All other terms and conditions remain unchanged.

1. RFI RESPONSES

90. 230923.1320.1.9.e requires the BAS vendor to supply Fume Hood face Velocity monitor/controller to Fume Hood manufacturer for installation. Section 2.2.11 provides the specification for these devices.

However, section 115313 describes fume hoods designed for Radioisotope and Explosion proof use.

Please confirm that 230923.1320.1.9.e is correct. Please confirm that there are no additional requirements to be met by this device for use in environments where Radioisotopes or Explosive conditions are present.

GOVERNMENT RESPONSE REVISED: Contractor to coordinate with the fume hood schedules and fume hood manufacturer for the applicable style of monitor to be furnished. See section 23 09

23.13 20 in Amendment 0008.

95. As per 230002.13.2.3.i.1 Variable Volume units are to include direct airflow measuring devices. Air Valves shall be provided with direct airflow measurement devices (Position feedback is unacceptable) which complies with 23092313 DDC Specification, however M-720 and M721 Detail C1 Note 12 indicates that Air Flow Sensors is to be provided by BAS. Please clarify who should provide the direct airflow measurement devices.

GOVERNMENT RESPONSE REVISED: Air flow sensor shall be provided with the Variable volume units as specified in 23 00 00 and not by BAS. BAS drawings M-720 detail C1 note 12 and M-721 detail C1 note 11 was revised in Amendment 0008.

98. 230000.2.14.6 Controllers for Energy recovery Units (ERU) indicates that the unit manufacturer is to provide an electronically programmable controller and controls, software and programing, however M705 Detail A1 and M705A Sequence of Operations for the ERUs would appear to require the BAS system to provide GPPC controllers, control devices, programming and software. Please confirm these units are to be provided with a full factory packaged control system meeting all sequence of operations requirements.

GOVERNMENT RESPONSE REVISED: ERU shall be provided with a full factory packaged control system. Drawing and sequence was revised in amendment 0008 (Sheets M-705 & M-705A)

103. 230923.1320.2.1.6.1.c, states “Provide one GPPC per air handling unit (AHU). Provide one GPPC to control manifolded exhaust fans systems. Provide one GPPC per bank of HRUs associated each AHU zone. Miscellaneous exhaust fans shall be controlled from slaved controllers.” If the HRUs are actually the ERUs please confirm these units are factory packaged and clarify if they require the additional GPPC as listed above.

GOVERNMENT RESPONSE REVISED: ERU shall be provided with a full factory packaged control system. Reference 23 09 23.13 20, revised 8/8/18 in Amendment 0009.

105. M730 Details D1 and D4 provide control diagrams for exhaust fan control, which requires a magnetic contactor type starter. The starter would be provided with a Hand-Off-Auto (HOA) Selector switch. The following exhaust fans: EF-03, 06, 08B, 17A, 17B, 21, 23, 25, 26A, 26B and 43 are fractional horsepower motor type fans. These fans are shown on electrical plans to protected by manual motor starters, which are neither magnetic starters nor are they provided with HOAs (refer to 26200.2.20 Manual Motor Starters). Please indicate who will provide the fan control contactor. Please clarify if HOAs are required, and who is to provide them.

GOVERNMENT RESPONSE REVISED: Provide single phase HOA motor starter with magnetic contactor per specification 262000 for connection to BACnet DDC System specification 230923.13.

Reference drawings EP-10B-G4, EP-105-N1, EP-106-B4, EP-106-E2, EP-106-N1, EP-107-G3, EP-716- 02, and EP-725-02, revised 8/24/18 in Amendment 0009, to show HOA starter in lieu of manual starter.

108. Photographic documentation spec 01 32 33 calls for a series of aerial photography, however there is a TFR (temporary flight restriction) over the Walter Reed site. Please confirm that the photographic documenters will receive special permission/permits to fly in this air space. Reference Spec 01 32 33

GOVERNMENT RESPONSE: If the photos are by helicopter, the only actions required will be to:

1.) Go through the normal FAA requirements for flying in D.C.

2.) Notify Base Security of the flyover dates at least 3 business day prior so we have time to pass the information to the teams.

115. Nurse Call System:

A. 2nd Floor - Dental Treatment Areas – there are master consoles in the reception areas which suggests these are patient care units. However, in the treatment rooms to the right (highlighted in the squares), there were no devices called out on the drawing. The written spec states there should be Emergency and Code Blue devices in treatment rooms (see pages 16 & 17).

B. 3rd Floor - A block of rooms is missing devices in the Patient Prep/Induct area.

C. 4th Floor - Mental Health Area – there is one room with a Staff Emergency device. Should all the rooms have these? Also, the Staff Console in the Reception area is not shown.

GOVERNMENT RESPONSE REVISED:

A. A lighted Annunciator (LA) was included in Dental Reception to respond to Emergency Pull cord in TLT 2E24. As a norm Dental Treatment rooms (DNTG1) do not receive Nurse Call devices.

B. Typical PATIENT PREP/INDUCT room layouts are provided on sheet ET-423 in details C1 & D1.

181. M730 Detail A3 Notes 3 States “Provide fire fighters smoke control station override for AHUs utilized for smoke control.” Please confirm or clarify the following:

1. The Fire Fighter’s Smoke Control panel is provided by the Fire Alarm System Contractor as described in Div. 283176.2.25.

2. Given that AHUs are only used in post event Smoke Purge (Not Smoke Control) as per the Sequences of Operation on M703A and M704A. (Refer to Paragraph titled Air Handling Unit Building Flush Mode) does this note apply to any AHU in this project?

3. If in fact this paragraph does apply to any AHU, which AHUs does it apply to, and How would it interface with the sequence (Building Flush mode) as described, as it does not appear to be controlled in any manner by a Fire Fighter’s Smoke Control Panel, but solely by the BAS.

GOVERNMENT RESPONSE REVISED: No AHU’s are required to function as part of the smoke control system; reference M-730, revised 9/13/18 in Amendment 0011.

290. With regards to the specification 31.66.13-3.3.2, are alternate forms of installation acceptable provided the installer can furnish a record of experience using the same equipment and the design is verified by load testing? Limiting the installation to a single method of installation, the downward tamper, limits the number of installers to bid the project to one. This technology is patented (and routinely marketed as such), sole-sourcing the project to the patent-holder. Aggregate piers can be installed to the same or better quality using alternate forms of installation equipment. Reference 31 66 13

GOVERNMENT RESPONSE: The spec section 31 66 13 will be modified to include alternate aggregate pier systems using acceptable installation procedures. The revised spec 31 66 13 will be issued in Amendment 0012.

292. With regards to the specification 31.66.13-3.4.1, bottom-stabilization (and crowd-stabilization) testing is applicable only to the downward tamper installation method. If an alternate technology is used for installation, will this testing be waived? Reference 31 66 13

GOVERNMENT RESPONSE: As mentioned in comment 290, spec section 31 66 13 will be modified to include alternate aggregate pier systems such as stone columns. Stone column aggregate piers don’t require crowd-stabilization testing thus it can be waived. The revised spec 31 66 13 will be issued in Amendment 0012.

315. Please clarify what work shown on Drawing ET-609 is to be provided under this contract. The cable ID's in the chart on the right do not appear in the one line on the left. For example, cable S-24 and S-25 are listed on the chart to go to Frame F-4 but are not shown on the one line. Cables #S-(26,57) are shown on the one line going to Frame F-4, however most of those cables are redacted from the chart.

Please clarify what work is to be provided. Reference ET-609
