AMENDMENT 0003
The purpose of this amendment is to provide the following:
1. Solicitation Revisions/Clarifications
2. Revise Factor 2 – Corporate Experience Criteria
3. RFI Responses
4. The Phase I proposal due date has been revised to 22 November 2024 at 2:00 PM EST.
All other items remain unchanged.
1. SOLICITATION REVISIONS/CLARIFICATIONS
EVALUATION FACTORS FOR AWARD
1. The solicitation requires the evaluation of price and the following non-cost/price factors.
PHASE I:
Factor 1 – Technical Approach Factor 2 – Corporate Experience Factor 4 – Safety Factor 5 – Past Performance
PHASE II:
Factor 3 – Management Approach Price
1. This is a Two-Phase procurement, Factors 1, 2 ,4 and 5 will be evaluated in Phase I, and Factor 3 and Price will be evaluated in Phase II. Offerors shall submit a Phase I proposal in response to the solicitation. Offeror proposals will be evaluated against the stated RFP Criteria. Those Offerors identified to be in the Competitive Range will be invited to submit a Phase II proposal. Those Phase I Offerors who receive an Unacceptable in any factor will be considered ineligible for award, unless the significant weaknesses and/or deficiencies are easily correctable through discussions and the Contracting Officer determines discussions to be in the best interest of the Government; or unless otherwise determined to be included within the competitive range. Award will be made to the responsible Offeror(s) whose proposal(s) represent the best value to the Government, with Price and all Non-Price factors considered. Information for Phase II proposals will not be considered during Phase I. Likewise, Phase I proposals information shall not be considered with Phase II proposals.
All other infromation under Evaluation Factors for Award remains unchanged.
DELIVERY OF PROPOSAL
Phase I Proposals shall be received electronically no later than 2:00 PM EST on 22 November 2024. Proposals shall be submitted utilizing the Solicitation Module in the Procurement Integrated Enterprise Environment (PIEE).
Department of Defense (DoD) training for industry partners is available at https://dodprocurementtoolbox.com/site-pages/solicitation-module. Additional Web Based Training is available at https://pieetraining.eb.mil/wbt/xhtml/wbt/sol/index.xhtml.
Please allow SUFFICIENT TIME for your proposal to be received within the Government’s electronic system prior to the proposed cutoff date/time. All proposals must be received prior to the due date and time. Any proposals submitted after the time set for receipt will be documented with the date and hour of receipt and may be held unopened until after award. The file shall be documented in accordance with FAR 15.208. Facsimile copies and hard copies will NOT be accepted. NO HAND DELIVERY IS ALLOWED.
PROPOSAL ORGANIZATION AND FORMAT
The proposal submitted in response to this solicitation shall be clear, concise, and shall contain sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposals should not simply rephrase or restate the Government’s requirements, but rather should demonstrate convincing rationale to address how the offeror intends to meet these requirements. The offer shall be compliant with the requirements as stated in the RFP.
Nonconformance with the solicitation requirements, specified organization and content may result in elimination or misevaluation of the proposal. All claimed technical capabilities to meet the requirements shall be realistic and are subject to verification by the Government. Offerors should assume that the Government has no prior knowledge of the offeror’s business and that the Government will base its evaluation on the information contained in the offeror’s proposals.
Cross-Referencing: To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross referencing to other volumes of the proposal. Information required for proposal evaluation which is not found in its designated volume will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity.
Volume I: Technical Proposal (PHASE I and PHASE II): Volume I shall contain the Offerors entire technical proposal in a single pdf., sectioned appropriately by major evaluation factor with the following characteristics:
1. Include a cover page with Solicitation Number, Solicitation Title, Prime Contractor Name, Address, Phone Number, Unique Entity ID Number, Cage Code, Tax ID Number, Point of Contact, Title, phone number, and email address.
2. 8 ½ x 11 paper, Times New Roman, 10-point font.
3. Requirements of the Technical Factors
Note: If proposing as a Joint-Venture (JV), please submit the POC, UEI, and CAGE Code for each JV partner.
