Conduits routed over the chillers (and feeding up to the generators)?
Government Response: Government has provided drawings that are available digitally.
During design, ktr will be able to access our flat files for additional records
4. Load Profiles: The RFP requires maintaining N+1 redundancy throughout the project for both loops. In order to understand how the facility operates can you please provide guidance on the type of load of the critical loop vs. the non-critical load profiles and operating schedules?
a. Critical Loop
i. What types of load does it serve? (e.g. IT, Comfort cooling, process cooling) Government Response: Critical loop serves mission critical IT infrastructure via fan coils units and SCU’s (also referred to as CRAC units) along with a select few AHU’s located in the Penthouse that provide comfort cooling to the areas that are mission critical.
ii. What is it’s run time?
Government Response: 24/7.
iii. What is the peak load.
Government Response: Winter 55% to 75% on one chiller / Summer 95% on two chillers.
iv. What is the minimum load overnight or in winter?
Government Response: 50% Winter 1 chiller.
v. Does it have airside economizers?
Government Response: Yes on AHU’s 3, 4, 8, 9, and 19.
vi. Does it have steady state loads that have no economizers?
Government Response: Yes, all IT server rooms.
b. Non-Critical Loop
i. What types of load does it serve? (e.g. IT, Comfort cooling, process cooling) Government Response: Non-critical loop provides comfort cooling only and is not supported by generator back-up power. Also feeds the E wing expansion IT server rooms.
ii. What is it’s run time?
Government Response: 24/7.
iii. What is the peak load?
Government Response: Winter 55% to 75% on one chiller / Summer 80% on two chillers.
iv. What is the minimum load overnight or in winter?
Government Response: Winter 1 Chiller 50%.
v. Does it have airside economizers?
Government Response: Yes, AHU’s 1, 2, 5, 6, 7, 11, 12, and (DOAS) Dedicated Outdoor Air System.
vi. Does it have steady state loads that have no economizers?
Government Response: Yes, IT server rooms in E Wing.
5. If available, could you please provide cut sheets of the existing chillers?
Government Response: A response will be provided in a forthcoming amendment.
6. Facility Chiller/Pumping Strategy: The Non-critical and Critical chilled water operate at nearly the same head pressure, and have multiple locations to switch between non-critical and critical distribution. What is the benefit to keeping (2) chiller critical and (2) non-critical?
Government Response: The critical chilled water system is served by back-up generator power where the non-critical loop is not.
The RFP also states the existing system has low chilled water dT. It seems like equal run time across the chillers, improved efficiency strategies, and flexibility would be preferable. Is there a time when the Non-critical loop is off?
Government Response: No.
From an operational perspective what does the facility gain from having (2) critical chillers, (2) non-critical, and a 5th stand-by vs all chillers available to serve either loop?
Government Response: As mentioned, critical chilled water loop is served with emergency generator back-up power. In the event of commercial power loss, our mission critical load maintains continuity of operations.
7. Rental Operational Hours: The rental chiller, generator, and fuel costs will have costs driven by run time. The run-time of the temporary chiller would be established by the downtime of the existing “N” capacity equipment. How many hours per day should the bidders assume the temporary plant will operate?
Government Response: The actual run time will be defined by the N+1 available system capacity and the single chiller down criteria, as well as the reliability of the commercial power. The temporary systems need to respond to potential call for need on 24/7 basis;
however, the actual run time will not be 24/7 as such to impact the use of fuel.
8. Existing CRAC Unit Quantity: The RFP requires DDC system to be added to all equipment including the Computer Room Air Conditioning Units (CRAC’s). During the site-walk an example CRAC unit under repair was noted with a typical existing DDC controller. The verbal description seemed to indicate many were located throughout the facility.
a. The as-builts schedule “Sensible Only Cooling Units”, but not CRAC or PACU units. Are these one in the same?
Government Response: Yes .
(total of 12) Government Response: There are more than 12.
If they are not the same could you please clarify whether they remain and should be added to the DDC System.
Government Response: All CRAC unit’s (also referred to as SCU’s ) are currently on the DDC system and shall receive new controls to replace existing. There are more than (12) SCU’s or CRAC units in the facility.
b. RFP Vol 2 Part 1 of 8 lists (2) CRAC Units and (71) Packaged Air Conditioning Units. Are the PACU units CRAC’s?
