RESPONSE TO PRE PROPOSAL INQUIRIES
35. Part 3, Paragraph 2.3.6 Antiterrorism Criteria, states, “Design the road widening to comply with UFC 4-010-01, DoD Minimum Antiterrorism Standards for Buildings.” The Russell Road widening encroaches upon the MCCDC Building. Can you provide the building category, type of wall construction, and state whether or not the exterior walls are load or non-load bearing for the MCCDC Building? This information is necessary to determine the Conventional Construction Standoff Distance from the facility and ensure ATFP requirements are met.
RESPONSE:
Reviewing the civil plans, it appears that the MCCDC Building is quite far from the roadway project and would not be impacted.
The Marsh Building is much closer to the roadway. The distance appears to be approx.
100ft from the new shoulder to the nearest point of the building. Since the building's wall and construction type cannot be verified, it is not possible to determine the standoff requirements.
However, per Section B-1.1.12 Parking and Roadway Projects; provides for operational procedures to prohibit parking on the roadways within those standoff distances. If the shoulder can be marked, striped or signed to indicate as a " No Parking" zone, along the Marsh Building, this should be acceptable. See excerpt below from UFC:
UFC 4-010-01 9 February 2012 Change 1, 1 October 2013
B-1.1.12 Parking and Roadway Projects.
Where practical, all roadway and parking area projects not associated with a building renovation, modification, repair, or restoration requiring compliance with these standards should comply with the applicable conventional construction standoff distances in Tables B- 1 and B-2from existing inhabited buildings. Where parking areas that are within the standoff distances in Tables B-1 and B-2 from such existing buildings are being constructed, expanded, or relocated, those parking areas should not encroach on the existing standoff distances of any existing inhabited building unless it can be shown that the building can provide the appropriate level of protection that would apply if the building were required to comply with these standards. \1\ Parking and roadway projects will not be located closer than the applicable minimum standoff distances /1/.
If roadway projects include road widening or encroachment on existing standoff distances is otherwise unavoidable, ensure there are operational procedures in place to prohibit parking on the roadways within those standoff distances as described in the paragraph above entitled "Parking and Roadways Standoff Distance, subparagraph entitled "Existing Buildings", letter "f - Parking on Existing Roadways".
36. Is an Uninterrupted Power Supply (UPS) required for the traffic signal?
RESPONSE: No, a UPS is not required.
37. Does the traffic signal require a fiber optic or other communication connection to a traffic control center?
RESPONSE: The new traffic signal replaces an existing traffic signal and the intent is a replacement to control the new traffic patterns. However, there may be existing controls to the control center that have to remain.
38. Drawing C7.01 shows the traffic signal being installed on the low side of a 5’ to 10’ high retaining wall. Are there any limitations to shifting the retaining wall south to reduce the height of the signal pole?
RESPONSE: The location of the traffic signal has been optimized for the current design.
Refer to attached Amendment for revisions to the RFP, Part 2, Section 01 33 10.05 20;
Paragraphs 2.2.2 and 2.2.3 for additional information.
39. VDOT standard shoulder width is 10’, however the RFP shows an 8’ shoulder. Should the shoulder be widened to 10’ to meet VDOT standards?
RESPONSE: No, the shoulder width was increased from the existing to 8’ by MCB Quantico. Adding to this width may impact wetlands and the flood plain limits.
40. The guardrail installation detail on drawing C5.06 shows 2’ of unpaved shoulder available for installation of the guardrail. Per VDOT standards, 5’ is recommended for adequate shoulder backing. Should the shoulder be widened to accommodate 5’ off the edge of pavement for guard rail installation?
RESPONSE: See VDOT installation detail 501.09 and 201.08.
41. Can the Design Builder simply replace the existing water piping or relocate with similar size and type piping without having to analyze Based water demands for domestic and fire protection?
RESPONSE: A flow analysis is not required for domestic and fire protection. Refer to Part 3 and the Concept Drawings in Part 6 for utility requirements.
