FACTOR 4 – SMALL BUSINESS UTILIZATION (pg. 16)
Factor 4, Small Business Utilization and related subfactors, that are utilized for this procurement no longer follow DoD regulations. The Small Business factor has since been revised in order to be compliant with the DoD regulations. Therefore, this amendment removes Factor 4, Small Business Utilization and subfactors in its entirety, and replaces it with the most current Small Business Utilization factor.
Remove all references to “and subfactors” within the solicitation.
Factor 4 has been replaced in its entirety with the following:
FACTOR 4 – SMALL BUSINESS UTILIZATION
This Factor assesses both the historical achievements in utilizing small business concerns as subcontractors and proposed small business participation and commitment strategies.
a. Solicitation Submittal Requirements:
1. Achievements: All offerors shall provide a narrative (limited to two pages) to describe their achievements in supporting the Government’s policy to provide maximum practicable opportunities for small business (SB), veteran-owned small business (VOSB), service-disabled veteran-owned small business (SDVOSB), historically underutilized business zone (HUBZone) small business, small disadvantaged business (SDB), and women-owned small business (WOSB) concerns to participate as subcontractors consistent with efficient contract performance. In support of narrative submissions:
a. All offerors shall submit small business subcontracting information associated with each project cited under the Corporate Experience Factor in the format provided in Attachment Small Business Subcontracting Record.
b. Offerors representing as other than small businesses shall also provide copies of the most current individual subcontracting reports (ISRs) associated with each project cited under the Corporate Experience Factor if a small business subcontracting plan was required by the contract. If such projects were completed under specific task orders, provide ISRs for the overall contract. For cited projects with state and local government agencies, provide similar subcontracting performance reports if required by the contracts.
When not specifically addressed in the ISR or similar report, offerors shall provide explanations for all instances of failures to meet dollar or percentage goals in individual subcontracting plans.
Notes:
The Government reserves the right to consider achievements information on other recent, relevant projects from all available sources.
Offerors utilizing achievements information of team members or key subcontractors shall clearly demonstrate how these companies will have meaningful involvement in the management of the subcontracting program for this acquisition. If not, such achievement information will not be considered under this factor. If the offeror is a new joint venture, partnership or other entity consisting of more than one company, provide achievements information for each individual business entity(ies) that will be responsible for managing the subcontracting program and clearly describe those responsibilities.
Failure to provide ISRs or any other requested information must be fully explained and may negatively impact your evaluation.
2. Small Business Participation and Commitment: All offerors shall submit a small business participation and commitment strategy including all data elements shown in Attachment Small Business Participation and Commitment Strategy.
a. Identify in terms of dollar value and percentage of the total acquisition the extent of work the offeror will self-perform as the prime contractor. If submitting an offer as a joint venture, identify the percentage of work each member will be responsible for and indicate the size status of each member (e.g. small business, woman-owned small business, other than small business).
b. Include supplemental narratives (limited to five pages) to address other elements of the offeror’s strategy such as binding agreements covering post award roles for execution of the contract and specific initiatives and tools that will be employed under the contract to enhance small businesses opportunities to both participate in this acquisition and build capabilities to support future NAVFAC acquisitions.
c. The anticipated prime and first tier overall small business participation rate for this acquisition (i.e. work to be performed by small businesses as the prime and/or subcontractors) is 20% of the contract value. Offerors are encouraged to exceed this percentage and seek meaningful levels of participation in each of the small business socioeconomic programs listed in Attachment Small Business Participation and Commitment Strategy consistent with efficient contract performance. Offerors shall explain in their participation and commitment strategies how proposed participation rates were established. The small business participation and commitment strategy must be in agreement with any required small business subcontracting plan and will be made a part of the contract upon award.
(b) Basis of Evaluation:
Offerors will be evaluated on the extent to which their proposals and other performance information available to the Government demonstrate a history of successfully supporting Government policies concerning utilization of small business concerns as subcontractors including, when applicable, achievements against established small business subcontracting plan goals. Offerors will also be evaluated on the levels of small business participation proposed and the degree of commitment to use named sources. The anticipated benefits of proposed initiatives and tools to enhance small business participation and capabilities will be considered. The Government will assess proposal realism and the likelihood of success in achieving the small business objectives of this acquisition.
Forms to be used for offeror submission of Small Business Utilization Factor information are:
Attachment Small Business Subcontracting Record Attachment Small Business Participation and Commitment Strategy
2. CLARIFICATION
Government Clarification with regards to Small Business Subcontracting Plan and Factor 4 – Small Business Utilization:
All offerors shall submit a “small business participation and commitment strategy" per Factor 4. The anticipated prime and first tier overall small business participation rate for thisacquisition is 20% of the contract value. This 20% and other percentages in the offeror's commitment strategy are not considered subcontracting goals, but are participation rates and are included in the offeror's commitment strategy.
