About this file

This document provides instructions for contractors to obtain credentials for base access at Portsmouth Naval Shipyard through the Defense Biometric Identification System (DBIDS). For one day access, contractors must submit a visit request form and SECNAV 5512 form with two forms of approved identification to the Pass and ID Office. For long term access, the main contractor must submit a DBIDS Access Application Form, after which approved employees will submit SECNAV 5512 forms and identification at the Pass and ID Office.

A related solicitation seeks quotes to dismantle, transport, and dispose of a Submarine Support Facility at Portsmouth Naval Shipyard. The facility is radiologically controlled, and disposal must be at an approved offsite facility. The contractor will maintain accountability for materials and dispose of them as radioactive waste. All personnel will be subject to exposure monitoring. The Navy estimates 1,600,000 pounds of waste for disposition. Offerors must be qualified to perform this work, including transportation and disposal. Potential offerors must tour the facility for their quote to be considered.

The Navy commenced a transition from the Navy Commercial Access Control System

(NCACS) to the Defense Biometric Identification System (DBIDS) credentialing for contractors, visitors, vendors and suppliers requiring access to Navy Installations.

Effective August 15, 2017, NCACS or RAPIDGate are no longer acceptable credentials for

Base Access. Also Local Shipyard White NAVSEA Badges are no longer valid and will no longer be issued.

DBIDS is the new credential that will be accepted for all contractors, visitors, vendors and suppliers that require access to the installation.

There is no charge for the DBIDS credentials.

ONE DAY PASS

Contractors, visitors, vendors or suppliers that need a one day pass will be required to do the following:

Send a visit request (attached) to the Pass and ID Office at fax number 207-438-2669 or email to CNI_PNSDBIDS@navy.mil . All visit requests must have a Shipyard sponsor. Contractors cannot sponsor anyone.

Fill out SECNAV 5512 form (attached) and bring that form AND two forms of identification

(ID) on the approved ID list (attached) to the Pass and ID Office. Once at the Pass and ID

Office, select the "DBIDS" button at the kiosk for processing.

LONG TERM ACCESS

Contractors, vendors or suppliers who have a valid need and would like to apply to be registered in DBIDS for longer term base access will be required to do the following:

The main company of the contractor, vendor or supplier needs to apply for access by completing DBIDS Access Application Form (PTSMH 5500) (attached) and forward it to:

CNI_PNSDBIDS@navy.mil

***The company will be informed via e-mail if their application for participation in DBIDS was accepted or denied.

If approved, each employee of the company who has a valid need to access the Shipyard, will be required to fill out a SECNAV 5512 form (attached). The employee must bring that form and two forms of ID from the approved identification list (attached) to the Pass and ID

Office. Once at the Pass and ID Office, select the "DBIDS" button at the kiosk for processing.
