Contract Overview

General Scope:

NAVFAC EXWC requires contractors to provide construction and engineering services to perform repair, modify, upgrade existing towers or construct supporting facilities and construct new towers at individual stations and facilities worldwide. These Very Low Frequency and Low Frequency tower stations include large specialized antenna structures, utilize very tall towers, and require specialized power to operate.

Seed Project:

The solicitation contains a seed project for repairs to a tower in Puerto Rico; however, the Government will reserve the right to not award the seed project and will instead award a task order for the minimum guarantee of $10,000 in the event there are delays in making the site available for award of the seed task order.

Contract Procedures Overview

Amendments: Please be advised that unless the solicitation is amended in writing, it remains unchanged. If an amendment is issued, it will be posted through the NECO website and normal procedures relating to the acknowledgement and receipt of solicitation amendments shall apply.

Inquiries: Submit additional questions electronically to Bill Hepler, Contract Specialist, william.hepler@navy.mil utilizing Attachment F, Request for Information form. The Government does not intent to respond to questions submitted less than 10 days before proposal receipt date.

Contract CLIN Structure – Each proposed contract shall include:

0001 Base Year (VLF Construction Services for specialized antennas, towers, and communication facilities Worldwide in accordance with the PWS)

0002 First Option Year Period (VLF Construction Services for specialized antennas, towers, and communication facilities Worldwide in accordance with the PWS)

0003 Second Option Year Period (VLF Construction Services for specialized antennas, towers, and communication facilities Worldwide in accordance with the PWS)

0004 Third Option Period - 6 month period (VLF Construction Services for specialized antennas, towers, and communication facilities Worldwide in accordance with the PWS)

Proposal Submittal requirements: (see Section 00100)

Reminders:

- Contractors must be registered in the System for Award Management (SAM) (formally Central Contractor Registration (CCR) prior to award of a DoD contract.

- Online Representations and Certifications – contractors shall complete the online reps and certs, complete through SAM’s website.

- Federal Contractor Program – A contract cannot be awarded unless the contractor has submitted a required annual form VETS-100, Federal Contractor Veteran’s Employment Report (VETS-100 Report) if subject to the reporting requirements. Website: http://www.dol.gov/vets/vets-100.html

Basis of Award and Evaluation Factors: (Section 00210) -The Government intends to evaluate proposals and award contracts without discussions with offerors, but reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

- Best value using the tradeoff source selection process. Process allows for a tradeoff between non-cost/price factors and cost/price, and allows the Government to accept to other than the lowest priced proposal or other than the highest technically rated proposal to achieve best-value awards.

-All technical factors when combined are of equal importance to the performance confidence assessment (past performance) rating; and all technical factors and the performance confidence assessment (past performance) rating, when combined are approximately equal to price.

-Any proposal found to have any deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions.

-Basis of award – After the Government selects the awardees for the MACC, the Government will determine which of the awardees will receive the award of the seed task order, considering the rating for Factor 3 for the MACC, and the price for the seed task order.

Evaluation Factors:

Factor 1 – Recent, Relevant Experience of the Offeror and the Offeror’s Lead Design Firms (s). Use Attachment “A” for submittal requirements.

Basis for evaluation will include the offeror’s and the offeror’s lead design firm(s) demonstrated experience in designing and performing recent and relevant work as described in the solicitation requirements.

Factor 2 – Management Approach. Describe your management approach and organization to adequately perform the requirements of the solicitation.

Basis for evaluation will include the offeror’s management plan submittal requirements described in the solicitation.

Factor 3 – Project Execution Approach (Seed Task Order). The seed task order is included in the solicitation as Attachment “D”. The non-price factors (Technical approach and Schedule) are elements of this factor will be combined to form the basis of this factor.

Provide the Technical Approach and Schedule submittal requirement as describe in the solicitation.

Factor 3 – Project Execution Approach (Seed Task Order) (Cont’d) –

Basis of evaluation for the technical approach and schedule is describe in the solicitation.

Factor 4 - Safety. Submit 1) EMR, 2) OSHA days away from work, Restricted duty, or Job Transfer (DART) rate for the three previous complete calendar years (2011, 2012, and 2013). 3) Technical approach to Safety.

Basis of evaluation will collectively consider the following:

-Experience Modification Rate (EMR) -OSHA Days Away From Work, Restricted Duty, or Job Transfer (DART) Rate -Offeror’s Technical Approach to Safety

Factor 5 – Past Performance on recent, relevant projects. Offerors shall submit past performance information on the same projects that were submitted by the offeror under Factor 1. For each project/contract, there are two submittal requirements: (1) Past performance evaluation forms; and (2) a narrative statement.

1) Past Performance Evaluation Forms: If a completed Construction Contactor Appraisal Support System (CCASS) evaluation is available, it shall be submitted with the proposal for each project included in Factor 1 for experience. If there is not a completed CCASS, then submit Past Performance Questionaire (Attachment B).

2) Narrative Statement: Offerors must submit a statement for each project/contract submitted that provides an overview of each project/contract and how it is relevant to the work described in the performance work statement of this solicitation.

Basis of evaluation: The Government will evaluate each offeror’s past performance using a two-step process. First, will evaluate the relevancy of all projects/contracts submitted by the offeror (Relevancy Assessment), and second, the Government will, considering relevancy and the offeror’s performance on those contracts, assign a Performance Confidence Assessment Rating.

PRICE 1) Seed Task Order Price: Price analysis will be performed by one or more of the following techniques to ensure fair and reasonable price: 1)comparison of proposed prices received 2) comparison of proposed prices with the independent Government estimates, and/or 3) comparison of proposed prices with available historical information.

2) MACC Price: The Government will evaluate price based on the total price.

Total price consist of the total proposed price of the seed task order, combined with the overall total price for Fully Loaded labor rates.

Basis of evaluation:

1) Seed Task Order Price - Price analysis will be performed by one or more techniques to ensure fair and reasonable price as described in the solicitation.

2) MACC Price – The Government will evaluate price based on the total price. Total price consists of the total proposed price of the seed task order, combined with the overall total price for fully Loaded labor rates. Analysis of price will be performed by one or more techniques to ensure a fair and reasonable price as described in the solicitation.