The participation rates are separate from subcontracting goals found in the small business subcontracting plan.
This solicitation provides NAVFAC's command-wide small business subcontracting targets, and these targets are included in this amendment. These small business subcontracting targets listed in this amendment may be higher or lower percentages that would represent realistic challenging small business subcontracting goals for this acquisition. Offerors representing as other than small businesses shall establish small business subcontracting goals that are consistent with their small business participation and commitment strategies submitted for evaluation under the small business utilization source selection factor in this solicitation and shall document in their subcontracting plans the basis for all proposed goals.

96. M-702 General note located on the 3rd floor level states “PROVIDE THE QUANTITY OF ROUTERS REQUIRED TO SATISFY THE BANDWIDTH REQUIREMENTS IN SECTION 23 09 23.” However we are not able to locate a Bandwidth requirement in section 230923.1320. With the exception for the requirement for the BACnet Protocol Analyzer to measure the bandwidth usage. Please provide any bandwidth usage or limit requirements.
GOVERNMENT RESPONSE:
The network bandwidth usage under a heavily loaded condition shall not exceed 60 percent for either the primary level network or the secondary level networks.
1. A heavily loaded primary level network is characterized as one performing the following activities simultaneously:
a. Transmitting batches of trend data for every point in the building in response to polling requests at 15-minute intervals.
b. Transmitting 500 point values to the server in response to polling requests at 5-second intervals.
c. Transmitting 100 point override commands from the server to every SC or PSC at 10 second intervals.
2. Heavily loaded secondary level networks are characterized as ones performing the following activities simultaneously:
a. Transmitting trend data for every point on the secondary level network to the supervisory controller in response to polling requests at 5-minute intervals.
b. Transmitting every point value to the supervisory controller in response to polling requests at 5-second intervals.
c. Transmitting 100 point override commands from the supervisory controller to the
Application Specific Controllers at 10 second intervals.
97. M-705 Detail A4 and M705A Atrium Smoke Evacuation Exhaust Fan system requires the interface of the BAS system with the FAS system to function. The FAS is to provide the major portion of the control over the Atrium system, including the FSCS override panel. The interface between the FAS and the BAS provides Smoke Exhaust fan status and trouble alerts via the BAS controllers and upon activation indexes the associated VAVs serving the Atrium area to fully open. The entire interface could be provided by the FAS directly, increasing reliability and reducing response time. The BAS could provide Fire-Smoke rated fast acting, Fail-open, modulating actuators for the VAV air control valves. Upon determination by the FAS to start the smoke evacuation mode would denergized the power source to the associated VAVs causing them to open in less than 30 seconds, directly start and monitor the fan status’ and associated switches as described in the sequence as designed. The cost impact to the FAS would amount to a single addressable command module to interrupt the power to the VAVs. The cost to the BAS would be offset by its removal from the smoke control responsibility. This system appears to be dedicated to the Atrium Smoke Control System and has no other HVAC function which would require an interface to the BAS.
Please indicate if this is an acceptable alternative to the design of this system.
GOVERNMENT RESPONSE: The atrium smoke evacuation system does not rely on the operation of AHU-24 to function as designed. The requirement in the ATRIUM EVACUATION CONTROL- EF- 28 THROUGH EF-42 sequence on M-705 to index the terminal boxes to their full open positions will be removed.
98. 230000.2.14.6 Controllers for Energy recovery Units (ERU) indicates that the unit manufacturer is to provide an electronically programmable controller and controls, software and programing, however M705 Detail A1 and M705A Sequence of Operations for the ERUs would appear to require the BAS system to provide GPPC controllers, control devices, programming and software. Please confirm these units are to be provided with a full factory packaged control system meeting all sequence of operations requirements.
GOVERNMENT RESPONSE: ERU shall be provided with a full factory packaged control system.
Drawing and sequence shall be revised.
99. There are a number of duct mounted humidifiers located in building C. These units appear to serve NICUs spaces. No associated humidity sensors are located on the plans in these spaces. There does not appear to be a room control diagram for these spaces which includes this equipment. Please provide clarification as to the control and monitoring of these units. Please confirm there is to be a humidity sensor located within these spaces.
GOVERNMENT RESPONSE: Humidistats will be provided for each NICU room. These will be added to the floor plans in a future Amendment. A control diagram and sequence has been included in Amendment 009.
