SSBN/SSGN GENERAL REQUIREMENTS

The following information concerning the above project shall be provided in the solicitation document to inform prospective bidders of the unique requirements of this project which will be worked at Kings Bay Naval Submarine Base:

1) General Requirements

a) Contractor shall provide diesel-powered generators and air compressor’s as required for the accomplishment of the work package. Only diesel powered equipment will be allowed in the drydock basin. The contractor will provide the fuel consumption rate to the TRF Occupational Safety, Health and Environmental (OSH&E) Department, Code 108.4 for reporting requirements associated with the air permit.

b) Due to the increased security requirements, the government will fuel contractor work site equipment, such as diesel generators, air compressors, grit blasting equipment, etc. Fuel for contractor’s equipment addressed above will be provided daily by the Government at the contractor’s expense. The contractor shall provide 24-hour notice to the base fueling contractor. The base fueling contractor will provide fuel within two hours of the start of a normal shift 0730 to 1630. Any fueling after normal working hours and weekends, the contractor is to directly reimburse the base fueling contractor for the overtime expended.

Approximate cost for fuel is $2.55 per gallon for gasoline and $2.57 per gallon for diesel. Overtime fueling rate is $38.47 per hour with a four hour minimum. This is for after 3 PM on weekdays, on weekends and holidays. The government will not be responsible for any damage to the contractor’s equipment as a result of the fuel. The contractor shall be responsible for all environmental damage, clean-up, fines, and restoration costs caused or incurred by their equipment.

c) Contractor will be provided a lay down area for a contractor provided trailer adjacent to the work area. The government will provide electricity for the trailer. The size of the laydown area will be minimized. The general plan including size should be provided to the SERMC technical representative 10 days prior to the beginning of work to resolve any issues. The trailer will require tie downs for storm protection. Contractor bulk material shall be stored off- base to minimize the amount of area required in the laydown area.

Contractor shall be required to provide their own phone service. No hard lines will be available, cell phone use only.

d) Contractor’s general parking will be off base. A limited number of parking spaces will be provided near the contractor lay-down area for “official contractor vehicles” only. Limited parking outside the Controlled Industrial Area (CIA) is available on a first come basis.

e) The contractor shall notify the SERMC technical representative 48 hours in advance of interferences, which are requested to be removed, and the SERMC technical representative and Project Manager will determine and authorize the mutually agreed interference that should be removed. The government will be responsible for all interference removal.

f) Contractor shall perform a walk through with the SERMC technical representative prior to accomplishing the wrapping of systems and components prior to commencing blasting operations and provide a list of existing damages for documentation.

g) Contractor will be responsible for repairing and/or replacing sound damping damages made by contractor during the preservation work.

2) Safety

a) Contractor shall comply with all SAFETY requirements stated in:

(1) TRIREFFACINST 5100.1D, Occupational Safety and Health Program

(2) SUBASE INSTR 5100.2D

b) Contractor shall be required to attend a Safety indoctrination-training course provided from the TRF safety department (code 108) prior to starting any work at TRF. This training will be given in conjunction with all other required training and be required on an annual basis thereafter, and will be required for all new contractor employees before start of work. Contractor will be required to submit all new employee’s names to the on-site SERMC representative, so training can be arranged.

c) Contractor equipment shall be disconnected/de-energized during periods of breaks/lunch and off shift to prevent casualties, which may occur due to equipment failure or inadvertent operation. Primarily this is pressurized systems such as blast hoses, paint hoses etc. It is understood that ventilation and dehumidification equipment will be required to run around the clock.

d) Contractor providing escort services will ensure compliance with personal protective equipment requirements for areas being entered.

3) Security

The contractor shall comply with the DD Form 254, Contract Security Classification Specification as well as all security requirements of Kings Bay NSB/Trident Refit facility. All contractor employees will require U.S.

citizenship. This applies to vendor delivery personnel as well. Confidential security clearances are required for all contractor personnel that will access the submarine. For work external of the submarine, the FAD (Facility Access Determination) process will be authorized as indicated below. NOTE: Please note that a completed FAD, or interim FAD does not allow access to inside or topside the submarine, but will only allow access to the Waterfront Restricted Area (WRA) which will allow delivery of materials, equipment set up and support efforts from the pier and access to the Dry-dock for work on the Main Ballast Tanks, hull, recesses and voids. For access topside (once you cross the brow) and inside of the submarine, personnel holding FADs, or no clearances must be escorted by a contractor that holds a valid approved escort badge.

(1) FAD Process: The FAD process applies to contractors and vendors who do not possess a security clearance but require access to the WRA for the performance of their assigned duties. Authorized access is based upon a favorable trustworthiness determination. The trustworthiness determination is based upon a completed TNAC and criteria provided in SECNAVINST 5510.30B. An individual’s FAD must be no older than 10 years for access into the WRA.

