AMENDMENT 0003
1. The Agenda for the pre-proposal conference is uploaded to FedBizOpps as a separate attachment with this amendment.
2. Below are additional Request For Information and the responses.
Q15: What is the governing code for the upgrade? The SOW call for EIA/TIA 222G, but there is also a reference to being able to use the older codes that the tower was designed to: “Since the basic guy tower structure is largely unchanged by the project objectives, appropriately approved provisions from older conflicting versions of the codes and standards will be permitted.”
A15: This question pertains to the seed task order. The governing code is EIA/TIA-22G, which itself allows for the use the older codes that the tower was designed to. In other words, we will allow for older “grandfather” provisions to be used from previous versions of the code to remove any necessity to rebuild any more of the antenna structure than we have indicated in the scope of work
Q16: Attachment D Seed Task Order, Small Project Part 2 General Requirement Item 14 Schedule of Prices states “Submit on forms furnished by the Government. The initial schedule of prices may be preliminary for construction activities until the design is developed. Include a detailed breakdown of the contract price, with quantities for each kind of work. Include General Conditions, profit, and overhead in the unit prices. Break down into design and each construction category if stated in Attachment A.” Can you provide the level of detailed required? Will the government provide an excel template or does the contractor need to create?
A16: This question pertains to the seed task order, Part 2 item 14. The schedule of prices is a post-award submittal, not a solicitation submittal. The schedule of prices should include: Design Submittals phases, Bonds, and Definable features of work for construction activities. If payment for material delivered to the site is requested, separate procurement activities should be created, as well as activities for installation of said material. Overhead, profit, and General conditions are not separate activities; therefore those costs shall be equal spread over the activities listed in the schedule. The NAVFAC Form 4430/4 (in Excel) will be provided to awardees.
Q17: What period of performance does the contractors schedule need to define? Is it just the tower installation schedule, or does it include design, pre-engineering, etc.
A17: This question pertains to the seed task order. A full project schedule is expected, including but not limited to design, material acquisition lead time, on-site work, and as-built drawing preparation.
Q18: Can the customer furnish full structurals that match the Inspection report?
A18: This question pertains to the seed task order. Yes, the government will provide all available structural analysis results that match the Inspection report after contract award. Structural analysis results are not for release at this time.
Q19: Can the customer provide a tower schedule that details the steel members and hardware by elevation that needs to be changed as part of the RFP?
A19: This question pertains to the seed task order. This RFP does not call for replacing steel members. It calls for replacing wire sections and associated fittings which are listed in the RFP. The contractor is expected to verify the parts needed and provide a complete solution.
Q20: This question pertains to the seed task order. Has the tower been tested for lead and asbestos? If so, is the report available?
A20: This question pertains to the seed task order. The tower was recently coated, and thus it is reasonable to expect no detectable levels for lead or asbestos.
Q21: Can the customer furnish the As Built drawings for the foundation including any foundation modifications that may have been performed?
A21: This question pertains to the seed task order. No, As Built Drawings are not available, contractor may assume that foundation capacity is as designed, and is not a relevant issue to the RFP scope
Q22: Can the customer clarify the difference between Guy and Radial.
A22: This question pertains to the seed task order. Top Hat Radial is the topmost level of guy wire. Top Hat Radial wires are electrically connected to the tower so they are part of the radiating structure. This is also known as a "capacitive top hat". All other guys on this tower are insulated from the tower.
Q23: Can the customer provide page 47 of the Inspection Report (Recommended maintenance)?
A23: This question pertains to the seed task order, part 6 attachment. Maintenance is discussed elsewhere in the Inspection Report, and is not a relevant part of the RFP. The recommended maintenance section of the inspection report includes specific plans and cost estimates that the government does not desire to release.
Q24: The RFP call for all steel to be treated with Rust Protective coating, does this include the full length of the Guy Wire?
A24: This question pertains to the seed task order. No. The guy wire is already galvanized, but damage to th3 galvanized coating needs to be repaired.
