About this file
This amendment modifies a solicitation for the Replace Chillers and Controls project at the National Maritime Intelligence Center in Suitland, Maryland. The scope of work includes comprehensive replacement of the building's central utility plant equipment and HVAC controls system. Responses to contractor questions clarify that alternate technical solutions may be proposed if they provide better value than stated requirements, and that an AACEI Project Scheduling Professional certification will be accepted in lieu of a PMP or PMISP. The contracting agency is the Naval Facilities Engineering Command.

The purpose of this amendment is to provide the following:
1. RFI Responses
All other terms and conditions remain unchnaged.
RFI RESPONSES
37. The RFP provides a series of solutions with several requirements for the outcome of the project. However, alternate solutions and methods may represent better value to the facility with reduced impacts ad risk to the continued operation of the facility. Can these options be provided as voluntary alternates on the bid form?
Government Response: In response to this Factor 5, the Offeror shall certify that they have fully analyzed all requirements of the solicitation and that completion of the project is attainable for the Design Build budget amount. The Offerors proposal shall be based on requirements. The Offeror may propose alternatives, but the alternatives must be clearly outlined in the technical proposal with prices broken out separately in the price proposal.
55. SECTION 01 32 17.00 20 1.9.1 Qualifications states “The scheduler shall be a Project Management Institute Project Management Professional (PMP) or a Project Management Institute Scheduling Professional (PMI‐SP).” In lieu of the PMP cert., would an AACEI (Association for the Advancement of Cost Engineering, Intl) PSP (Project Scheduling Professional) cert. be acceptable?
Government Response: Yes, we will accept PSP certification in lieu of PMP or PMI‐SP.