42. The RFP as written includes the requirements that could only be satisfied by preparing an extensive computer water model of the entire Quantico Marine Base after the Contractor determined all domestic and fire demands. This level of water study analysis carries an enormous cost and time commitment and would have to be submitted for approval to the Virginia Department of Health. The contract also suggests that if the existing pipe sizes are too small, the Contractor would be required to replace existing piping with larger piping.
Reference the following sections:
a) Part 4 – Section 630 – page 5 under paragraph G3010 1.1. WATER SYSTEM DESIGN it states “The Contractor shall determine the domestic and fire demands for the facility and shall verify the design of all components of the domestic and fire protection supply systems. The water system design and construction shall be in accordance with UFC 3- 200-
10N, Civil Engineering, the state waterworks regulations, and utility provider’s requirements. Design the water supply systems to provide required flows and maintain residual pressures based upon peak demands.
RESPONSE: See responses to RFIs 23 and 24 in Amendment 0005.
b) UFC 3-200-10N, Civil Engineering states on page 17 paragraph 2-3.1 . “a. Determine the required flow based upon peak demand. Consider fire protection, industrial and domestic demands and future growth. b.) conduct a fire hydrant test ……. To determine the available flow and the system’s residual pressure. Include the hydrant flow test information in the Basis of Design and/or Calculations.
RESPONSE: See response to RFI 27 in Amendment 0005.
c) The applicable State Waterworks Regulations cited above are the Virginia Department of Health Waterworks Regulations and under these Regulations (section12VAC5-590-200) “The engineer shall provide the present and estimate future water consumption values used as a basis of design and fire flow requirements.
RESPONSE: See responses to RFIs 23, 24, and 27 in Amendment 0005.
Will these requirements be enforced as part of the DB design requirements?
RESPONSE: See responses to RFI 42 a-c above.
43. Will we be required to provide the following information in UFC 3-200-10N, Civil Engineering Section 3-2.1.10 Sanitary Sewer? "3-2.1.10 Sanitary Sewer." \f C \l "3" } Describe waste stream and whether it is from domestic or industrial source. Include sources of any hazardous substances. Identify design population, peak and average flows. State whether sewer will be gravity or force main. Identify pre-treatment requirements and solutions. State minimum pipe slopes and velocities. Identify special installation requirements. State new pipe sizes and capacities. Identify pump station type, wet/dry well, types of pumps, pump capacity and total dynamic head, horsepower, telemetry requirements and compatibility with existing on-base systems, backup power requirements, and assumed response time by Activity personnel. Consult Activity as to whether existing system is operating at or near capacity.
Discuss adequacy of existing system to handle current and future flows.”
RESPONSE: No, this is not required due to the scope of work identified in Part 3 and the Concept Drawings in Part 6 of the RFP.
44. Question 1. Is the marked up VDOT GS-2 Standard attached file an accurate representation of NAVFAC requirements for this roadway?
RESPONSE: No, since the design factors are based on urban conditions without curb and gutter, VDOT GS-2 is not an accurate representation.
Use;
Standard TC-5.11U (Urban) superelevation based on 4% maximum is to be used for design speeds less than 60 mph.
Standard TC-5.11ULS (Urban Low Speed) superelevation based on 2% maximum may be used for design speeds less than or equal to 45 mph.
45. Question 2. Did NAVFAC intend to eliminate the graded bench on the shoulders? See page 3 in attached file for reference
RESPONSE: The intent is to continue with the design parameters adopted on Phase 1 & 2 of this project.
46. The project appears to be in Prince William County but the prevailing wage rates provided appear to be for other counties. Please clarify.
RESPONSE: See Amendment 0005.
47. The last sentence on Page 7 of Section 01 14 00.05 20 (Work Restrictions For Design- Build) of the Project Specifications states “The Contractor is responsible for all costs and coordination with G-6 associated with splicing”. What is the cost for this splicing?