Government Response: Yes ( Should be field verified).
c. If the above items do not capture the quantity of CRAC units, please provide a quantity of each type or size of CRAC unit (or total quantity for basis of pricing).
Government Response: CRACs and Liebert PACUs are CHW cooling units, and a few units have electric RH and/or infrared humidifier. Trane units are packaged HP units. Field verify exact quantity and configuration.
i. Please clarify the quantity of control valves that need to be replaced for each CRAC Unit. (e.g. chilled water, hot water, humidifier if applicable).
Government Response: Replacement of control valves associated with CRAC/PACU units is not part of scope.
d. For the CRAC and Packaged AC Units, typically the manufacturer packaged controllers operate the device and the BAS only monitors. Please confirm and clarify whether the existing equipment has it’s own stand along controls or whether this is part of the JCI Metasys system.
Government Response: The CRAC units have standalone controls from the manufacture and are also monitored by the BAS via JCI DDC controllers mounted within the equipment. The BAS also has the ability to start and stop these units remotely from the operator workstation.
e. Can you please provide an equipment schedule of the PACU units or confirm the Sensible only units in the 1990’s as-builts are in fact the PACU Units?
Government Response: See response for Item 8-c above.
GENERAL NOTE: Quantities for all pieces and types of equipment per as built records and field verification
9. Existing Patching: In RFP part 3, the existing areas are described as having slab to slab walls and requires the fire/radio-frequency and acoustical rating of wall to be maintained and/or restored. RFP Vol 1a project description also states re-using existing network cable is not acceptable, later describing it as being removed. The bid documents don’t provide a good method of knowing how to quantify the existing penetrations or types of walls that require patching. Can you please provide a quantity and type of existing penetrations/openings to be patched?
Government Response: Exact quantities to be determined by the detailed design process required by the RFP. Repair damage to walls/ partitions/ slabs caused by this project. Assume all walls are special construction type (acoustic, fire rating, radio frequency, etc.) so damaging of those surfaces or systems resulted from modifications or alterations incurred during this project will need to be repaired.
10. Walls and Existing thermostats and wiring: Please clarify the following:
a. Are VAV and fan coil thermostats wired to the existing DDC Panels (with pathways).
Government Response: Yes.
b. Utility boxes/wall mounting will be able to be re-used.
Government Response: Yes, if possible.
c. Will In-wall wiring pathways/conduit will be able to be re-used. i.e. is there existing conduit in the walls for the existing thermostats and if not, is there a requirement to add conduit inside of walls.
Government Response: Yes, existing t-stats are in conduit except for the E- Wing where plenum rated cable is used and conduit pathways do not exist.
d. There is no requirement to upgrade acoustic treatments of the BAS wiring/Conduit/mounting boxes inside the walls.
Government Response: There is no requirement to upgrade acoustic treatment of existing conduit/boxes inside walls.
11. BAS Valve Replacement Scope: During the walk through, it was stated by some parties
(maybe they weren’t NAVFAC or ONI) that valve scope was to retrofit actuators on existing valves. However, the documents are clear that all control Valves (Bodies and Actuators) should be replaced. Please confirm the requirement is to replace all valves as described in AM 3, RFP Vol1a Part 3 Project Description, Page 5.
Government Response: Where the existing pneumatic/electric control valves are replaced, both valve body and actuators must be replaced.
12. Existing BAS Power: Based on the descriptions in the RFP many units already have
DDC Controllers. Is it reasonable to assume that electrical circuits and 24 V power is available at each device?
Government Response: Yes
a. Recognizing that the design builder will have to confirm the power is adequate, please confirm the electrical circuits, pathways, and feeders serving the existing DDC system can be re-used to power the new system.
Government Response: Confirmed.
b. Given that available 24 V power for controllers will be insufficient for larger valve and damper actuators per clarify whether existing electrical panels have sufficient spare circuits and capacity to connect new BAS circuits to.
Government Response: Numerous electrical closets with panels and spares for commercial use. Field verification.
Please advise where these electrical panels are located.
Government Response: Electrical closets located throughout building.
c. Please advise which AHU, CRAC, FCU, Terminal Units and/or other equipment items require emergency power for controls.
Government Response: All existing equipment served by generator power for the controls will remain on generator power (existing system) when new controls are installed.