Q25: For the Road repairs, are we to follow ASHTO standards and over excavate and compact prior to placing the aggregate?
A25: This question pertains to the seed task order. No, this is not required; whatever is appropriate for contractor’s construction equipment is sufficient for the government.
Q26: Can Bidders use the CPARS government database for past performance projects in place of the CCASS database.
A26: This question pertains to Section 00210, Factor 5. No. Since CCASS evaluations contain different evaluation criteria than CPARS evaluations, please use the Past Performance Questionnaire.
Q27: In order to secure quotes for the needed material in the seed task order, the bidder requests a two week extension to the RFP due date.
A27: The Government does not intent to extend the close date of the RFP.
Q28: Will the “large grazing animals” be on the work site during construction? Specifically what animals are being referred to? Are they dangerous?
A28: This question pertains to the seed task order, specifically Part 2 Attachment, paragraph 19. Please see the Part 3, 3.1 Existing Site Conditions which states (in part): The land under the radials is leased for cattle (and possibly other stock) grazing. Depending on equipment and methods used, appropriate measures to protect equipment or preclude stock from the actual work site, may be needed.
Q29: Is the 100 day schedule 20 Five day weeks or 14 seven day weeks?
A29: This question pertains to the seed task order. For purposes of the proposal, the 100 days is consecutive seven day weeks (calendar days).
Q30: Is the government’s expectation that the 100 days includes the procurement of the insulators?
A30: This question pertains to the seed task order. It is expected that the 100 days includes all phases noted in the RFP. If the offeror believes this is impractical, it should be so stated in the proposal, with a reasonable alternative schedule. Procurement of insulators is not a part of the RFP.
Q31: Is access limited to 8 hours per day, 5 days per week?
A31: This question pertains to the seed task order. Please see the seed task order Part 2, item 26 (d), which reads as follows: Work Hours: Unless otherwise indicated, work will be located on a Government compound, military installation, or station. Contractor work hours shall be between 0630 and 1700 Monday through Friday, or as indicated in Attachment A. Obtain advance approval from the Contracting Officer for Contractor personnel to remain on site beyond normal working hours. Notify the Contracting Officer at least 48 hours in advance to obtain approval for access to the jobsite or work outside of normal working hours or on Saturday, Sunday, and Federal Holidays.
Q32: Is the maintenance elevator available for use? It was stated that it was not in use due to maintenance issues.
A32: This question pertains to the seed task order. The elevator is not now available for use. It is unknown whether it will be available for use prior to execution of the work under this RFP. Offerors should assume they will need to climb the tower. The offerors may note in the proposal a difference in price if the elevator is available versus not available.
Q33: Will the Incumbent Contractor(s) name be made available?
A33: This is a new procurement solely for the construction and repair of towers, so there is no incumbent contractor.
Q34: Can the isolators be re-used? If so would they need any certification or inspection notice?
A34: This question pertains to the seed task order. We assume the question refers to the insulators in the top load radials. The RFP does not call for replacing any insulators. No certification or inspection notice is required. The contractor is expected to note and report any obvious defects found during visual inspection.
Q35: Can the Vibration dampers be re-used? If so would they need any certification or inspection notice?
A35: This question pertains to the seed task order. No. Please see the Part 3 Section 4.4 which reads: The CTR shall procure and install an all new Aeolian vibration damper system (functionally equivalent to existing system) on each of the twelve radials. The available drawings do not indicate the total number of dampers required. Photos indicate that there are six dampers on each of the twelve radials for a total of 72 dampers. The CTR shall confirm and report the total number of dampers.
Q36: Can the structural be a “feasible” analysis, if no foundation or geotechnical information available?
A36: The contractor should assume the tower foundation and guy anchors are all sufficient for the tasks called for in the RFP. No analysis of the foundations and anchors is desired.
Q37: Will the initial Bid Guarantee be required to be maintained during the life of the contract?
A38: No, once the award of the contracts are executed the Bid Bond will be released. The awardee of the seed task order will be required to furnish performance and payment bonds.