RESPONSE: The contractor is responsible for all costs and coordination with G-6. G-6 will perform the splicing which is estimated at $25,000.
48. Is the Contractor responsible for snow removal only while construction is in progress or are they responsible for snow removal for the entire time period after award including the design phase. Please clarify.
RESPONSE: The contractor is responsible for snow removal while the road is under construction and to maintain access to the Base for the entire construction period.
49. Will the removal and replacement of all unsuitable materials on the project (including those above proposed grade and undercut excavation) be paid for under Item No 0002?
RESPONSE: The price for removal and replacement of all unsuitable materials is covered in the base bid (for the entire project, including the Option Items).
50. What is the location of the unsuitable materials?
RESPONSE: Unknown. Areas of unsuitable soil are potentially located anywhere on the project site.
51. Please provide the timber payment required by the government for the removed timber?
RESPONSE: The amount for timber reimbursement is $30,034.
52. Please provide the payment required for wetlands mitigation?
RESPONSE: See Amendment 0005, RFI 16.
53. Which utilities involved in this Phase are privatized?
RESPONSE: See Amendment 0005, RFI 19.
54. Is the contractor responsible for all permanent Traffic signals and video detection equipment?
RESPONSE: Yes, see Part 3, Chapter 1, 1.0 PROJECT DESCRIPTION.
55. Is the contractor responsible for all temporary Traffic signals and video detection equipment?
RESPONSE: Yes, see Part 3, ESR G201004 MARKING & SIGNAGE.
56. The contract documents request a traffic study to be performed with new 2012 data. The bid documents also include a detailed traffic study with info on intersection geometrics, turn lanes, queues, etc. Is the traffic study still required?
RESPONSE: See response to RFI 1, Amendment 0005. The traffic study is only for intersections to the west; the traffic study is not a VDOT 527 study; i.e. no land use change.
57. A reversible lane is proposed. Signing will be included for the reversible lane; however, are lane use control signals also to be included?
RESPONSE: Traffic study recommendation # 9 references requirements to MUTCD section 2B-26 which references overhead signing as a standard.
58. Does the new signal at Marsh Center have existing interconnect to adjacent signals, and if not, will interconnect be required?
RESPONSE: Interconnect will be required. Plan for a hard wired system that has to be monitored and controlled.
59. Has a condition inspection been performed for the existing retaining wall along the north side of the road at approximately Station 91 to 93? If so, is a report available for review?
Also, the cross sections indicate that the existing wall be removed; however, the note on C3.02 states to repair existing wall and adjust as needed. Is removal of the wall allowed?
RESPONSE: No, a complete condition inspection was not made. The intent was for the contractor to replace / reinstall loose blocks in the area indicated. There is no record of the wall being in any state of distress.
60. Drawing C3.02 indicates that the “parapet wall designed in accordance with VDOT Road and Bridge Standard GR-FOA-1”. However, GR-FOA-1 is a detail for the W-Beam Guardrail Fixed Object Attachment. Please confirm that this detail should be used for the connection between the guardrail and the parapet.
RESPONSE: Use GR-FOA-2; Design for VDOT Guardrail Installation Training Manual (GRIT Revised–November 2013)
61. Is design build contractors bound by the existing LOD?
RESPONSE: It is desired to maintain the LOD as close as possible to the Concept Drawings in Part 6 if adjustment is necessary.
62. As per “Virginia Erosion and Sediment Control Plan Minimum Standards (MS) Checklist August 30, 2013” for plans approved on and after July 1, 2014, the flow rate capacity and velocity requirements of § 10.1-561 A of the Act and this subsection shall be satisfied by compliance with water quantity requirements in the Stormwater Management Act (§ 10.1-603.2 et seq. of the Code of Virginia).
Is the Design-Build team required to manage quantitative Stormwater management for this project per the latest criteria or will this project be grandfathered?
RESPONSE: The Design Build Team will be required to comply with the regulations that will go into effect on July 1, 2014.
