AMENDMENT 0001
The purpose of this amendment is to provide the following:
1. RFI Responses
All other terms and conditions remain unchanged.
RFI RESPONSES
1. Please confirm if there is a basis of design or required type of Direct Digital Control (DDC) system or
Programmable Logic Controllers (eg: Tridium, Automated Logic, Johnson Metasys, Siemens Apogee)?
GOVERNMENT RESPONSE: There is no basis of design. The requirement is that as minimum, the new DDC system must comply with Unified Facilities Guide Specifications (UFGS) Sections 23 09 00 (Instrumentation and Control for HVAC), 23 09 13, Instrumentation and Control Devices for HVAC, 23 09 23.02 (BACnet DDC for HVAC and Other Building Control Systems), and the requirements of the RFP. The RFP for this project will be issued to the shortlisted offerors in Phase II.
2. Is there going to be an amendment that provides more info on this project?
GOVERNMENT RESPONSE: No additional information will be provided at this time. The project description provided in the SF1442 adequately identifies the scope of the project.
The RFP, plans, specifications, and drawings, will be issued in Phase II.
3. The solicitation states that joint venture (JV) team members can use their shared and separate experience to respond to Factor 2 – Experience. Is it possible to use a teaming agreement in lieu of a joint venture when responding to the RFP?
GOVERNMENT RESPONSE: The criteria for Factor 2, Experience remains unchanged. The Government will review construction experience only from a proposed Offeror or a proposed JV.
Experience of proposed subcontractors will not be considered. Please propose in accordance with the evaluation criteria outlined in the solicitation.
4. At the top of page 13 in the RFP it states that “Experience of proposed subcontractors will not be considered.” If teaming agreements are allowed and one of the team members is a “subcontractor” that routinely performs mechanical design/build work then can their experience be used for Factor 2?
GOVERNMENT RESPONSE: Teaming agreements will not be considered. Experience of proposed subcontractors will not be considered. Please propose in accordance with the evaluation criteria outlined in the solicitation.
5. In the Solicitation, it references Phase 1 and Phase 2 of the procurement. It states, that a technical and a price proposal should be submitted, but the technical appears to be a phase 1 qualification.
Can you please confirm that this solicitation is in Phase 1?
GOVERNMENT RESPONSE: Only Phase I proposals are due on November 17, 2020 at 2:00 PM.
Page 8 of the solicitation details the two-phase approach.
6. In referencing the phase 2 documents, it states an RFP document and 15% concept design will not be provided in phase 1, but the solicitation still requests a price proposal for the chillers controls, and catwalk in the price schedule. Can you clarify the scope of these items for pricing or whether the pricing is only applicable to Phase 2 of the procurement?
GOVERNMENT RESPONSE: Price Proposals will be required from the shortlisted offerors in Phase II. As noted on page 1 of the solicitation, Drawings and specifications for this project will not be available in Phase I. They will be available in Phase II. Refer to page 8 of the solicitation for details on the two-phase approach.
7. Will there be a site visit?
GOVERNMENT RESPONSE: Refer to Clause 52.236-27 SITE VISIT on page 76 of the solicitation. A site visit will be held in Phase II.
8. Are any further documents available that are not posted on Beta.Sam.gov?
GOVERNMENT RESPONSE: No. All documents have been posted to beta.sam.gov. Any amendments including attachments will be posted to beta.sam.gov.
9. If the solicitation has reached Phase 2, would you be able to provide a list of the contractors that have been selected from Phase 1.
GOVERNMENT RESPONSE: The Government is soliciting Phase I proposals at this time.
10. The project NAICS code is 238220 with a size standard of $16.5 million, but the project magnitude is
$10,000,000 to $25,000,000, meaning the project could be larger than the size standard. Would it be acceptable for NAICS codes with a size standard of $36.5 million pursue the project as small businesses?
GOVERNMENT RESPONSE: The NAICS code selected is based on the primary scope of the work.
11. Please confirm that proposals are to be submitted electronically (vie Email or DoD SAFE), as per page 6 of 82 of the solicitation, and not as hard copies, as box 13 of the SF 1442 (“original and 4 copies”) suggests.
GOVERNMENT RESPONSE: Proposals shall be submitted electronically. Please follow the instructions on page 6 of the solicitation.
12. If proposals are to be submitted electronically, please clarify if the offeror is to submit via either Email or DoD SAFE, or if the offeror is to submit via both Email and DoD SAFE.
GOVERNMENT RESPONSE: The Offeror shall submit proposals either by Email or DOD SAFE.
Proposals must be submitted by the proposal due date and time.
13. For Factor 4 – Past Performance, if no CPARS evaluation exists, is it permissible to submit a previously completed PPQ? Some of our Points of Contact have moved on to other facilities, or have retired, since project completion, which makes requesting and obtaining newly completed PPQs difficult.
GOVERNMENT RESPONSE: This is acceptable.
14. Please confirm the age of the existing chiller and controls systems to be replaced.
GOVERNMENT RESPONSE: Existing Chillers and Controls were installed in the early 90’s
15. Are the systems to be replaced original to the facility or have they been replaced previously?
GOVERNMENT RESPONSE: Yes, the systems are original to the facility.
16. Construction Experience (Page 11 of 82) – Size: Will the Government consider lowering the mechanical scope construction cost threshold below $10 million?
GOVERNMENT RESPONSE: No changes are made the evaluaton criteria. Please propose in accordance with the solicitation criteria.
17. Construction Experience (Page 13 of 82) – Size: Will the Government consider accepting previous experience and past performance of proposed major subcontractors?
GOVERNMENT RESPONSE: Experience of proposed subcontractors will not be considered.
Please propose in accordance with the evaluation criteria outlined in the solicitation.
18. Design Experience (Page 13 of 82) – Size: Will the Government consider lowering the mechanical scope construction cost threshold below $10 million?
GOVERNMENT RESPONSE: No changes are made the evaluaton criteria. Please propose in accordance with the solicitation criteria.
19. Section 13 of the Solicitation requires one original and four copies of the Response be provided in a sealed envelope. Please confirm electronic only submission of the Response via email or DoD Safe is sufficient.
GOVERNMENT RESPONSE: Please see RFI Response 11.
