SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0001
Bidder’s Question #1:
Section L.4 Vol III RMC L-2-0014 Para (18) of the RFQ, #18 (Key Event and Milestone Schedule) requires the bidder to “Develop and furnish a Key Event and Milestone Schedule”. In order to scope the Key Event and Milestone Schedule accurately, will the Government provide a notional work package upon which this submission can be based?
Answer:
No. The Government will not provide a notional work package. Each separate delivery order will require a Key Event and Milestone Schedule for the contracted work.
Bidder’s Question #2:
Section L.4 Vol III RMC L-2-0014 Para (18) of the RFQ, #18 (Key Event and Milestone Schedule) requires the bidder to “Develop a schedule of work items, including, start and completion dates for each work item”. For work items that include options for total and various degrees of partial preservation—which work scope option should a schedule be provided for? Does this require the bidder to submit an individual schedule for each work item, or one integrated schedule that includes all work items? If an integrated schedule is desired, will the Government provide a notional package of items for which the integrated schedule can be based?
Answer:
No. The Government will not provide a notional work package. Contractor shall provide an integrated schedule that includes all work items that will be issued separately as part of each delivery order.
Bidder’s Question #3, RFQ Section L.2:
A Past Performance Questionnaire is referenced in Section L.2, Paragraph E as Attachment J-5. However, Attachment J-5 is TRIREFFACKBAYINST 5100.1D Ch-3, OSH Program. Is there a standard Past Performance Questionnaire Form that is required to use? If so, please provide the PPQ Form.
Answer:
The PPQ Form is provided as an attachment to Amendment 0001. Section L.2, Paragraph E will be updated to reflect the correct Attachment number.
Bidder’s Question #4:
Section L.4 Vol III RMC L-2-0014 Para (3) of the RFQ, #3 (Production Manning/Manning Curves) requires the bidder to “Submit Production Manning/Manning Curves information”. In order to scope the manning curved accurately; will the Government provide a notional work package?
Answer:
No. The Government will not provide a notional work package. Each delivery order will invoke CLIN tasking where manning curves can be accurately scoped based on the level of contracted work.
Bidder’s Question #5:
Section L.4 Vol III RMC L-2-0014 Para (3) of the RFQ, #3 (Production Manning/Manning Curves) is invoked as represented by an “X”. However, items “a”, “b”, and “c” are not marked by an “X”. Does this mean the 3 sub-tasks not invoked?
Answer:
No. Section L4 Vol III RMC L-2-0014 Para (3) of the RFQ #3 is invoked including sub paragraphs a, b, and c.
Bidder’s Question #6, Attachment J-3:
Attachment J-3, para 3 requires “The contractor shall comply with the DD Form 254, Contractor Security Classification Specification, as well as all security requirements of the Kings Bay NSB/Trident Refit Facility”.
Please provide the Form 254 for this contract. Does the bidder have to be qualified to security requirements of Form 254, e.g., hold a Confidential Level Facility Clearance, to bid on the contract?
Answer:
The work being performed is not “classified work” nor does it appear that any handling of “classified equipment” will be involved so a DD-254 will not be needed. The contractor does not have to be qualified to the security requirements to bid on contract but must provide personnel that can meet the security requirements for executing the contract.
Bidder’s Question #7, Work Item #191-11-001:
Item 191-11-001 Lead Ballast Removal/Re-ballast/Installation; accomplish, Paragraph 3.10 requires lead bins to be preserved prior to installation of lead. Please provide direction on number and size of bins to be preserved for each Line in J-4 requiring lead installation.
Answer:
The exact number and size of lead bins cannot be determined in advance. Quantities and square footage of each lead bin to be preserved will be invoked as required in each separate delivery order.

SECTION M - EVALUATION FACTORS FOR AWARD
BASIS FOR AWARD
This is a competitive best value source selection in which competing offerors’ past performance history will be evaluated on a basis past performance is significantly more important than price considerations. The Government anticipates making multiple awards as a result of this solicitation. However, the Government reserves the right to make a single award. By submission of all requested items in Volumes I and II as noted in Section L, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, and will be determined technically acceptable. All such offers shall be treated equally except for their prices and performance records. Failure to meet a requirement may result in an offer being determined technically unacceptable and excluded from the competitive range, if one is established. The evaluation process shall proceed as follows:
A. PRICE:
Initially offers shall be ranked according to price, including any option prices if applicable. The price evaluation will document, for the offers evaluated under paragraph B, the reasonableness and affordability of the proposed total evaluated price and whether it reflects the offeror understands of the work and ability to perform the contract. A detailed review of each offeror’s price proposal will be made to assess and evaluate the reasonableness of the offeror’s pricing for performance of the work outlined in the submitted J-4.