63. The concept plans indicate shallow Stormwater Management (SWM) facilities/ Dry Swales right adjacent to the road edge. It appears the facilities will require additional grading to ensure the freeboard criteria is met, thereby increasing the Limits of Disturbance (LOD). Furthermore, assuming the new quantitative management criteria mentioned in Question 7 above need to be addressed for this project; additional LOD area will be required for this project. Has this been considered in the concept plans and if additional LOD is required because concept plans did not account for this is the design-builder responsible for the right-of-way and additional impacts?
RESPONSE: Yes, the Design Build Team will be required to comply with the regulations that will go into effect on July 1, 2014. Therefore the LOD may have to be adjusted per the final design. It is desired to maintain the LOD as close as possible to the Concept Drawings in Part 6 if adjustment is necessary.
64. What environmental permits are required for this project (Wetland, Waters of the US, critical Area etc.)?
RESPONSE: The contractor is required to finalize Wetland Delineation JD, SWPPP and any other that may be required by state law.
65. Plan C3.10 – The plan indicates an inadequate deflection angle at Sta. 150+00 for the westbound curve and the lane shift taper. Can this deflection angle be verified to be correct?
RESPONSE: This is a transition from the existing to new work. The length of transition should be based on VDOT transition lengths.
66. Will existing shoulders require full depth reconstruction?
RESPONSE: Yes the shoulder will require full depth reconstruction. (See drawing C5.06).
67. Specification Section 013217.0520 Section 1.4 states “Project schedules must be prepared and maintained using Primavera P3, Primavera SureTrak or current mandated scheduling program.” Please confirm that Primavera P6 is approved software for the scheduling requirements of this RFP.
RESPONSE: Primavera P6 only.
68. Part 3 – Project Program, Section 1.0 indicates that the roadway widening shall be constructed as a “Rural Road”, open section, undivided, without curb and gutter, to current VDOT standards and specifications (latest edition). Section 1.0 also indicates that the latest editions of the AASHTO “Policy on Geometric Design of Highway and Streets, the Federal Highway Administration (FHWA), and the Manual on Uniform Traffic Control Devices (MUTCD) shall be followed.
a. There are four VDOT Geometric Standards that make reference to “Rural” conditions.
Please specify which VDOT Geometric Standard (GS) shall be utilized for Russell Road (i.e. GS-1, GS-2, GS-3, GS-4) as each has their own specific design requirements and will influence the design.
RESPONSE: Per the Traffic study use VDOT Minor Arterial GS-6 Standard with a shoulder.
b. Please clarify “latest edition”. Is the Design-Build Contractor required to follow the
VDOT standards and specifications, the AASHTO “Policy on Geometric Design of Highway and Streets, the Federal Highway Administration (FHWA), and the Manual on Uniform Traffic Control Devices (MUTCD) as of the date of contract award, the date of solicitation, the date of submission, etc? Please note, standards and specifications change frequently and may influence the design that is to be applied.
RESPONSE: The Design Build contractor is required to follow applicable codes and UFCs that are current at the date of this solicitation.
69. Part 3 – Project Program, Section 2.0 indicates that the design shall include acceleration and deceleration lanes in accordance with VDOT and AASHTO guidelines and requirements and at a minimum, turn lanes, acceleration, and deceleration lanes shall be provided per the drawings in Part 6 of the RFP.
c. There appears to be a discrepancy between the VDOT requirements for rural turn lanes tapers (45 mph design speed) and the tapers provided in the drawings in Part 6.