13. FPIU’s: The VAV box list provided indicates about +/-152 of the terminal units are fan-powered induction units (FPIU’s). Please respond to the following:
a. The FPIU’s don’t appear to be scheduled on the as-builts
b. Do the FPIU’s serve the expansion area and can you provide the expansion area as-builts?
c. Are the FPIU’s inducing plenum air with low temp supply air only or do they also incorporate a chilled water coil?
Government Response: Yes, the low temp supply is for fresh air not for cooling. Blended chilled water coil and hot water coil.
d. How many of the FPIU’s have chilled water and heating water coils? (2 coils per unit)?
Government Response: A response will be provided in a forthcoming amendment.
e. A points list for an FPIU box isn’t provided. Are there any additional points or sensors that are unique to the FPIU’s… such as condensate cut-out switches?
Government Response: A response will be provided in a forthcoming amendment.
f. Is there another medium temperature chilled water loop that serves FPIU’s?
Government Response: The blended chilled water loop.
g. Please provide the power voltage/Phase for FPIU Units (not shown on as-builts) Government Response: FPIU’s serve the E Wing.
14. Chiller Marine Water Boxes: The RFP indicates the new chillers should include marine water boxes. This will require the existing piping to be reworked to provide CHW/CW connections on the sides in lieu of in front of the chiller? Based on a review of the existing conditions, it appeared that this would require a significant additional pipe work to accomplish, especially with the condenser water pipes routed between the chillers.
Government Response: Reconfiguration of the chiller piping is required to replace the valves, eliminate dedicated primary chilled water pumps for each chiller and to allow condenser water pumps to operate with any of the for chillers. Marine water boxes are required by the RFP to improve maintainability of the chillers by ensuring that the tubes can be accessed for cleaning/maintenance without removal of piping.
15. Terminal Units: The project description indicates the existing terminal VAV, FP boxes, FPIU’s and fan coil units are controlled by the DDC system with space temperature sensors, motorized control valves, and damper actuators. In part 3, it describes replacing the control valves. In the RFP concept set (Am 004 - Vol 2 part 1 of 8), it shows the VAV boxes with pneumatic control valves and damper actuators that are indicated to be replaced. During the walkthrough, it was stated that all terminal devices have a DDC controller. Please clarify the following:
a. Are existing terminal units and FCU’s controlled by the DDC?
b. Subject to confirmation by the design builder can Electrical wiring and pathways be re-used to serve new DDC equipment?
c. Are the VAV and fan coil thermostats wired to terminal equipment with pathways inside the walls? Are other mountings of thermostats utilized?
d. Are the valves required to be replaced regardless of whether they are pneumatic or electric?
Government Response: Yes, except for the electric motorized cooling valves on the Liebert (SCU’s / CRAC ) units. See section 8d in RFI.
Please confirm for the basis of pricing, bidders should plan on re-using terminal unit sensors.
Government Response: Any damaged, malfunctioning, and/or incompatible sensors and control/field devices must be replaced with new.
16. BAS Status Print Out: Can you please provide a print-out from the BAS that shows all current sensors and readings/status? This would give a good indication of what sensors may need to be replaced.
Government Response: During design, ktr will be able to gain access to this information
17. Can you please confirm the following equipment, scheduled in the as-builts, but not uniquely indicated in the RFP narrative should be part of the DDC system upgrade?
a. Reheat Coils (Qty 37) scheduled on As-builts and in equipment lists in RFP Vol
2.
b. Electric Humidifiers (Qty 8)
c. Electric Air Door (Qty 3)
Government Response: Reheat Coils, Humidifiers, and Air Curtains are currently on JCI. A site visit can be arranged with the Government to collect the information from the existing JCI system after award. The quantities above do not seem correct. Verify in field. GENERAL NOTE: Quantities for all pieces and types of equipment per as built records and field verification
18. AHU Quantity: There are (18) AHU’s scheduled on the 1990’s as-builts and (1) Kitchen
Ventilation Unit. There are (12) AHU’s shown on the penthouse floor plans. There are
(21) air handling units listed on the existing DDC equipment in Part 1 of the RFP including a Cafeteria unit, (1) expansion DOAS unit, and (1) Expansion AHU. Please clarify the following:
a. There are (20) AHU’s that require controls upgrades and these include the Kitchen ventilation unit.
Government Response: Confirmed
b. There is (1) DOAS unit. Please provide a schedule for this unit.
