About this file

This is Amendment 0010 to solicitation N40080-24-R-2401 for an IDIQ Multiple Award Construction Contract (MACC) for roofing services, issued by NAVFAC Washington. The amendment reopens the solicitation and revises proposal submission requirements, extending the proposal due date to January 30, 2025 at 2:00 PM local time.

The amendment provides detailed instructions for proposal submission through two methods: the preferred Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, or alternatively through DOD SAFE if PIEE submission is unsuccessful. Offerors who previously submitted proposals are not required to resubmit unless they desire revisions, but must acknowledge all amendments. All proposals must be submitted electronically - no facsimile, email, or hard copies will be accepted. The amendment includes formatting requirements for proposals, including cover page requirements with contractor information, and specifies that price information must not be included in technical proposals and vice versa. Offerors using DOD SAFE must request access seven calendar days before proposals are due by contacting the specified Contracting Officer and Contract Specialist.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

AMENDMENT 0010

The purpose of this amendment is to inform all interested parties that the Government is re-opening solicitation N40080-24-R-2401 and revising the RFP. All Offerors will be required to acknowledge all amendments and submit their proposal in accordance with the revised delivery instructions noted below.

Proposals are due by 30 January 2025 at 2:00 PM local time.

1. Offerors who have previously submitted a proposal in response to this solicitation need not re-submit their proposals unless desired/any revisions. However, ALL offerors are required to submit acknowledgement of this amendment. If it is determined that no revisions are required to already submitted proposals, the Offeror can submit acknowledgement of amendment via DOD SAFE or PIEE prior to the proposal submission deadline. Please follow the DOD SAFE drop off instructions or the PIEE proposal submissions instructions below:

NOTE: Any revised proposals received will supersede any other proposals submitted in response to this solicitation. The Government will not compare proposals or evaluate any previously received copies.

NOTE: Offerors who did not previously submit on this solicitation are permitted to do so in accordance with the date and delivery instructions provided.

2. Delivery of Proposal

Phase I Proposals shall be received electronically no later than 2:00 PM local time on 30 January 2025.

The preferred and primary method of proposal submission is utilizing the Solicitation Module in the Procurement Integrated Enterprise Environment (PIEE). Please allow sufficient time to complete trainings. Links are below:

Department of Defense (DoD) training for industry partners is available at https://dodprocurementtoolbox.com/sitepages/solicitation-module.

Additional Web Based Training is available at https://pieetraining.eb.mil/wbt/xhtml/wbt/sol/index.xhtml.

In the event submission through PIEE is not successful, Offerors are permitted to submit their proposal through DOD SAFE, utilizing the DoD Secure Access File Exchange Services (SAFE), Drop-off feature in DoD SAFE (https://safe.apps.mil) as an alternate submission means.

DoD SAFE is only authorized for the submission of proposals/ackowledgements. If submission through PIEE is unsuccessful. Offerors submitting through DOD SAFE should provide justification as to why PIEE was not used.

Using DoD SAFE Drop-off.

All Offerors shall request a DOD SAFE Drop-off seven (7) calendar days before proposals are due to the assigned Contracting Officer and Contract Specialist via email to:

Lindsay.m.brown14.civ@us.navy.mil and trevon.r.taylor2.civ@us.navy.mil.

NOTE: DOD SAFE links are only valid for seven calendar days.

The request shall contain the name and email address of the individual(s) identified to drop-off proposals in DOD SAFE. Failure to provide accurate POC information may preclude the offeror from using DoD SAFE. The Government will send out only one DOD Safe link request per Offering Firm. It is encouraged to submit at least two personnel to receive the DOD Safe link.

An automated email will be delivered to the POC with instructions on how to upload their proposal.

The DoD SAFE system will record the date and time of package submittal. The date and time of package submittal recorded in DoD SAFE shall govern the timeliness of any proposal submission. Should an Offeror submit through both PIEE and DOD Safe, the Government shall accept the timely proposal. The Offeror shall not submit different versions of their proposal through PIEE and DOD Safe. In the event both PIEE and DOD Safe submissions are timely, and there is a discrepancy between the submitted versions, the Government will use the PIEE version as the primary record for evaluation, unless otherwise determined by the Contracting Officer.

DOD Safe does not guarantee delivery times, and advises to allow up to four hours for delivery time.

Offerors are also responsible for submitting files in the format specified consistent with requirements stated elsewhere in this solicitation.

Offerors shall allow adequate time to upload files which may be slower for non-DoD users and to avoid other technical difficulties that may be encountered. Files that cannot be opened, or are otherwise missing the required content are the responsibility of offerors.

Please allow SUFFICIENT TIME for your proposal to be received within the Government’s electronic system prior to the proposed cutoff date/time. All proposals must be received prior to the due date and time. Any proposals submitted after the time set for receipt will be documented with the date and hour of receipt and may be held unopened until after award. The file shall be documented in accordance with FAR 15.208. Facsimile, email, hard copies or hard copies will NOT be accepted.

Note that the submission of any proposal must be completed no later than the time indicated above.