The Government may use various price analysis techniques and procedures such as those listed in FAR 15.404-1(b)(2) to ensure fair and reasonable price, including comparing the offeror’s proposed pricing with the independent Government estimate and the labor and materials pricing of other offerors.
Offers will not be considered which do not submit proposals for CLINs/SLINS/ELINs and all Option Items. The Government will evaluate offers for award purposes by adding the total price of all Option Items to the total price for the basic requirement in accordance with FAR 52.217-4, EVALUATION OF
OPTIONS EXERCISED AT TIME OF CONTRACT AWARD (JUN 1988).
B. PAST PERFORMANCE:
A. The Government will review CPARS for five relevant and most recent contract efforts (if existing). These
CPARS will be retrieved from the Past Performance Information Retrieval System (PPIRS) using the offeror’s CAGE Code, name, address, and division identified on the SF 30 or SF 33. For relevant contract efforts not recorded in PPIRS the Government will review Past Performance Questionnaires (J-13) completed and submitted in accordance with Section L. Relevant contract efforts demonstrate
PRESERVATION OF BOTH INTERIOR AND EXTERIOR TANKS AND SPACES ONBOARD
COMBATANT U.S. NAVY VESSELS, WITH SUBMARINE WORK BEING OF GREATER
RELEVANCE performed by the offeror as a prime and completed within the last three years with a reported dollar value of the assessed performance at or above $500,000.
The offeror shall ensure that the documentation required in support of Past Performance is supplied by the evaluating agency to the Contracting Officer. It is the offeror’s responsibility to follow up with the evaluating customer to ascertain if the required information has been forwarded prior to the established closing date. The Government will not seek out corrections to incomplete or insufficient information on behalf of offerors. Unverifiable information will not be considered in the past performance assessment.
NOTES: No PPQ submittals (mailed, emailed, or faxed) will be accepted from the offeror being evaluated.
The offeror should verify completion and submittal of the forms with the agencies/companies to which they provided the questionnaire.
There are two aspects to the past performance evaluation:
1) Past Performance Relevance
In determining the relevancy of the submitted data, the following levels of relevancy as shown in the below table will be used:
Rating Definition Very Relevant
Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Not Relevant
Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
2) Performance Confidence Assessment
Past performance will not be rated on a pass/fail basis. The past performance information obtained will be reviewed to determine the quality and usefulness as it applies to performance confidence assessment. In conducting a performance assessment, each offeror shall be assigned one of the ratings outlined in the below table:
Rating Description Substantial Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence
Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Unknown Confidence (Neutral)
No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, a “Neutral or deemed Satisfactory” will be assigned to the past performance factor and the offeror will be evaluated neither favorably nor unfavorably on past performance.
The overall performance confidence rating will be based on the technical, schedule and management performance for each contract.
C. COMPETITIVE RANGE
If awards are not made on the basis of initial offers, the Contracting Officer will make the determination as to which offers are in the “Competitive Range.” The competitive range shall be determined on the basis of the probable cost to the Government plus the past performance evaluations, and shall include only offerors that have a reasonable chance of being selected for award. The initial number of offers considered as being within the competitive range may be reduced when, as a result of the written or oral discussions any such offer has been determined to no longer have a reasonable chance of being selected for award. The number of offers within the competitive range may also be reduced if the Contracting Officer determined that the number of most highly rated proposals that might otherwise be included within the competitive range exceeds the number at which an efficient competition can be conducted.
D. DISCUSSION AND PROPOSAL REVISIONS
For the Government’s intent regarding discussions, see FAR 52.215-1 included in Section L of the RFP. If discussions are applicable, all offerors selected to participate in discussions shall be advised of deficiencies in their offer, and shall be offered a reasonable opportunity to correct or resolve the deficiencies and to submit such price or cost, or other revisions to their offer, that may result from the discussions. However, if an offeror has already been afforded an opportunity to submit comments, rebutting statements or additional information concerning their past performance, or has already done so under FAR 42.15 or CPARS procedures, then discussions need not be held. At the conclusion of discussions, a final common cut-off date, which allows a reasonable opportunity for submission of written proposal revisions, shall be established, and those offerors selected to remain in the competitive range will be notified to submit proposal revisions. Since adequate price competition is anticipated in response to this solicitation, cost or pricing data is not required with the initial proposal, although data other than certified cost and pricing data is required to ascertain that proposed prices are realistic, fair and reasonable. If only one proposal is received, the Government will request cost and pricing data to determine that the proposed price is fair and reasonable.
The initial evaluation of offers within the Competitive Range may be revised in light of any additional information or data received during subsequent discussions and/or furnished with final proposal revisions.