Government Response: AHU-1 (DOAS) in E-Wing is 100% OA unit with heat recovery coil with pump, HW heating and CHW cooling coils, supply fan, exhaust fan, exhaust/relief fan, OA/EA dampers and filters. Refer to the attached PDF, “NMIC EMCS Seq. DOAS.PDF” for control diagram, control sequence and points schedule. GENERAL NOTE: Quantities for all pieces and types of equipment per as built records and field verification
19. Please confirm there is not DDC Scope associated with the air filter schedule on the as-buitls.
Government Response: Air filters monitoring/alarm points associated with AHUs and other equipment that are currently on the existing JCI should be part of scope.
20. Existing Architectural: The documents indicate that all existing control wiring must be removed, but that pathways may be re-used. It is also stated that the facility includes SCIF space and identifies SCIF wall construction. The existing as-builts indicate predominantly 2x2 acoustical ceiling tile, and some walls. Please clarify the following:
a. What is the existing ACT product?
Government Response: Armstrong beveled Tegular 2195 ceiling tiles.
b. Is there a requirement to replace and/or match existing ACT?
Government Response: Yes, If the contractor damaged the tile during the project.
c. Can you please provide a picture of the ACT.
Government Response: This should not be needed, product information provided.
d. Can you please provide an As-built of wall types, including walls that go floor-to-slab?
Government Response: Government has provided drawings that are available digitally. During design, ktr will be able to access our flat files for additional records
21. Pre-work TAB: The RFP requires pre-work Test and Balance for the Chilled water plant, including Condenser Water Side, the HHW system, each AHU, VAV, CRAC unit, and
FCU.
a. Are any special hours required for working in tenant space?
Government Response: In general, no. However this will need to be coordinated as part of the phasing schedule.
b. Does the facility have the ability to command the DDC in such a way to complete this balancing, or should the bidders include money to hire JCI to modulate the system operation?
Government Response: The contractor should include balancing in the proposal.
Does not necessarily have to be JCI.
22. BAS Conduit: The ESR D306001 1.1.1 states all control wiring is to be in conduit. Please confirm this is intended for exposed areas only. Please confirm above ceiling spaces may use plenum rated cable. Please advise if any SCIF or other security areas require conduit for penetrations or other conditions.
Government Response: Control wiring shall be in conduit where it currently is in conduit now. Only the expansion area (aka E-wing) uses plenum rated cable and the control wiring is not in conduit. Corridors A-D and all other areas such as the CUP use conduit for control wiring.
23. Above Ceiling Electrical/DDC communications wiring. Are there secure areas where the new electrical and/or controls wiring be required to be in conduit to meet any existing security/SCIF requirements and/or plenum ratings? If so, can you describe which areas this applies to?
Government Response: See item 22 match existing.
24. PTS Requirements: RFP Volume 1b includes Part 4 Performance Technical Specifications, which appear to be standard specifications that are not edited to match the RFP scope. They include many elements of scope which are not noted elsewhere in the project including boilers, heating hot water pumps, Steep Slope Roofing Systems, Slate roofing, Furnishings, etc. Please clarify that RFP Vol. 1b, Part 4, Performance Technical Specs are only applicable to the extent the scope is required by RFP Vol 1a. Part 3, Project Program and Engineering System Requirements.
Government Response: Standard Government approach for RFP development. Work required for this project is all inclusive in support of the performance criteria and scope described in the RFP. Part 4 in the RFP is intended to support the all- include work expected by the Government.
25. Elec As-builts: Please provide the electrical As-builts showing:
a. Electrical Room locations where circuits may be available for new DDC panels and low voltage circuits.
b. One Line Diagrams showing the overall system.
c. One Lines of the Chillers and Pumps from the Switchgear line up.
Government Response: Government has provided drawings that are available digitally.
During design, ktr will be able to access our flat files for additional records.
26. Existing T-Stats: Please provide plans indicating thermostat locations.
Government Response: To be validated by the contractor through field verification. For new thermostats, the contractor to locate through the design process. Government has provided drawings that are available digitally. During design, ktr will be able to access our flat files for additional records.
27. Existing UH/EWH Qty: The RFP describes a complete new DDC Systems including unit heaters thermostats that are not currently on the pneumatic/DDC systems. Please confirm the below:
a. The as-built schedule shows (4) HW Unit Heaters – Please confirm this is the total amount.
b. The as-built schedule shows (4) Elec Unit Heaters – Please confirm this is the total number of Elec UH to be added to the DDC.
c. The as-builts show three types of Electric Wall heaters with “various” Quantities
– Please confirm these are not part of the DDC System.