100. Specification 230923.1320.2.1.6.1.h states the following “Controllers shall provide operators with the ability to manually override automatic or centrally executed commands at the GPPC via local, point discrete on-board Hand/Off/Auto override switches for digital control type points and gradual switches for analog control type points. Override switches shall be operable whether the panel processor is operational or not:” However section 230923.1320.2.1.1.9.e (Input and Output Interface) would appear to allow a Keypad Display/Interface. Such an interface would not function if the processor was not operational. Please clarify the requirements for I/O overrides as this requirement has multiple negative ramifications for this facility. Local manual override of primary HVAC equipment may result in a loss of control for critical spaces such as Operating rooms, ICUs, and Isolation rooms. Additionally, energy efficiency, and effective management of the automatic control systems may be greatly reduced. The cost of implementing this hardwired override system will negatively impact the budget for this project for very little or no benefit to the facility. In our long term experience with this facility we understand the current practice at WRNMMC is the provision of a Keypad Display for local operator interface/control. This method can be released of local control by the BAS operator workstation. Please clarify the requirement for local input/output override capability to be provided for this project.
GOVERNMENT RESPONSE: Provide the keypad display, in lieu of the discrete on-board hand/off/auto override since it is the current WRNMMC common practice.
101. Will there be an additional opportunity to walk the project prior to the bid date? We would like to include additional subcontractor participation for clarity.
GOVERNMENT RESPONSE: The Government conducted 2 site visits one on Jun 05, 2018 and the second site visit on Jun 28, 2018. There is no intention to schedule another site visit.
102. 230923.1320.2.1.6.1.c, states “Provide one GPPC per air handling unit (AHU). Provide one GPPC to control manifolded exhaust fans systems. Provide one GPPC per bank of HRUs associated each AHU zone. Miscellaneous exhaust fans shall be controlled from slaved controllers.” Please clarify if the “HRUs” as listed above are same as the ERUs on the plans.
GOVERNMENT RESPONSE: Yes, the tag designation should all be ERU's.
103. 230923.1320.2.1.6.1.c, states “Provide one GPPC per air handling unit (AHU). Provide one GPPC to control manifolded exhaust fans systems. Provide one GPPC per bank of HRUs associated each AHU zone. Miscellaneous exhaust fans shall be controlled from slaved controllers.” If the HRUs are actually the ERUs please confirm these units are factory packaged and clarify if they require the additional GPPC as listed above.
GOVERNMENT RESPONSE: ERU shall be provided with a full factory packaged control system.
Drawing and sequence shall be revised.
104. 230923.1320.2.1.6.1.c, states “Provide one GPPC per air handling unit (AHU). Provide one GPPC to control manifolded exhaust fans systems. Provide one GPPC per bank of HRUs associated each AHU zone. Miscellaneous exhaust fans shall be controlled from slaved controllers. Please define the term “Slaved controllers” in reference to the miscellaneous exhaust fans statement above. This term is undefined in this specification.
GOVERNMENT RESPONSE: The slaved controller is not a standalone GPPC controller but is a remote I/O device interfaced and dependent upon the logic provided in the standalone GPPC controller.
105. M730 Details D1 and D4 provide control diagrams for exhaust fan control, which requires a magnetic contactor type starter. The starter would be provided with a Hand-Off-Auto (HOA) Selector switch. The following exhaust fans: EF-03, 06, 08B, 17A, 17B, 21, 23, 25, 26A, 26B and 43 are fractional horsepower motor type fans. These fans are shown on electrical plans to protected by manual motor starters, which are neither magnetic starters nor are they provided with HOAs (refer to 26200.2.20 Manual Motor Starters). Please indicate who will provide the fan control contactor. Please clarify if HOAs are required, and who is to provide them.
GOVERNMENT RESPONSE: Provide single phase HOA motor starter with magnetic contactor per specification 262000 for connection to BACnet DDC System specification 230923.13. The electrical floorplans will be revised to show a HOA starter in lieu of manual starter.
106. We are requesting the bid due date be postponed to the end of September 2018.
There are a tremendous number of documents and details in the bid package that require coordination among numerous trades and this takes a lot of time. Also, many critical components such as the Geotech reports were not available until recently issued under Amendment 4. The initial high cost of Liquidated Damages in the RFP has deterred too many vendors and Subcontractors. This was only recently modified in Amendment 4, and then again in Amendment 5, however this revision takes time to redistribute into the vendor network when so many have already moved on due to the high LD’s indicated initially.
Additionally, the DC market is extremely busy, and extending the bid date will provide the Government with the most fair and accurate pricing based on a response from a larger pool of subcontractors and vendors.
GOVERNMENT RESPONSE: Any extensions to the bid date will be issued via an amendment.
Please continue to check the NECO website for any amendment issued to the solicitation.
107. Pending response to Question 106, we are requesting the RFI deadline of July 9 be extended accordingly.
GOVERNMENT RESPONSE: Any extensions will be issued via an amendment. Please continue to check the NECO website for any amendment issued to the solicitation.