Specifically, the following discrepancies below have been noted. Is the Design-Build Contractor required to adjust the design to accommodate the taper lengths as required by Figure 3-1 of the VDOT Road Design Manual?
i. 100’ taper is provided for the left turn lane beginning near station 94+00 (200’ required per Figure 3-1 of the VDOT Road Design Manual).
ii. 100’ taper is provided for the left turn lane beginning near station 101+00 (200’ required per Figure 3-1 of the VDOT Road Design Manual).
iii. 100’ taper is provided for the right turn lane beginning near station 106+50 (200’ required per Figure 3-1 of the VDOT Road Design Manual).
iv. 100’ taper is provided for the left turn lane beginning near station 141+50 (200’ required per Figure 3-1 of the VDOT Road Design Manual).
v. 100’ taper is provided for the right turn lane beginning near station 147+50 (200’ required per Figure 3-1 of the VDOT Road Design Manual).
RESPONSE: Use Urban Taper for 45 MPh or less design speed for VDOT Road design Manual, Appendix F Figure 3.1 at 100 ft taper.
70. Part 3 – Project Program, Section 3.2 indicates that a timing study shall be performed and the light shall be timed and coordinated with the other traffic lights on Russell Road.
d. Is there an existing interconnecting system between the traffic signals? If so, what does it consist of? If no interconnect system exists is the Design-Build Contractor required to install one? If so, what would it consist of?
RESPONSE: There is no existing interconnecting system between the traffic signals.
The Design Build Team will be required to install one. See response to RFI 58.
71. Part 3 – Project Program, Section 6.0, Part G20 indicates that pavement design shall be performed and that the pavement can be either full depth asphalt pavement or be asphalt concrete pavement with granular material below on the subgrade. Part 3 – Project Program, Section 6.0, Part G2010 indicates that bituminous pavement (where indicated in the drawings) shall be provided.
e. Is the Design-Build Contractor required to utilize the pavement design as proposed on Sheet C5.06 provided in the drawings in Part 6, as described in Section 6.0, Part G20 and G2010, or are other types of roadway pavements allowed?
RESPONSE: The design build contractor is required to review the existing pavement sections provided and the designer of record shall provide a pavement design that is based on existing soil conditions and CBR values obtained. The new pavement section shall be equal to the existing or greater.
72. Part 3 – Project Program, Section 6.0, Part G2010 indicates that cut and fill volumes between each station shall be included on the final drawings for pricing.
f. Is the Design-Build Contractor required to provide this information for this Design-Build project?
RESPONSE: The final design drawings shall include cross-sections of existing conditions, with new road cross-sections overlaid to assist in computations of final cut and fill volumes.
73. Sheet C5.06 provided in the drawings in Part 6:
g. There appears to be a discrepancy between Detail 1 and 3 with regard to the overall thickness of the pavement section (i.e. thickness of subbase course 8” versus 10”).
Which detail is the Design-Build Contractor required to follow with regard to the thickness of the subbase?
RESPONSE: Detail 1 and 3 serve 2 different purposes. Detail 1 is a typical pavement section. Detail 2 refers to a treatment that will be required when New meets old. The section details will vary based on the final pavement design.
h. There appears to be a discrepancy between General Note12 (Sheet G1.02) Detail 3 (Sheet C5.06) (i.e. 1’ versus 2’ width of mill). Which width is the Design-Build Contractor required to follow?
RESPONSE: The design build contractor shall provide a 1 ‘ overlap per detail 3.
i. The proposed cross-slope of Russell Road indicates 2.08%. However, the current VDOT requirement for “normal” cross-slope is 2%. Which cross-slope (2.08% or 2%) is the Design-Build Contractor required to follow for “normal” pavement crown?
RESPONSE: Use 2.08%
j. What VDOT superelevation standard is the Design-Build Contractor required to follow?
RESPONSE: Use TC-5.11 for Urban Roads
k. The proposed shoulder cross-slope indicates 5% in all typical sections. Is the Design-
Build Contractor required to follow VDOT standard GS-11 for shoulder roll-over?
RESPONSE: Yes and the maximum shoulder slope cannot exceed 5%.
l. Is the Design-Build Contractor required to mill and overlay to a 3” depth as shown on Sheet C5.06?