Government Response: As-builts provide best available information. Field Verify quantities. Quantities for all pieces and types of equipment per as built records and field verification
28. Existing Low Pipe vs. Chiller Height: The Existing Chiller Ch-1 and CH-2 scale to 10’- 2 ½” in the as-builts. Existing Chiller CH-3 and 4 scale to 9’- 5 ¾”. Are the existing chilled water piping mains (scale to 8’3” Bottom of Pipe on the as-builts at several locations) at 8’3” or lower in the chiller rigging path? Also, the HHWS/R Mains appeared to have had modifications not shown on the as-builts that were observed on the site visit to be lower than 8 ft. It didn’t immediately appear that these pipes could be reworked to maintain plant operations. Can you please provide an as-built of the HHWS/R mains to evaluate the spatial clearances? The RFP project description (Vol 1a, Part 3) states that the new chillers should be rigged in and field assembled on the pads. Please confirm whether these obstructions could be modified to enable the existing and new chillers to be rigged out/in in single pieces.
Government Response: Jacobs does not have any additional as-built drawings. The design/builder may modify piping to enable chillers to be rigged in/out in a single piece as long as the requirements for system outages can be met.
29. Double Door Enlargement: Does the RFP requirement of enlarging the 6’x7’ high door apply regardless of whether we need to enlarge the opening for this project?
Government Response: Preference is for new chillers to be brought into the space in one piece. The doors were enlarged to make that easier to do. If the new chillers must be brought into the building in pieces regardless of whether the doors are replaced, Jacobs does not object to leaving the existing doors in place. Enlarging the door requires also enlarging the door opening as stated in the RFP. Enlarging the opening just to allow the transport of equipment to then reinstall the smaller door an infill the opening to original conditions is not acceptable.
30. Rigging access vs. CHP-9. The rectangular representation of the chillers on the rigging path on MD-101 (In RFP Vol 2) is 4’11” wide and 14’6” long. The basis of design chiller cut sheet is 6’-9 ½” x 14’-9 9/16” and the existing chillers scale to 7’6 ½” wide x 16’ long on the as-built.
On MD-101, CHP-9 is installed close to CH-5 and is about 9’4 ¼” from the adjacent shelves.
However, during the site visit, it appeared the shelves and CHP-9 were much closer together than shown on the plan (7 – 8 ft). During the walkthrough there were several pads and pieces of equipment where the “Shelving” is depicted. Can you please provide an as-built of the CHP-9 and the adjacent equipment item to evaluate the rigging needs? Can you please clarify what the adjacent equipment item is?
31. Existing CWP Configuration: The RFP project Description and ESR D30 requires all condenser water pumps to be headered to enable any Condenser water pump to operate with any chiller. When the Cooling Towers were relocated to the roof and Chiller Ch-5 was added, were these pumps and piping upgraded? Could you please provide as-builts and pictures of this work?
Government Response: YES, there were modified when cooling towers were relocated.
Government has provided drawings that are available digitally. During design, ktr will be able to access our flat files for additional records.
32. Headered CWP’s: When the RFP requires the Condenser water pumps to work with “any” of the (4) chillers, it seems to omit Chiller Ch-5 and associated pump. Is that intentional? If Chiller 5 does have a CW pump that should be added, we would need as-builts of how it ties into the system to price it.
Government Response: Yes any of the 5 condenser pumps to run any of the 5 chillers.
Government has provided drawings that are available digitally. During design, ktr will be able to access our flat files for additional records.
33. Existing CWS vs. CH-1 and CH-2 Pipe Connection: The Condenser water piping appeared to be retrofitted for CH-5 and routed in between CH-2 and CH-1, then in front of CH-1. This pipe does not seem to be shown on the as-builts. It appeared this pipe is required to operate to maintain operation of Chiller CH-5, but the pipe bottom elevation was lower than 8’9”, and it will obstruct new marine water box connections for chillers 1 and 2. The pipe location will make it difficult to assemble a new chiller on the pad and neither existing or new chillers will fit under the pipe while Chiller Ch-5 is operating. Can you please provide the chiller Ch-5 as-builts showing this routing threading through the CH-1 Pipe Connections?
Government Response: this is not the CWS for chiller 5, it is for the waterside economizer.
Relocation of piping in conflict with new equipment must be included. Government has provided drawings that are available digitally. During design, ktr will be able to access our flat files for additional records.
