AMENDMENT 0004

1. The list of site visit attendees is provided as an attachment to this amendment.

2. The schematics package that was handed out at the site visit is provided as an attachment to this amendment.

3. Below is an additional Request For Information and the response:

Q39. Please provide approved sources or manufactures for the 300’ Alumoweld cables as specified.

A39. There are no Government approved sources, and the Government cannot make recommendations for the sources of supply.

4. Below are the questions and answers provided during the Pre-Proposal Conference on 19 Mar 2014.

Note that if the responses below differ from what was stated at the Pre-Proposal Conference, the responses below supersede those responses.

Q40. Have the repairs on the inspection been completed?

A40: Some of the repairs have been done, and some have not. This will not affect the work required by this RFP.

Q41. When was the last full tower inspection done? Are as built drawings available?

A41: The last full tower inspection was in 2007, as reported in the attachment to the RFP. The only known as-built drawings were provided with the RFP and amendments.

Q42. Site access - what are the working hours, days, daily hours, and any limitations?

A42. Please see the response to question 31 in amendment 0002, which is provided here: This question pertains to the seed task order. Please see the seed task order Part 2, item 26 (d), which reads as follows:

Work Hours: Unless otherwise indicated, work will be located on a Government compound, military installation, or station. Contractor work hours shall be between 0630 and 1700 Monday through Friday, or as indicated in Attachment A. Obtain advance approval from the Contracting Officer for Contractor personnel to remain on site beyond normal working hours. Notify the Contracting Officer at least 48 hours in advance to obtain approval for access to the jobsite or work outside of normal working hours or on Saturday, Sunday, and Federal Holidays.

Q43. Who is the engineer of record for this facility and for other facilities involved in this contract?

A43: There is no one engineer of record for this facility or for most of our facilities. The original design engineers in many cases are retired or deceased, and original design firms may no longer be in existence.

Each modification that required drawings has an engineer of record for that modification, and this will be shown on the drawings.

Q44. How many companies will be included in the final awarded contract?

A44. Up to three MACC awardees are anticipated.

Q45. Will the land out of the anchors have to be restored?

A45: Large holes and other damage will have to be repaired. Tire tracks and similar damage will not be required to be repaired. Ground screen and radial damage shall be repaired.

Q46. Will the crew be able to use restrooms at the site?

A46: No. The contractor is expected to provide porta-potties.

Q47. Is the 100 days open to change on the schedule?

A47: Yes, the schedule may be changed to accommodate the Navy's needs, the weather, realities of material lead time, and other realities. For purposes of the proposal, the offeror is expected to provide a schedule following the requirements in the RFP. If the offeror believes this is impractical, the offeror should provide a realistic schedule.

Q48. How much time will be allowed for work with the transmitter shut down?

A48: This will be negotiated with the customer. We will request down time to accommodate the request in the contractor's proposed schedule.

Q49. Will an environmental impact be needed?

A49: No. A CATEX has been prepared by the Navy to cover this project and is included in the Part 6 attachments of the seed task (RFP Attachment D).

Q50. Will the mission requirements be counted against the 100 days?

A51: The question appears to refer to recall of the station to transmit for mission requirements, which would stop the contractor's work. No, this time would not be counted against the contractor's work time.

Q52. Will contractors be able to work more than 8 hours per day?

A52: Please see A42, above.

Q53. Will link plates be acceptable for making up short comings with differences in said length to actual lengths?

A53: Yes. (See answer to similar question, Q5 Amendment 0002.)

Q54. What are the two references for crane and weight handling that Geoff mentioned?

A54: There are three: OSHA regulations, US Army Corps of Engineers EM-385-1-1 Safety and Health Requirements, NAVFAC P-307 Management of Weight Handling Equipment

Q55. Will points be added for SDW women owned companies?

A55. There is no statutory authority to do so. No additional points will be added

Q56. Will the bid bond be required for the seed project bid?

A56. Yes, see Attachment D of the RFP (Seed Task), clause 5252.228-9302 BID GUARANTEE (JAN 1996), beginning on page 5.

Q57. What is the reason for the liquidated damages?

A57: FAR 11.501 lists the considerations for utilizing liquidated damages. Paragraph (a)(1) and (a)(2) are both relevant for this task order.

Q58. Are there any drawings of the anchors?

A58: No, the drawings of the anchors are not available. Contractors should assume the anchors are sufficient for the work to be done under this RFP.

5. In accordance with Section 00100, paragraph 1; the Government does not intend to respond to any further RFI’s. If a RFI is submitted that is material to the solicitation, the Government will provide a response.