(a) For contracts greater than 90 days, contractor personnel must receive a favorable FAD for access. For contracts less than 90 days the requesting command’s Security Manager will determine whether to employ the FAD or escort process.

(b) To provide access prior to receipt of a completed FAD from OPM, enclosure (1) and the following procedures augment SECNAVINST 5510.30B guidance and may be applied to authorize unescorted access into the WRA.

1. The requesting command has the individual sign a consent form which authorizes SUBASE to conduct a National Crime Investigation Check (NCIC).

2. The requesting command provides the consent form and personnel data to SUBASE Security for the

NCIC.

3. SUBASE Security reports NCIC results to the requesting command.

4. Provide applicable Security Managers a list of personnel with authorized temporary access. The applicable Security Manager will use this list to authorize access to their respective areas via the security badge application process.

5. Request SUBASE Security issue the individual a 60 day, unescorted temporary badge. Sixty days should allow adequate time for processing the TNAC. In the event the TNAC process is delayed, the applicable security manager may extend this temporary badge for 30 additional days (for a total of 90 days).

6. When the TNAC is received from OPM, the requesting command’s Security Manager will review the completed TNAC and make a trustworthiness determination based upon criteria in Appendix G of SECNAVINST 5510.30B. A favorable trustworthiness determination results in the issue of a permanent security badge for the duration of the contract. An unfavorable trustworthiness determination results in revocation of the temporary security badge, thereby removing access to the Restricted Areas.

(2) Escorted Access: Escorted access applies to contractors, vendors and government personnel who require access to the WRA for the performance of their assigned duties, but who do not possess a security clearance or FAD.

These personnel may include day laborers, to include deliveries, one-time vendors and limited service contracts.

Enclosure (2) and the following procedures are guidance for escorted access:

(a) The requesting command charges the contractor to provide a list of work force personnel data. The work force personnel data shall include:

(1) Name, social security number, date of birth, place of birth, citizenship, company/organization.

(2) Estimated time of arrival and departure (period of visit for badge periodicity)

(3) Details of any special assistance required

(4) Vendor Delivery Data Form (if applicable)

(b) The requesting command’s Security Manager will request SUBASE Security issue a temporary, escort-required badge.

(c) At the discretion of the requesting command’s Security Manager, DoD personnel and contractors who have security clearances will be authorized as an approved escort (at the discretion of the NSSC Security Officer).

(1) Escort Requirements: The escort process allows personnel without clearances or FADs, access to the WRA provided they are escorted at all times. Escorts ensure the security interest itself is protected from unauthorized access by visitors. The term visitor applies to contractors, and other individuals that require Restricted Area access in order to provide a service to the government. Only contractors holding a completed secret clearance and or an Interim secret clearance will be considered for escort privilege badges. The NSSC Security Officer holds the right to deny any contractor escort privilege and also has the right to revoke this privilege if the escort doesn’t properly perform his duties and responsibilities as an escort.

(2) Command or Contractor Duties and Responsibilities: The command or contractor providing the escort shall ensure that each escort is briefed on his or her duties and responsibilities (See enclosure (1)).

(a) Prior to the visitor arrival, the command or contractor requesting the service shall notify SUBASE Security and worksite security manager of the pending visit. The SUBASE Security notification will include the information required by paragraph (2) (a).

(b) The command or contractor providing the escort will ensure assigned escorts meet the following minimum skills and qualifications:

(1) Must be willing to accept the additional responsibility of escort duties

(2) Must have had a favorable trustworthy determination or security clearance

(3) Possess a permanent SUBASE badge with escort privileges to the Restricted Area to be visited

(c) Commands and contractors completing the form in enclosure (1) will route one copy with the security badge application. In addition, commands and contractors will maintain a file copy for audit purposes.

3) Escort Composition, Duties and Responsibilities: The number of escorts per visitor(s) shall take into consideration the area to be visited; number of people being escorted; physical limitations of the area visited; method of transportation; and the period of time when an escort will be required. Escort composition guidelines follow:

(a) Under normal circumstances an escort shall not allow a visitor out of sight at any time.

However, there are exceptions where this may not be feasible (e.g., emergency medical treatment).

(b) Normally one escort will be provided for one visitor, however in cases where one escort can maintain positive control over more than one person, the number of people escorted will not normally exceed five visitors.

(c) When the escort process is limited to the confines of a vehicle, the maximum number of visitors can be the safe capacity of the vehicle provided the escort can maintain positive control of the visitors.

(d) When the escort period is expected to exceed six hours, more than one escort should be assigned.