Volume II: Price Proposal (PHASE II ONLY): Volume II will be required with Phase II submission and shall contain the Offerors price proposal in a single pdf. Please refer to the Price Solicitation Submittal Requirements for contents of the Price proposal.
2. FACTOR 2 – CONSTRUCTION EXPERIENCE
The requirement for Construction and Design Experience is being revised:
FROM:
If a single project encompasses experience of more than one scope listed above, Offerors shall clearly delineate the portion of the job pertaining to each scope on the project data sheet. Note: Vague narrative details are likely insufficient.
• At least one design-build project
• At least one design-bid-build project
• At least one project with a final construction cost of at least $15,000,000 or greater
• At least one project with a total roofing area of at least 50,000 SF
TO:
If a single project encompasses experience of more than one scope listed above, Offerors shall clearly delineate the portion of the job pertaining to each scope on the project data sheet. Note: Vague narrative details are likely insufficient.
• At least one design-build project
• At least one design-bid-build project
• At least one project with a final construction cost of at least $5,000,000 or greater
• At least one project with a total roofing area of at least 50,000 SF
All other items remain unchanged.
3. RFI RESPONSES
RFI 2: There may be a discrepancy in the RFI provided with Amendment 1. Factor 2-Corporate Experience was revised (page 11 of the RFP) to adjust the $15,000,000 figure to $5,000,000:
“FROM:
1) A final construction cost of at least $2,000,000. At least one relevant project, however, shall have a final construction cost of at least $15,000,000 and
2) A total roofing area of 10,000 SF. At least one relevant project shall be at least 50,000 SF.
TO:
1) A construction project value of $250,000 to $2,000,000. Projects submitted below $250,000 will not be considered relevant. At least one relevant project shall have a final construction cost of at least $5,000,000 and
2) A total roofing area of 10,000 SF. At least one relevant project shall be at least 50,000 SF.”
Further down on the same page, however, there is another reference to the $15,000,000 figure as shown below. Did the government intend to delete this bullet? It seems to contradict the amendment language.
“If a single project encompasses experience of more than one scope listed above, Offerors shall clearly delineate the portion of the job pertaining to each scope on the project data sheet. Note: Vague narrative details are likely insufficient.
• At least one design-build project
• At least one design-bid-build project
• At least one project with a final construction cost of at least $15,000,000 or greater
• At least one project with a total roofing area of at least 50,000 SF”
GOVERNMENT RESPONSE: See amendment 0003 for criteria revision.
RFI 3: Regarding the instruction on page 15 for the Management Approach, “Offeror shall submit a narrative detailing Project Specific Requirements. The narrative should describe how the offeror intends to successfully complete work awarded under this MACC. The narrative plan shall not exceed five (5) pages.” This is a complex roofing project. It will be very difficult to describe the demolition and installation thoroughly and address all the other requirements for this volume (i.e., managing multiple projects, geographic coverage, DB and DBB Management, Schedule Coordination, Schedule Narrative) – all within 5 pages. Can the page allowance be increased to at least 10 or 15 pages?
GOVERNMENT RESPONSE: The page allowance for Factor 3 – Management Approach has been increased to 8 pages (4 double sided). Note: ECATTS certificates and schedule are not included in the page limitation.
RFI 4: The Management Approach requires certificates for the ECATTS trained contractor, contractor, and roof designer. Are these certificates included in the page limit for the Management Approach?
GOVERNMENT RESPONSE: Certificates for the ECATTS trained contractor, contractor, and roof designer AND project schedule are not included in the page limitation.
RFI 5: In response to Amendment 2, the original question was unclear, which is, what is government’s definition of a “New Installation of Roofing System”? Please provide an example.
GOVERNMENT RESPONSE: Clarification - “New Installation of Roofing System” is the installation of a roofing system for a new construction project where the contractor is NOT repairing a roofing system or removing and replacing a previously installed roofing system with a new roofing system.
RFI 6: In response to Amendment 2, Is a new construction project that would include a roof considered an “New Installation of a Roofing System”?
