SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0007
81. The recent Amendment 0006 doesn't differentiate between cut or fill sections. Using onsite material as fill, we would place it in accordance with compacted fill requirements. This would require us to re-excavate fill material previously placed and compacted to a depth of 2.5 ft below subgrade, which seems to make no sense. However, as worded the direction is to first reach subgrade, then proceed to stabilize. Please clarify if this is NAVFAC's intention?
RESPONSE: – The contractor is responsible to stabilize soil with cement, or cement and fly ash, down to a 2.5’ depth, as measured from subgrade elevation, under all new structural areas. This applies in both cut and fill sections, in order to attain a uniform roadway section. The contractor should use whatever means necessary to achieve this end, and is not required to build to subgrade elevation, prior to stabilizing.
In areas where existing pavement has failed, contractor is required to remove the existing pavement completely and then evaluate the sub-base material. If the sub-base material is found to be unsatisfactory, then the contractor will be instructed by the contracting officer to excavate further and this could be as much as 2.5 feet.
82. While not designed fully at this point, conduits are typically placed at 2.5' below subgrade. Any utilities, wet or dry, placed within the soil cement envelope would have to be placed at a depth greater than 3' of cover (as the soil cement process will have to extend to at least 3' to ensure a minimum depth of 2.5'), and will require excavation of at least 3' of soil cement if they require any work done after stabilization, including future maintenance. It is atypical to soil cement over utilities unless they are deeper storm sewer runs. Please clarify if this is NAVFAC's intention?
RESPONSE: – All proposed dry utilities shall be relocated out of the road pavement areas;
therefore this question is not applicable.
83. As the existing utilities are in place and functional until the new utilities are placed, the existing utilities lying in the shoulder areas are likely to be in direct conflict with the soil cement. The plans refer to "abandonment." This would be functionally impossible in the soil cement areas, as the augers would not cut the existing utilities. We would have to install the new utilities, remove existing in their entirety, then stabilize, requiring the road to be built completely out of sequence in relation to a typical road construction, as the shoulder breakpoints would be established by pavement edge typically, but in this case would have to be defined by utility locations. Please clarify if this is NAVFAC's intention?
RESPONSE: – The new utilities to be installed and made operational prior to road construction. The RFP states existing utilities “may be abandoned in place if they do not conflict with required roadway widening or appurtenances “ (G102003 UNDERGROUND

SITE DEMOLITION)
84. 2.5 ft seems to be an extremely deep section for soil cement. Meeting compaction requirements for a 2.5' lift of soil cement is virtually impossible, as the material would have to be tilled in place, compacted, rolled, and cured. The only way to do this would be to again place fill, then remove it and soil cement in lifts. The way the Amendment is worded, it requires stabilization after meeting subgrade, not while placing fill to get to subgrade. If less than 2.5' of fill is placed in a section, the requirement to stabilize to a depth of at least 2.5' below subgrade would again require re-excavation of the material. Please clarify if this is NAVFAC's intention?
RESPONSE: – See response to #81.
85. The 2.5' criteria has the stated intent of matching the existing section. My understanding is that the existing section shows no evidence of soil cement, and minimal aggregate. By doing this outside of the existing section being overlaid, you would have the new areas with essentially a 4' pavement structure, with the intent to match an existing structure comprised of asphalt pavement alone. As written, the requirement seems to be out of line with the stated intent. Please clarify if this is NAVFAC's intention?
RESPONSE: – The intent/goal is stated in Amendment 0006. This requirement is intended to give the designer a reference point for developing the cement modified soil mix design.
