DB): The MACC Contractor is responsible for the design and construction. The Contractor assumes full responsibility for the design's accuracy and compliance with the Government’s performance requirements. Design- Bid-Build (DBB): The DOR (provided by the Government) provides the finalized design and retains responsibility for design errors, omissions, or conflicts. The Government will manage all contracts and will act as the final authority for technical direction and conflict resolution. In DBB scenarios, if a design error or conflict is discovered, the MACC Contractor must submit a Request for Information

(RFI).

Please clarify permitting requirements for this project, including the governing authority (federal, local, or both) and which permits will be required.

Typical county building permits are not needed, as this is on a federal facility. MDE requirements (eg E&S or ACM notifications) are applicable.

Please clarify the specific ECATTS certification requirements for the contractor and roof designer. Are equivalent certifications acceptable, and can these requirements be satisfied by subcontractors or design partners?

Provide any ECATTS certification that the contractor and the roof designer have. ECATTS certification by subcontractors or design partners does not count. It must come from either the Prime contractor or committed DOR.

If the contractor proposes a construction duration shorter than 180 calendar days, will the proposed duration become contractually binding? Please clarify how schedule commitments will be enforced.

The construction duration has been changed to 270 days however, proposing a duration shorter than 270 days will be contractually binding. If the demonstration project is awarded, the period of performance will match the construction duration proposed.

If conflicts or constructability issues are identified within the contract documents during execution, what is the process for resolution, and will such findings be considered a basis for equitable adjustment?

Conflicts or constructability issues identified within the contract documents during execution will be dealt with on a case-by-case basis.

Are there any specific performance requirements or design considerations unique to the vegetative roof system (e.g., root barrier, overburden protection, maintenance access) that should be emphasized beyond what is shown in the drawings?

No.

Please confirm that the "demonstration" project will be awarded, if funds are available.

The Government reserves the right to award the demonstration project at the time of contract award or before proposals expire if the funds become available.

Can you please provide a magnitude for the demonstration project? This is necessary in order to request a sufficient bid bond.

In accordance with FAR 36.204 Disclosure of the Magnitude of Construction Projects, the estimated price range for this project is between $1,000,000 and $5,000,000.

Can you please confirm that Management Approach and Price are under a single Factor 3 for evaluation?

Price and Factor 3 - Management Approach are separate factors of the proposal. Factor 3 will be contained in Volume I: Technical Proposal and Price will be contained in Volume II: Price Proposal

It is stated that an offeror can be rated "Unacceptable" but that proposals providing greater detail and demonstrating a greater understanding may be rated higher in the overall evaluation. Can you please clarify the evaluation ratings for Management Approach?

The proposal will be rated Unacceptable if the proposal does not meet the requirements of the solicitation. Proposals meeting the requirements of the solicitation and providing greater detail and demonstrating a greater understanding will be rated higher.

It is stated that price will be evaluated by the comparison of proposed prices in response to the RFP, proposed prices with the IGCE, proposed prices with historial information, and market survey results. Will this evalution result in an Acceptable/Unacceptable rating? If not, can you please clarify the evaluation ratings for price?

Price evaluation does not result in an Acceptable/Unacceptable rating. Prices will be compared to prices received in response to the RFP, the IGE, available historical information and market survey to determine trade off value. All technical factors and past performance rating when combined are approximately equal to price.

Is it required to acknowledge Amendments 0001-0013 with our Phase II Price Volume? Yes.

Please confirm that a VETS-4212 report for the majority member of a Joint Venture is sufficient.

Both members of the Joint Venture are required to have a

VETS-4212.

If FY25 financial statements have not been completed yet, is it acceptable to submit FY 22,23, and 24?

Yes, Per the RFP, "the Offeror shall provide the latest three complete fiscal year financial statements for the prime contractor…" Provide an explanation as to why FY 25 financials are not provided.

Please clarify what is required in the "Description of offeror's facilities and equipment"

Facilities and equipment refers to the physical infrastructure, machinery, and technical capabilities a bidding company possesses.

Can offerors send all of the responsibility determination information via email prior to the bid due date?

The responsibility determination information shall be included in with the price proposal package, excluding financial statements. Financial statements can be sent via email via the RFP instructions prior to the bid due date.

For Joint Venture submissions, "other offeror's work presently under contract", do you require a list of contracts under the joint venture entity or a list of each members' contracts?

Work under both the Joint-Venture and work under each individual member.