GOVERNMENT RESPONSE: A new construction project that would include a roof would be considered a “New Installation of a Roofing System” as long as the proposal demonstrates the roof was installed.
RFI 7: Will this program include new construction projects?
GOVERNMENT RESPONSE: Yes. Refer to section 1.3.2 in the Solicitation.
RFI 8: If the definition of a “New Installation of Roofing System” is not a new construction project or a roof replacement with different roofing system, is a “New Installation of Roofing System” for a building that does not already have a roof? And if so, that is a unique project that most roofing contractors will not have experience with, and we would like to respectfully request if the government reconsider their request for project type?
GOVERNMENT RESPONSE: Yes. See clarification for “New Installation of Roofing System”. Factor 2 – Corporate Experience “The Offeror may not utilize experience of a subcontractor to demonstrate construction experience other than as prescribed in 13 CFR 125.11. The Prime Offeror may submit experience where the prime offeror served as part of a joint venture or served as a first-tier subcontractor under Factor 2, Construction Experience.”
RFI 9: Is there any specific type of steep slope roof that is considered relevant more than another?
GOVERNMENT RESPONSE: No.
RFI 10: When are the RFI’s due for submission?
GOVERNMENT RESPONSE: GOVERNMENT RESPONSE: ALL INQUIRIES MUST BE SUBMITTED
NO LATER THAN 10 DAYS PRIOR TO THE PROPOSAL DUE DATE. All inquiries must be submitted in writing and emailed to Daniel Russell at daniel.russell.civ@us.navy.mil and Lindsay Brown at Lindsay.m.brown14.civ@us.navy.mil with inquiries attached as a WORD document.
RFI 11: Will there be a Site Visit scheduled for the demonstration project?
GOVERNMENT RESPONSE: See Solicitation Revisions in Amendment 0003. A site visit will be held in Phase 2.
RFI 12: Will the demonstration project be awarded under this MACC or is it for evaluation purposes only?
GOVERNMENT RESPONSE: Per the solicitation, “The Government reserves the right to award the demonstration project at the time of the basic contract award or before the proposal expiration period, should funds become available. If the demonstration project is not awarded with the basic award, the guaranteed minimum will be awarded.”
RFI 13: The RFP says an amendment will be issued for the site visit, but no site visit for the demonstration project has been issued.
GOVERNMENT RESPONSE: See Solicitation Revisions in Amendment 0003. A site visit will be held in Phase 2.
RFI 14: "Offerors shall submit a Phase 1 proposal in response to the solicitation. Offeror proposals will be evaluated against the stated RFP criteria. Those offerors identified to be in the Competitive Range will be invited to submit a Phase 2 proposal". What is to be included in Phase 1?
GOVERNMENT RESPONSE: See Solicitation Revisions in Amendment 0003. This is a Two-Phase procurement, Factors 1, 2 ,4 and 5 will be evaluated in Phase I, and Factor 3 and Price will be evaluated in Phase II.
RFI 15: For Phase 1, The RFP asks us to submit a narrative, no longer than 5 pages. But, in the 5 pages, we are to address strategies and approach for the 8 year MACC, along with the narrative for the demonstration project? Please clarify.
GOVERNMENT RESPONSE: The page allowance for Factor 3 – Management Approach has been increased to 8 pages (4 double sided). Note: ECATTS certificates and schedule are not included in the page limitation.
RFI 16: Are we supposed to turn in a bid bond with Phase 1? Please clarify. It's hard for us to price a project we have not seen, and expect our bonding company to hold the bond in the event the demonstration project is awarded.
How long will the bid bond be outstanding?
GOVERNMENT RESPONSE: A bid bond shall be submitted in Phase II with the price proposal.
RFI 17: For the demonstration project, the Solicitation states that, "Site visit details will be provided in subsequent amendment." That has not happened. Will a visit be scheduled and will time be extended as a result?
GOVERNMENT RESPONSE: A site visit will be held in Phase 2.