RESPONSE: Yes, the design build contractor is required to mill and overlay 3” in areas where a full depth pavement is not required.
m. The 2’ dimension shown between the back of guardrail and the face of the guardrail does not comply with the deflection criteria of VDOT Standard GR-2. Is the Design-Build Contractor required to utilize VODT Standard GR-2A or will the location of the retaining wall need to be offset more than currently shown? If the retaining wall is to be offset more, what is the offset dimension?
RESPONSE: The designer shall verify the length needed for the guardrail consistent with VDOT GRIT standards.
n. Is the Design-Build Contractor required to design the pavement based on the Recommended Reconstruction Pavement Catalog for the District of Columbia as shown in Detail 10?
RESPONSE: No.
o. Standard VDOT UD-1 is to be 4’ (min.) below the near edge of pavement and the invert elevation at the outlet end of the outlet pipe is to be 1’ (min.) above the invert elevation of the receiving drainage ditch (or structure). However, the typical sections indicate that a 2’ deep ditch shall be provided. Is the Design-Build Contractor required to provide ditches that a minimum of 5’ deep in order to provide adequate outfall for the UD-1? If so, who will be responsible for the changes in project impacts relating to the ditch modification
RESPONSE: The designs provided are concept designs. The Design Build Team is required to provide an appropriate design to meet the VDOT requirements.
74. In Part 3, page 1 1.0 Project Description, 5th paragraph states that the design will utilize the “…current Commonwealth of Virginia Stormwater Management Program (VSMP) regulation…” However, the provided plans “Russell Road – P-572, sheet 26 of 69 calls out for the use of July 1, 2014 criteria. Is the Stormwater Management approach to use the current II-C or future II-B state stormwater management program?
RESPONSE: SWM shall meet Low Impact Development (LID) guidelines and federal EISA requirements. The Design Build Team will be required to comply with the regulations that will go into effect on July 1, 2014.
75. Are the design teams to follow the FEMA guidelines or Prince William County Floodplain guidelines for any floodplain impacts or encroachments?
RESPONSE: Follow FEMA guidelines.
76. If an existing stormwater management BMP is utilized in the proposed project, will that BMP need to be re-designed and brought up to the project stormwater management design criteria; i.e.
requiring a forebay?
RESPONSE: Yes.
77. On the provide plans “Russell Road – P-572, sheets 26, 33, 34, and 35 of 69 show concentrated flow entering a II-B DEQ Stormwater Management clearinghouse BMP which is not allowed per DEQ (DCR) Spec. No. 2. If the provided stormwater management plan is not permitted or permitable through DEQ and there are limited stormwater management BMPs that are feasible in a floodplain; how should the stormwater management treatment requirements be met?
RESPONSE: The designs provided are concept designs. The Design Build Team is required to provide an appropriate design to meet DEQ regulations.
78. Can there be additional right-of –way or easements to address the stormwater management treatment requirements due to the large amounts of concentrated flow being directed at a open space BMP practice which is not allowed per open space design specification?
RESPONSE: MCB Quantico owns and maintains the stormwater management system. No right of way or easements are required unless impacting lease land.
79. Two questions regarding the Price Schedule on Page 10 of 26 of Amendment 0005, dated 4/23/14. First: A unit price of $1.53/Cubic Yard is shown. Is this a forced price; Second: The listed OPTIONS 0002 and 0003 refer to Basis of Proposal for Item 0001A and Item 0001B respectively. Is this an error and intended to be Item 0002 and Item 0003 respectively?"
RESPONSE: See attached revised price schedule attached dated 4-23-2014.
80. Additionally, the recently received Amendment 0005 replaced information in Part 3, Chapter 3, 3.2.3, Soil Modification Requirement (second page of the specification changes). The replacement states to...." improve the existing soil to the depth of 2.5' below finish subgrade elevation, under all structural areas, to a CBR value of 60." Is this a misprint? Is it possible that this should have been "a CBR value of 6.0" ? We would like a clarification on this statement.
RESPONSE: See attached revised price schedule and revised RFP requirements.
