4. Background. The CDO is the CO’s direct representative, responsible for the daily operations at TRIREFFAC. To carry out these duties, responsibility and authority are delegated to the CDO, who has the authority to direct TRIREFFAC personnel as required. All personnel in the command are subject to the orders of the CDO. The responsibility of the CO for good order and discipline at TRIREFFAC is absolute. STANDING ORDER #1
Subj: AUTHORITY AND RESPONSIBILITY OF THE COMMAND DUTY OFFICER
1. The authority and responsibility of the CDO are indicated in Article 803 of reference (a). Specifically, the TRIREFFAC CDO is responsible for the safety, security, well-being and efficiency of this command during non-working hours. Additionally, the command’s priorities of safety, security, quality, and schedule should help guide the CDO when dealing with the events of the day.
2. I expect the CDOs to assume a determined posture in the normal conduct of their duties. To successfully accomplish this tasking, the CDO must be thoroughly aware of the functions and evolutions that make up TRIREFFAC’s daily routine. Be aware of fleet support and production operations as well as the quality of life of our men and women.
3. Preparation is the key. The CDO is charged with knowing the potential hazards associated with any evolution along with the correct response should something happen. The CDO should take the opportunity each duty day to review “what would I do if....,” and ensure those in the duty section do the same. There is a wealth of talent and knowledge assigned to this command. The CDO must take advantage of all available resources.
4. As my direct representative, the CDO acts for me.
Therefore, the CDO’s professional performance must be commensurate with the inherent authority and responsibility.
5. As such, when you are Acting for me if you order or execute an abnormal evaluation not in the normal plan of the day, make every effort to contact me or the executive officer in advance or if the situation requires prompt action as soon after as possible.

CO STANDING ORDER #6
Subj: AFTER HOURS ORDNANCE HANDLING
1. The Department of Defense Explosive Safety Board (DDESB) Site Approval authorizes TRIREFFAC Kings Bay to handle explosives at three locations: - Site VI (layberth area positions 10 & 11), Explosive Handling Wharves (EHWs) 1 & 2 and the TRIREFFAC Refit Wharves 1, 2, and 3. Class 1 Division 1 (1.1 through 1.4) explosives may be handled any time at Site VI or the EHWs. The Net Explosive Weight (NEW) for Site VI are four MK 48 War Shot Torpedoes or four Tomahawk Land Attack Missiles (TLAMs) on the pier at any one time, which strike a 600-foot Explosive Safety Quantity Distance (ESQD) arc. SSGN Tomahawk handling is limited to handling one tube at a time striking a 750-foot ESQD arc at Site VI. The EHWs are sited for 200,000 lb NEW of 1.1 explosives, which strikes a K-50 arc of 8,435 feet. Special Operating Forces (SOF) 1.1 and 1.2 ordnance must be handled in the EHW due to 1250-foot ESQD arc. Refit Wharf 3 is sited for
1.1 through 1.4 explosives, striking up to a 500-foot ESQD arc.
1.1 Explosives (i.e., War Shot Torpedoes) can be handled anytime at Refit Wharf 3 as long as the submarine is moored starboard side to the Wharf (bow south) to meet ESQD requirements. If the submarine is not moored in this manner 1.1 items can only be handled after 1530 and on weekends. The DDESB site approval restricts us to a maximum of two MK 48 War Shot Torpedoes on the Refit Wharves at any time. 1.1 Explosives can only be handled at Refit Wharves 1 and 2 during non-peak hours (after 1530 and on weekends). 1.3 and 1.4 explosives strike a 100-foot ESQD arc and may be handled at Refit Wharves 1, 2, and 3 during normal working hours. Refit Wharves 1, 2, and 3 are NOT sited for handling TLAMs.
a. After hours ordnance-handling evolutions will not begin earlier than 1530 and will normally end at 2100. This stop time is imposed to maximize safety by not requiring ship's force or Defensive Ordnance Support Facility (DOSF) personnel to handle weapons when too tired to operate safely. The 2100 stop time will be included in all applicable pre-move briefs.
b. The Weapons Handling Officer (WHO) has the authority to exceed the 2100 stop time up to 30 minutes if doing so will allow the evolution to be completed. Prior to invoking this authority the WHO will make a careful judgment to ensure all personnel are alert and capable of safely working to 2130 and there is adequate lighting continuously during the handling evolution.
Enclosure (6)
c. If contentious issues arise, the WHO will inform the CDO via the Weapons Repair Duty Officer (WRDO). The WHO will contact the Weapons Repair Officer to brief the situation. In no case will the WHO continue handling ordnance after 2130 without my specific authorization. "Meeting the schedule" is never a valid reason to jeopardize ordnance safety.
d. The Weapons Production Management Assistant (WPMA) will not schedule more than eight weapon moves for any after hours evolution. If a ship can safely handle more than eight weapons prior to 2100, DOSF may support these additional moves, but in no case will more than eight moves be scheduled.
2 Enclosure (6)
STANDING ORDER #7
Subj: SAFE HAVEN
1. When a request for Safe Haven is received, Naval Submarine Base (NAVSUBASE), Kings Bay, will promptly ensure the vehicle and couriers involved are moved away from the main gate to a protected area of the base, designated as the Safe Haven.
2. NAVSUBASE Security will notify the TRIREFFAC CDO of an ordnance shipment after normal working hours. Upon receiving notification, the CDO will notify the TRIREFFAC Code 700 WRDO and ensure the following occurs:
a. The WRDO verifies the type of shipment against the manifest. Requests for Safe Haven of nuclear material will be forwarded to the Strategic Weapons Facility, Atlantic (SWFLANT) Duty Officer.
b. A NAVSUBASE yellow light patrolman will stay with the shipment at the Safe Haven until the shipment is released. The WRDO should routinely check on the status of the driver until DOSF is notified and delivery is set up. The WRDO will check on the driver twice a day during weekends and holidays.
